The groundbreaking ceremony, chaired by the Ministry of Education and Training (MOET), was broadcast live on VTV1 channel of Vietnam Television from 9:00 to 10:30 this morning, connecting 14 points across the country. Prime Minister Pham Minh Chinh attended at the main point in Thanh Hoa province.
The remaining 3 localities, due to the impact of storms and floods, are still connected online and ready to start construction on-site as soon as conditions permit, ensuring absolute safety for people and vehicles.
The program to build 100 inter-level boarding schools in border communes (phase 1, 2025-2026) under the investment policy to complete the construction of 248 schools in border communes), is implemented in 17 provinces and cities.

This is a key task to concretize the policy of the Politburo and the Government on developing education in disadvantaged areas, helping to narrow the regional gap; creating equality in access to education and contributing to strengthening social security, socio-economic development and maintaining national security and defense in border areas.
The program has a total construction investment cost of nearly 20,000 billion VND.
According to the Ministry of Education and Training, the simultaneous groundbreaking ceremony of 72 projects, with the participation of leaders of the Government, ministries, branches and localities, demonstrates the spirit of close coordination and high determination of the entire political system in caring for students in border areas, fully preparing the conditions to soon complete the investment of 100 schools before the 2026-2027 school year.

According to the Politburo's request, the invested schools must ensure technical standards, scale, area of the school and classrooms; have adequate facilities to serve learning, cultural, spiritual, physical training, living conditions and absolute safety.
The Politburo assigned the Government Party Committee to lead and direct ministries, branches and People's Committees of border provinces to implement the above policy.
The Politburo also requested to review, amend and supplement relevant regulations to ensure that students in land border communes enjoy boarding and semi-boarding policies suitable to the practical difficulties of terrain and geographical distance.
The Ministry of Education and Training was assigned to coordinate with the Ministry of Home Affairs to develop a suitable teacher arrangement plan, and at the same time propose a budget to maintain school operations and a teacher allowance regime suitable to the new conditions.
Regarding the financial plan, the Politburo requested relevant agencies to balance the central and local budgets and other legal funding sources (of which the central budget is the main one) to decide on the total investment level, investment phases and contractor selection mechanism.

The goal that the Politburo has clearly stated is to ensure the completion of investment in the construction of 248 inter-level boarding schools and to have solutions to maintain the annual regular operating expenses of the schools.
With the People's Committees of border provinces, the Politburo directed coordination to review and adjust planning, arrange land funds for school construction to ensure technical infrastructure related to school construction (electricity, clean water, wastewater, traffic...).
