Reporting at the meeting, Vietnamese Ambassador to France Dinh Toan Thang stated that currently, the Vietnamese community in France numbers over 300,000 people; with approximately 100 associations, nearly 50,000 intellectuals, and thousands of businesspeople.
Speaking at the meeting, members of the Vietnamese community in France expressed immense pride in the achievements our country has made in socio -economic fields, international integration, and foreign relations; they are proud of our homeland, which is increasingly renowned in the region and internationally, highly appreciated by friends from all over the world, including French and European friends.

The Vietnamese community in France has always been in harmony with the spirit and heart of the nation during historical moments and milestones; always preserving its cultural identity and national traditions; continuing to be a bridge of friendship between Vietnam and France; and actively contributing to the nation-building process through cooperation, knowledge transfer, promoting the image of Vietnam, and solidarity activities, joining hands with compatriots at home to overcome difficulties.
Speaking at the meeting, Prime Minister Pham Minh Chinh expressed his emotion at the sincere affection and growth of the Vietnamese community in France; affirming that the Party and State consider the Vietnamese community abroad as an inseparable part of the Vietnamese national community. The Prime Minister conveyed the best wishes and greetings of General Secretary To Lam, President Luong Cuong, National Assembly Chairman Tran Thanh Man, and Standing Committee member of the Party Central Committee Tran Cam Tu to the community.

Sharing with the people about the global and domestic situation, the Prime Minister stated that Vietnam has identified three pillars: building a socialist democracy; a socialist rule of law state; and a socialist-oriented market economy with state management. With this correct approach, Vietnam, a country devastated by war and embargoes, initially in a precarious position with an economy of only about 4 billion USD, has reached over 470 billion USD by 2024, and is projected to reach 510 billion USD in 2025. Per capita income has increased from over 100 USD to over 4,700 USD. Alongside this, we have also ensured the major goals of maintaining territorial integrity, guaranteeing a prosperous life for the people, and improving the happiness index. Many large-scale infrastructure projects such as expressways, airports, high-speed railways, programs to eliminate temporary and dilapidated housing nationwide, and the construction of 1 million social housing units are being actively implemented. Affirming that Vietnam's strength, potential, position, and prestige are unprecedented, the Prime Minister stated that these achievements are partly due to the significant contributions of the 6 million Vietnamese people living abroad.

According to the Prime Minister, Vietnam aims to become a developing country with a high-middle income by 2030 and a developed country with a high income by 2045. Currently, the entire country is urgently implementing a "revolution" in reorganizing the administrative apparatus and the two-tiered government structure, shifting from a passive to a proactive and innovative approach to serving the people and businesses; implementing the "four pillars" of resolutions on: breakthroughs in science and technology development, innovation, and digital transformation; reforming the work of drafting and enforcing laws; international integration in the new situation; and developing the private economy. Emphasizing that "the Party has directed, the Government has agreed, the National Assembly has concurred, and the people have supported," the Prime Minister called on Vietnamese people abroad in general, and Vietnamese expatriates in France in particular, to join hands and contribute to the country's implementation of the aforementioned major orientations so that the whole country can enter a period of striving for wealth, civilization, and prosperity.
Regarding Vietnam-France relations, the Prime Minister emphasized that the Vietnam-France relationship is a harmonious one, having gone through ups and downs and breakthroughs, developing day by day. Many French landmarks and landmarks still exist in Vietnam, especially infrastructure, architecture, and cultural, artistic, scientific, and educational values. He expressed confidence that Vietnam-France relations will continue to deepen, become more substantive, and more effective.

The Prime Minister stated that, with the principle that the Vietnamese community abroad is an inseparable part of the Vietnamese nation, the Party and State have, over the years, paid increasing attention to and better cared for the Vietnamese community abroad. Recently, many policies related to overseas Vietnamese have been improved and made more open, creating more favorable conditions for them, such as policies on land, home ownership, visas, citizenship, and labor.
Responding to the concerns, suggestions, and recommendations of the Vietnamese community abroad in the spirit of "listening, understanding, and accepting," the Prime Minister urged the Vietnamese community overseas, including those in France, to always be proud, steadfast in their faith, and continue to contribute to building a more prosperous, civilized, and thriving country. The Prime Minister hoped that the community would continue to unite, support each other, develop the community to become stronger, preserve and promote national culture, and cultivate the Vietnam-France relationship to become deeper, more substantive, and more effective.
