On the occasion of attending the 3rd United Nations Ocean Summit (UNOC 3) in Nice, France, at the invitation of Prince Albert II of Monaco, on June 8, Politburo member, Prime Minister Pham Minh Chinh and a high-ranking Vietnamese delegation attended the Green Economy and Finance Forum in the Principality of Monaco.
As the main guest of the Forum, Prime Minister Pham Minh Chinh delivered an important speech at the Plenary Session on ensuring sustainable ocean governance and finance.
The Prime Minister said that the sea is not only a resource, the origin of life, but also a living space connecting people with nature.
For Vietnam, a country with more than 3,000km of coastline, the sea is the cultural identity and soul of the nation. Developing an effective and sustainable marine economy is a strategic choice to help Vietnam "go out to sea", realizing the goal of becoming a strong, high-income maritime nation by 2045.
The Prime Minister emphasized that, despite differences in institutions, levels or cultures, countries share the same mission of preserving and protecting the blue ocean for today and tomorrow.
Regarding the current situation, the Prime Minister warned that the goals of ocean conservation and sustainable use have the lowest investment level among the 17 Sustainable Development Goals of the United Nations, even though the ocean covers 70% of the Earth's area.
To overcome this, the Prime Minister proposed a comprehensive, global, and all-people approach with a view to equity, inclusiveness, and sustainability.

The Prime Minister pointed out three priority areas:
First , increase investment in research, development, and application of marine science, promote technology transfer, research cooperation, and global marine data sharing.
Second , mobilize and effectively use resources for sustainable development of the marine economy, following the model of "State leading - Pioneering enterprises - People accompanying - International organizations creating and supporting", forming a blue ocean financial ecosystem. Vietnam is ready to pioneer in piloting this model.
Third , strengthen intercontinental, interregional, and inter-national connectivity and global governance of the blue ocean, based on the principle of “United Nations as the center - International law as the foundation - International cooperation as the driving force”, in order to form “blue ocean growth poles”. Vietnam is ready to participate and contribute to this important network in the East Sea.
The Prime Minister affirmed that Vietnam is always a reliable partner, ready to accompany efforts to protect the global ocean; an active partner in maritime cooperation mechanisms; and a responsible partner in fair and sustainable green finance initiatives. The Prime Minister's views and proposals were welcomed by world leaders and the Conference.
In his closing speech, French President Emmanuel Macron appreciated the efforts of countries, including Vietnam, and emphasized that ocean protection is not only an environmental issue but also a political, economic, scientific and ethical one.
