On the morning of May 12, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for the Ninh Binh - Hai Phong expressway through Nam Dinh and Thai Binh provinces.

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh emphasized that the implementation of the Ninh Binh - Hai Phong expressway project will contribute to implementing the Party's guidelines and policies on infrastructure development as one of the three strategic breakthroughs; creating momentum to promote regional and provincial linkages, creating momentum, opening up new development space for the province and the northern coastal region; developing industrial parks, attracting investment; effectively exploiting land funds; promoting exchanges, reducing travel time and logistics costs; promoting economic restructuring from agriculture to industry - services; ensuring national security and defense; contributing to the successful implementation of the public-private partnership model on infrastructure development investment...

According to the Prime Minister, the Ninh Binh - Hai Phong expressway project through Nam Dinh and Thai Binh provinces has a large total investment and a long toll collection period. To have enough conditions to start this project, the agencies had to handle a large amount of work to resolve many difficulties and problems such as policy mechanisms, planning, project establishment and adjustment, appraisal, approval, investor selection, and capital arrangement. The Prime Minister requested ministries and branches to propose amendments to regulations in a simple direction, saving time and effort, and making it convenient for businesses and people.

On behalf of the Government, the Prime Minister commended and highly appreciated Thai Binh province, investors, ministries and branches for their determination, great efforts and drastic actions to jointly start the projects; thanked the people of Thai Binh province for their willingness to give up land and move their houses to make room for the implementation of these important projects.

The Prime Minister requested Thai Binh province to promptly complete documents and procedures to ensure strictness; focus on technical measures to handle weak ground; ensure sufficient sand and raw materials for the project; ensure progress, quality, avoid capital overruns, fight corruption, negativity, waste, and group interests; ensure technical, aesthetic, safety, and environmental sanitation...

The Prime Minister requested the leaders of Thai Binh province to focus on leadership, direct closely, regularly inspect, urge, go to the construction site to immediately remove difficulties and obstacles, encourage investors, contractors, officials, workers, and laborers; care about people's lives; solve the problem of raw materials; urgently plan to exploit and maximize the benefits from the expressway.

Drawing on experience from recent expressway projects across the country, the Prime Minister proposed shortening the time and striving to exceed the schedule of the expressway project through Nam Dinh and Thai Binh by at least 6 months, striving to complete it in 2026.

The project has a length of 60.9km, of which the section through Nam Dinh province is 27.6km long, the section through Thai Binh province is 33.3km long. The project has a designed speed of 120km/h, with a complete scale of 4 lanes. The entire project will build 23 bridges on the highway and 4 overpasses along with 7 interchanges.

The project is implemented under the public-private partnership model. In which, the competent state agency is the People's Committee of Thai Binh province, the investor is the Joint Venture Geleximco - Vinaconex - Phuong Thanh Tranconsin - Naso CO - Hoang Cau IIC.

This is the largest public-private partnership investment project in the transport sector in Vietnam to date with a total investment of VND 19,785 billion. Of which, the central budget capital is VND 6,200 billion, the capital for compensation, site clearance and resettlement is VND 3,173 billion. The investor is responsible for arranging VND 10,448 billion. The project will be invested in construction within 36 months, basically completed in 2027 and put into operation in 2028.

This is also a project with an advanced process based on digital 3D models used throughout the life cycle of a project, helping to optimize management, supervision, construction, limit errors and minimize construction costs. The application of advanced technology also helps to improve quality and prolong the life of the project.
