Reports and opinions at the evaluation meeting, regarding the direction and management work, since the beginning of the year, the Government and the Prime Minister have focused on directing all levels, sectors and localities to implement resolutely, flexibly and effectively: Handling well regular work with large volume, high requirements, short implementation time; new work, including many revolutionary and historical works according to the Party's policy and the direction of General Secretary To Lam; handling many backlogged and prolonged works and projects, causing loss and waste of many resources; proactively responding and achieving initial results in the face of unexpected fluctuations, greatly affecting the country's socio -economic development.
Regarding regular work, we have focused on promoting growth with a very high target of 8% or more, disbursing public investment capital reaching 100% of the plan; completing 3,000 km of expressways and 1,000 km of coastal roads; cutting 30% of administrative procedures; building 100,000 social housing units and basically eliminating temporary and dilapidated houses by 2025...
Organized many important conferences, including many conferences with businesses and business associations. Worked, inspected and urged in many localities. Prepared to serve well and actively attended the 9th session of the 15th National Assembly (submitted 44 draft laws and resolutions to the National Assembly at this session). Regarding the focus on leadership and direction of new tasks, we have focused on reorganizing the apparatus; reorganizing administrative units and building a two-level local government model. We have developed and submitted to the Politburo resolutions on the "four pillars" and organized their implementation as soon as the Politburo approves them in a scientific, comprehensive and synchronous manner.
Third, handle and remove obstacles for many projects that have been delayed and prolonged, causing loss and waste of resources. Launch a peak month to fight against smuggling, counterfeit goods and trade fraud.
Fourth, we have responded flexibly to emerging issues; in particular, when the United States announced a new reciprocal tariff policy, we have been calm, courageous, proactive, and actively prepared plans, conducted negotiations, and implemented synchronous and comprehensive solutions in all fields.
Fifth, focus on concretizing and implementing major policies of the Party and State. In 5 months, the Government and Prime Minister issued 115 decrees, 176 resolutions, 1,137 decisions, 15 directives, and 73 dispatches.

Regarding the socio-economic results in May and the first 5 months of 2025, the reports and opinions emphasized 8 highlights.
Firstly, the economy continues to maintain growth momentum and develop positively in all three sectors: agriculture, industry and services.
Agriculture has developed steadily, with positive results in cultivation, animal husbandry, and aquaculture. Industrial production in May increased by 9.4% over the same period; 8.8% in 5 months (6.8% in the same period), of which the manufacturing industry increased by 10.8% (7.3% in the same period). The purchasing managers' index (PMI) increased from 45.6 points in April to 49.8 points in May. The service sector continued to grow strongly. Total retail sales of goods and consumer service revenue in May increased by 10.2% and 9.7% in 5 months (8.7% in the same period).
Second, the macro economy is stable, inflation is controlled, and major balances of the economy are ensured. The consumer price index (CPI) in the first 5 months increased by an average of 3.21%. Budget revenue reached nearly 1.14 quadrillion VND, equal to 57.9% of the year's estimate, up 24.5%. Import and export in May reached 78.6 billion USD, up 15.5%, 5 months reached 355.8 billion USD, up 15.7%, trade surplus of 4.67 billion USD. Labor supply and demand balance is ensured.
Interest rates remain stable, with a downward trend, credit balances have increased significantly; many credit packages and credit programs for the agriculture, forestry and fishery sectors have been implemented with active disbursement, credit packages for young people to buy houses, and a VND500,000 billion package for strategic infrastructure and digital infrastructure. Non-cash payments have increased sharply.
Third, focus on accelerating infrastructure projects on highways, airports, ports, and railways; complete over 3,000 km of highways and 1,000 km of coastal roads and start construction on the Lao Cai - Hanoi - Hai Phong railway project this year.
Fourth, foreign investment attraction increased sharply; total registered FDI capital in 5 months reached about 18.4 billion USD, up over 50%; realized FDI capital reached over 8.9 billion USD, up 7.9%, showing that Vietnam continues to be an attractive destination for foreign investors. Fifth, strongly deploy the "four pillars" according to the Politburo's Resolutions. In particular, regarding Resolution No. 57-NQ/TW, 13 important draft laws have been submitted to the National Assembly, which are expected to add breakthrough incentives on funding for scientific research, research and development (R&D) activities, and supplement cases and subjects exempted from corporate income tax related to scientific research activities...
Regarding Resolution No. 68-NQ/TW, the Government submitted to the National Assembly for approval Resolution No. 198/2025/QH15 on a number of special mechanisms and policies for private economic development, including many breakthrough tax policies for innovative startups, small and medium enterprises, individual business households, etc.
Sixth, the work of preventing and combating waste received special attention; completed the review and proposed the Politburo and the National Assembly to remove obstacles for over 2,200 projects with a total capital of nearly 5.9 quadrillion VND (about 235 billion USD) and a land use scale of about 347,000 hectares.
Seventh, the cultural and social fields are focused on; social security is ensured; people's lives are improved, no one is left without food or clothing. The rate of households assessing their income in May remained unchanged and increased to 97.1%, up 1% compared to April and 2.3% compared to the same period. The emulation movement nationwide to join hands to eliminate temporary and dilapidated houses has spread strongly; nearly 209,000 houses (77.2% of the plan) have been eliminated.
Eighth, political and social stability; national defense and security are maintained; social order and safety are ensured; foreign affairs and international integration are promoted; the country's prestige and position are enhanced. Many international organizations continue to highly appreciate the results and prospects of Vietnam's economy.
The results next month are better than last month.
In his concluding remarks, basically agreeing with the reports and opinions, Prime Minister Pham Minh Chinh summarized that in the context of a more difficult and complicated situation, with more and heavier work, higher task requirements, more timely time requirements, and higher quality, but under the leadership of the Politburo, the Secretariat, and the General Secretary, with the close and effective coordination of agencies in the political system, especially the National Assembly, along with the great efforts, determination, great efforts, drastic actions, with focus, key points, "working day and night, working overtime on days off", completing each task, completing each task of the Government, members of the Government, ministries, branches, and localities, the results of May and the first 5 months of the following month were generally better than the previous month, the first 5 months of 2025 were better than the first 5 months of 2024 in all areas.

Although the results achieved are basic, there are still shortcomings, limitations, difficulties and challenges, such as: The pressure to direct and manage the macro economy is still great. Production and business activities in many fields are still difficult, especially for small and medium enterprises. Real estate segments need to be more harmonious and reasonable.
Traditional growth drivers need to continue to be promoted. Institutions and laws are still entangled and need to be revised, supplemented, and newly issued to resolve them. Decentralization, delegation of power, and reduction of administrative procedures in many areas are not thorough.
The lives of a segment of the population are still difficult. The situation of drug crimes, high-tech crimes, online fraud, smuggling, trade fraud and counterfeit goods, and food safety are still complicated...
After analyzing the causes, the Prime Minister emphasized a number of lessons learned: Maintain a strong will in the face of difficulties and challenges, adhere to the set goals and focus on implementation with higher determination, greater efforts, and more drastic actions; grasp the situation, respond proactively, promptly, flexibly, feasiblely, and effectively with policies; promote the role of the leader, do not push or avoid responsibility; assign tasks to ensure 6 clear "clear people, clear work, clear responsibility, clear time, clear results, clear authority"; cut down on procedures, promote decentralization and delegation of authority along with resource allocation, strengthen inspection and supervision; timely and strict rewards and discipline.
In the coming time, the Prime Minister said that the forecasted situation will continue to have difficulties, challenges and opportunities, advantages intertwined, but difficulties and challenges will be greater; the global economy is forecast to be very difficult, growing slowly (IMF forecasts only 2.8%), while Vietnam's growth target is from 8% or more in 2025 and double digits in the next period.
Institutional and legal problems: No matter how difficult, must be resolved
The Prime Minister pointed out key tasks and solutions in June and the coming time, first of all focusing on preparing well the contents to serve the 9th session of the National Assembly, including closely coordinating with the agencies of the National Assembly, absorbing the opinions of National Assembly Deputies, completing draft Laws, Resolutions, Reports, and submitting them to the National Assembly for approval; urgently completing and submitting guiding documents for promulgation; carefully preparing the contents to report and explain at the Discussion and Questioning Session.
Second, resolutely and effectively implement the Government's Action Program to deploy the "four pillars" according to the four resolutions of the Politburo.
In particular, with difficulties and obstacles in institutions and laws, we must definitely resolve them, "no matter how difficult, we must resolve them" to turn institutions into competitive advantages. Allocate more than 20,000 billion VND, ensuring at least 3% of the budget for science and technology. Encourage, support, protect, promote the spirit of patriotism, dedication, daring to think, daring to do, innovation of enterprises and take measures to prevent possible violations.
Third, focus on implementing solutions to respond to policy changes of countries, including reciprocal tariffs of the United States. Make the most of existing FTAs; exploit new markets; implement solutions to diversify markets, products, and supply chains; improve the quality and competitiveness of goods and services, and be ready to adapt to developments in the world economic situation.
Fourth, continue to perfect institutions, streamline and reorganize the apparatus, promote administrative reform and digital transformation. Urgently submit decrees detailing effective laws and resolutions. Urgently submit to the Government decrees on decentralization, delegation of power and assignment of authority. Resolutely cut and simplify administrative procedures; continue to effectively implement Project 06.
The Prime Minister noted that the Ministry of Finance should urgently develop plans and submit to the National Assembly mechanisms and policies to effectively use and promote redundant agency headquarters after rearranging the organizational apparatus and administrative boundaries.
Fifth, prioritize promoting growth, renewing traditional growth drivers (investment, export, consumption), drastically increasing revenue, saving expenditure, definitely saving 10% of regular expenditure to reserve resources for large projects; promote new growth drivers, such as science and technology, innovation, digital economic development, green economy, creative economy, sharing economy, circular economy, night-time economy, emerging industries, exploiting new development spaces such as underground space, marine space, outer space.
Sixth, maintain macroeconomic stability, control inflation, ensure major balances of the economy; operate monetary policy proactively, flexibly, promptly, effectively, harmoniously and synchronously with a reasonable, focused and key expansionary fiscal policy.
Seventh, continue to effectively handle outstanding and long-standing issues; focus on handling 2,212 stuck and long-standing projects to free up resources and combat waste.
Eighth, focus on the fields of culture, society, environmental protection, natural disaster prevention and control, and climate change response, especially at the beginning of the rainy and stormy season.
Ninth, strengthen national defense and security; maintain social order and safety; enhance foreign affairs and international integration. Pay special attention to carefully preparing for high-level foreign affairs activities of Party and State leaders and effectively implementing commitments.
Tenth, strengthen information and communication work; especially focus on policy communication, analytical information, replication of good models and good practices, creating spillover effects, social consensus, and creating momentum to promote socio-economic development.
Handing over hospitals and schools to localities
Assigning a number of specific tasks to ministries and branches, the Prime Minister directed the Ministry of Culture, Sports and Tourism to preside over and closely coordinate with ministries, branches and localities to carefully prepare and well organize activities to celebrate the 80th anniversary of National Day, especially to well prepare the exhibition of socio-economic achievements on this occasion with the participation of international consultants.
The Ministry of Education and Training focuses on completing the submission, report and draft Resolution of the Politburo on education and training; well organizing the high school graduation exam and university and college admissions in 2025.
The Ministry of Health urgently implements a program to send 1,000 doctors to the grassroots level; focuses on completing the submission, report and draft Resolution of the Politburo on health protection, care, population work and development.
The Ministry of Health and the Ministry of Education and Training boldly handed over medical and educational facilities in the area, transferring the management of human resources and facilities to the locality; the Ministries focused on performing the tasks of state management and providing professional direction and support throughout from the central to the grassroots levels.
The Prime Minister assigned the Ministry of National Defense to be the investor of Thanh Son airport (Ninh Thuan) and coordinate with the Ministry of Construction in managing and exploiting the dual-use airport.
Ministries, agencies and localities are preparing to simultaneously launch and inaugurate 80 projects nationwide to celebrate the 80th anniversary of the August Revolution and National Day, September 2.
The Central Steering Committee, ministries, branches and localities continue to focus on directing the drastic implementation of the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025".
