Welcoming Chinese enterprises interested in and investing in Vietnam, Prime Minister Pham Minh Chinh said that the friendly neighborly relationship, both comrades and brothers, between Vietnam and China is developing very well. Enterprises of both sides need to strengthen cooperation, promote the realization of high-level agreements and specific cooperation contents so that the comprehensive strategic cooperative partnership and the "Vietnam-China Community of Shared Future of Strategic Significance" will develop more deeply, comprehensively and sustainably.
The Prime Minister suggested that corporations cooperate and support Vietnam in terms of preferential capital, human resource training, technology transfer, and management capacity, thereby contributing to the development of the electricity and energy industry, improving self-reliance, and reducing dependence on external sources.
At the meeting, Mr. Jiang Er, Chairman of the Board of Members of Huadian Group (Huadian) China, said that Huadian is a central state-owned enterprise under the State-owned Assets Supervision and Administration Commission of the State Council; operating in four main areas: electricity generation, coal supply, science and technology and finance.

With total assets of over 100 billion USD, the Group currently has about 93,000 employees and has been in the top 500 largest enterprises in the world for many years. To date, the Group's total installed capacity has reached over 220 GW, of which clean energy installed capacity will account for over 50% by the end of 2023. In 2023, overseas business revenue will reach 24 billion yuan.
Hoa Dien Group attaches importance to the Vietnamese market, with a total cumulative investment exceeding 2.8 billion USD with a total installed capacity of 1.5 GW. Of which, Duyen Hai 2 Power Plant (Tra Vinh, Vietnam) (2×660 MW) is the power project with the largest installed capacity and largest investment scale abroad of the group; The wind power project in Dak Lak province (4×50 MW) is the first onshore renewable energy project invested by the group abroad.
The leader of Hoa Dien Group said that he aspires to become the world's number 1 corporation in clean energy and low carbon emissions; thanked the Vietnamese Government, ministries and sectors for their support in the past time.
Chairman Giang Nhi said the group wishes to increase cooperation and investment in Vietnam in areas such as wind energy, green hydrogen, energy storage, upgrading power systems, improving power plant technology and enhancing energy efficiency; and establishing a science and technology research center (R&D) to promote cooperation in the energy sector.
Appreciating Hoa Dien's operations and investments in Vietnam, Prime Minister Pham Minh Chinh welcomed the Group's plan to expand the scale and scope of investment and business in the field of green, modern, efficient, emission-reducing energy infrastructure, in line with new development trends, exploiting the potential and advantages of wind power, solar power, hydrogen; as well as developing, transferring science and technology, innovation, management experience, training high-quality human resources in all stages of the electricity industry; and continuing to cooperate in electricity distribution and trading.
The Prime Minister suggested that the Group continue to cooperate and support Vietnam in proposing new investment ideas and projects; expanding the scale and objects of cooperation; forming energy industry centers associated with concentrated industrial parks, processing and manufacturing centers; and developing the energy equipment manufacturing industry.
The Prime Minister hopes that the group will closely and effectively coordinate with Vietnam Electricity Group and its partners, and continue to be successful in Vietnam. The Vietnamese Government will accompany, support and create the most favorable conditions for Chinese enterprises in general, including Hoa Dien Group, to deploy investment and operate projects successfully, effectively, for mutual benefit and in compliance with Vietnamese laws.
The authorities will consider and resolve the group's proposals as quickly as possible. Vietnam is currently reviewing the renewable energy projects it has invested in to remove difficulties, and is proposing amendments to the Electricity Law and related regulations to facilitate and facilitate the implementation of electricity projects.
