Prime Minister Pham Minh Chinh holds talks with French Prime Minister Francois Bayrou

According to the special correspondent of VNA, after concluding activities at the third United Nations Ocean Summit (UNOC 3), on the morning of June 10, local time, Prime Minister Pham Minh Chinh and his delegation left Nice to continue bilateral activities with France in Paris.

Welcoming Prime Minister Pham Minh Chinh, French Prime Minister Francois Bayrou thanked Vietnam for its presence and contributions at the UNOC 3 through the initiatives and proposals stated in the speech and 15 voluntary commitments of Vietnam; emphasizing that following the State visit to Vietnam by French President Emmanuel Macron, this visit by Prime Minister Pham Minh Chinh is a clear demonstration that the relationship between the two countries has had substantial and effective developments.

Prime Minister Pham Minh Chinh congratulated France on successfully hosting the UNOC 3 and emphasized Vietnam's support for the role and voice of the host country France in promoting international cooperation and enhancing the management, conservation and sustainable use of seas and oceans. Prime Minister Pham Minh Chinh respectfully conveyed the greetings of General Secretary To Lam, President Luong Cuong, and National Assembly Chairman Tran Thanh Man to the French Prime Minister and senior French leaders.

Regarding bilateral relations, Prime Minister Pham Minh Chinh affirmed that France is one of the important countries in Vietnam's foreign policy towards Europe in general and the European Union (EU) in particular; and this visit to France demonstrates Vietnam's strong determination in concretizing the contents of the Vietnam-France Comprehensive Strategic Partnership.

At the meeting, Prime Minister Pham Minh Chinh announced Vietnam's development achievements in recent times and its efforts to successfully achieve two 100-year goals, turning the country into a developing country with modern industry and high average income by 2030 and becoming a developed socialist country with high income by 2045. With that determination, the Prime Minister affirmed that cooperation between the two countries has great potential for development, especially in areas of cooperation where France has strengths and Vietnam has needs such as aerospace, urban transport, nuclear energy, manufacturing technology, etc. This will be a "lever" suitable for Vietnam's development orientation and investment attraction in the new era.

French Prime Minister Francois Bayrou expressed his impression of Vietnam's socio-economic development achievements as well as its increasingly elevated role and position in the international arena in recent times and affirmed that France always attaches importance to strengthening cooperation with Vietnam in traditional fields as well as expanding into new areas of cooperation commensurate with the current comprehensive strategic partnership.

In the context of rapid and complex developments in world politics and economy, the French Prime Minister said that the two countries need to coordinate more closely to contribute responsibly to peace, stability and development in the region and the world. In that spirit, the two leaders affirmed that they will coordinate closely and effectively implement the results achieved during the visits of the two countries' senior leaders. Accordingly, the two sides emphasized the need to continuously strengthen political trust through delegation exchanges and contacts at all levels, especially at the high level, through all channels, while studying the establishment of new cooperation mechanisms to concretize and deepen specialized cooperation.

The two sides emphasized that defense and security cooperation is an important pillar in the relationship. In terms of economy, trade and investment, the two sides affirmed their determination to create breakthroughs in promoting common points on free trade, opening markets to each other, reducing dependence on third parties and maintaining the stability of the global supply chain. Prime Minister Pham Minh Chinh proposed that France soon ratify the EU-Vietnam Investment Protection Agreement (EVIPA) as well as closely coordinate with Vietnam to continue implementing and effectively exploiting the Vietnam-EU Free Trade Agreement (EVFTA). The Prime Minister also called on French investors to form joint ventures with Vietnamese enterprises to develop strategic industries and services with high spillover effects such as automobiles, logistics, etc.

The two leaders also agreed to closely coordinate to effectively implement six major measures in bilateral relations, including: Continuously strengthening political trust; strongly enhancing defense and security cooperation; promoting economic, trade and investment cooperation in a practical, effective, fair and sustainable manner; creating breakthroughs in science and technology cooperation, a new pillar in bilateral relations, including space science and nuclear energy cooperation; expanding cooperation on strategic infrastructure; deepening and renewing traditional areas of cooperation. The two sides agreed to promote cooperation in culture, education and training, tourism, health care and people-to-people exchange. Prime Minister Pham Minh Chinh thanked and suggested that the French Government continue to pay attention and create favorable conditions for the Vietnamese community in France to stabilize their lives and integrate well in order to continue making practical contributions to the socio-economic development of the host country and the friendship between the two countries.

The two Leaders discussed international and regional issues of mutual concern, shared views on international solidarity, joined hands to solve global issues, resolved disagreements by peaceful means, respected the rule of law, supported freedom, etc.

Regarding the East Sea issue, the two sides affirmed the importance of maintaining peace, stability, security, freedom of navigation and aviation in the East Sea on the basis of the rule of law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982), peacefully resolving disputes on the basis of international law, UNCLOS 1982, and not using or threatening to use force.

On this occasion, Prime Minister Pham Minh Chinh invited the French side to send a high-ranking delegation to attend the signing ceremony of the United Nations Convention against Cybercrime to be held in Hanoi in October 2025, chaired by Vietnam. The Prime Minister also respectfully invited French Prime Minister Francois Bayrou to visit Vietnam soon. French Prime Minister Francois Bayrou happily accepted the invitation.

At the end of the talks, Prime Minister Pham Minh Chinh and French Prime Minister Francois Bayrou witnessed the signing ceremony and exchange of the Memorandum of Understanding between the Vietnam Academy of Science and Technology and the French Atomic Energy and Alternative Energy Commission; and the tripartite cooperation agreement between the Vietnam Geology and Mineral Resources Department, the French Geological and Mineral Resources Research Department BRGM and the French Development Agency AFD on sustainable management of mineral resources and enhancing geological knowledge for energy transition.
