From parliament to reality in the capital: Changes after the explanation sessions:

During the 2021-2026 term, the Hanoi People's Council continuously monitored and requested explanations on people's livelihood issues, especially the provision of clean water to people - one of the issues of top concern to voters.

After questioning, the Hanoi People's Committee gave strong directions, including paying attention to providing clean water to people in suburban areas, ensuring harmonious and synchronous development between urban and rural areas, towards the goal of 100% of households having access to clean water.

95% of rural people have access to centralized clean water.

According to Program No. 03-CTr/TU dated March 17, 2021 of the Hanoi Party Committee on "Urban beautification, urban development and urban economy of Hanoi city in the period of 2021-2025", the city aims to have 100% of households using centralized clean water by 2025. With this goal, the City People's Committee has directed the Department of Construction to implement projects to develop water resources and water supply networks in the area.

According to the report of the Department of Construction, the total centralized clean water supply for the city is currently about 1,596,600 m3/day and night. To achieve the target of "Increasing the total exploitation capacity of water plants to 1.8-2 million m3/day and night, the rate of households supplied with clean water is 100%" according to Program No. 03/CTr-TU, the Department has advised the City People's Committee to issue and urge units to implement Plan No. 311/KH-UBND dated December 28, 2021 on completing centralized source development projects and water supply network development projects in the city for the period 2021-2025; at the same time, step up the review, inspection and urging of the progress of clean water supply projects in the city.

Accordingly, the whole city has 4 projects being implemented by investors. In which, it is expected that by the end of 2025, when the Red River Surface Water Plant is partially put into operation, the Da River Water Plant completes the capacity increase to 600,000 m3/day and night, and the Xuan Mai Water Plant puts into operation phase 1A with a capacity of 150,000 m3/day and night, the city will complete the target of total water exploitation capacity from 1.8-2 million m3/day and night.

Also according to the Department of Construction, at the beginning of the 2021 term, the entire city had 247/413 communes invested in a centralized clean water supply network, with about 975,097 households using clean water, reaching a rate of about 80%. By the end of March 2025, 346 communes had invested in a water supply system, an increase of 99 communes, about 186,000 households compared to the beginning of the term, reaching a rate of 95% of rural people using centralized clean water.

Deputy Head of the Urban Committee of the City People's Council Doan Viet Cuong said that this result was achieved thanks to the close coordination between functional agencies, local authorities and water supply enterprises in expanding the pipeline network, increasing the capacity of factories, controlling water quality and raising public awareness.

"Coverage" of clean water in the area

Despite many positive results, there are still 67/413 communes (equivalent to about 59,000 households) in the city that do not have access to a centralized water supply system. Notably, communes in the districts of My Duc and Ung Hoa... with complex terrain, low population density, and lack of water supply infrastructure... This is a big challenge for Hanoi's goal of "covering" clean water.

Therefore, in addition to speeding up the completion of the investment project to build and upgrade 4 clean water plants, the Hanoi People's Committee has directed the Department of Construction to coordinate with units to review and inspect the existing water supply sources in the area, ensuring the maintenance of production and maximum capacity operation of water plants and water supply stations, to best meet the water needs of the people.

Units must ensure stable operation of the system, maintain sufficient water pressure for all existing customers; provide clean water to new customers within the scope of the centralized water supply network. For downstream areas, it is necessary to prepare plans and solutions for water supply, meeting the needs of use; arrange enough specialized water transport vehicles to serve people in case of water loss incidents..., ensuring the rights of people in using clean water every day.

In addition, the City People's Committee also directed the People's Committees of districts, towns and cities to strengthen the management of water supply works after investment; step up inspection of water quality after treatment; well implement the process of management, operation and maintenance of works, ensuring safe and sustainable water supply...

Deputy Director of Hanoi Department of Construction Nguyen The Cong said that the city is synchronously implementing many groups of solutions towards the goal of 100% of rural residents having access to clean water by 2025. One of the important solutions is to promote socialized investment, create favorable mechanisms to attract businesses to participate, especially in remote and difficult-to-access areas. Along with that, the city directs to shorten administrative procedures, facilitate design approval, connection, site clearance; strengthen coordination to review water usage needs, adjust supply output according to reality, ensure reasonable water prices...

Delegate Hoang Thi Thuy Hang (Deputy Head of the Legal Committee, City People's Council) said that clean water is not simply a daily need, but also directly related to the health, environment and sustainable development of the community. Ensuring clean water for rural areas in Hanoi also means narrowing the gap in infrastructure and quality of life between regions, aiming for comprehensive development, so that all people can equally enjoy essential services. Therefore, in the coming time, the City People's Council will continue to strengthen supervision in this field; listen to the aspirations of the people, and work with units and businesses to overcome difficulties, with the goal of 100% of people in Hanoi having access to centralized clean water sources.
