On the afternoon of April 2, Prime Minister Pham Minh Chinh - Head of the Steering Committee for the development of the private economic project - chaired the second meeting.
According to the Prime Minister , the development of the private economic development project until 2030, with a vision to 2045, needs to be viewed with an expanded space. That is, the private economic sector will include households, business households, and all types of private enterprises.
Liberate the productive capacity of the economy
Therefore, it is necessary to make a stronger breakthrough in the private economy associated with feasibility, policies must be easy to remember, easy to do, easy to implement, with simple and effective words. From there, it will create a turning point for the private economy to make an important contribution to the implementation of the two 100-year development goals.
In which he emphasized the idea of liberating the entire productive capacity of the economy through private economic development. The project must inherit the Party's resolutions on private economic development and other related contents; the spirit of General Secretary To Lam's article on private economic development to mobilize all private resources for national development.
With specific contents, the Prime Minister requested a unified perception that the role of the private economy in the overall economy is the most important driving force for growth. The target of the private economy's contribution to the economy must be higher. For example, in the next 5 years, the contribution rate must be from 55-60% or above 60% to be worthy of the position and role of the private economy.
To achieve the goal, it is necessary to ensure property ownership rights; freedom of business; all people are free to do business in many forms and methods; have equal access to resources and assets. Increase awareness among people, Party committees, and authorities about the position, role, and importance of the private economy.
Transform the state from passively handling administrative procedures and removing difficulties and obstacles to a proactive, positive state, with the private economy serving national interests.
Build and implement transparent institutions. Do not cause inconvenience or congestion for people and businesses, and reduce compliance costs to the highest level.
Ensure that business registration is simple and has a specific time. For example, in how many hours, days, minutes… the procedure is carried out entirely online with effective control.
Moving towards not collecting taxes, but shifting to digitalization, focusing on digital transformation to both reduce costs for businesses and fight negativity and petty corruption.
It is necessary to diversify resources, products, markets, and supply chains for people and businesses to access and choose the easiest way to do business.
Promote public-private cooperation, build cooperation models such as "public leadership - private administration", "public investment - private management", "private investment - public use"; have solutions to mobilize resources of money, gold, and USD from the people.
Put faith and hope to motivate people to get rich legitimately
Therefore, the head of the Government emphasized the need to ensure property; protect the legitimate and legal rights and interests of the people. Economic issues must be resolved by economic measures, not criminalizing civil and economic relations. Resolutely handle businesses and individuals who deliberately violate the law.
He emphasized that we must trust the private economic sector, put our trust and hope in them, motivate and inspire them to develop, encourage all people to enrich themselves, their families, society and the country legitimately; develop the entertainment and cultural industries; and exploit traditional cultural and historical values.
Along with promoting green economy and digital economy in the private sector, it is necessary to implement smart governance in the private sector. Develop digital infrastructure, information technology, reduce input costs, increase product competitiveness; increase labor productivity in private enterprises.
Mobilize and assign tasks to private enterprises in key national projects, participating in three strategic breakthroughs. For example, the private sector participates in developing the railway industry (building rails, carriages, operating management software, etc.); there is a mechanism for the private sector to modernize the defense industry and security industry.
