Prime Minister Pham Minh Chinh received the General Director of Zarubezhneft Company of the Russian Federation.

The Prime Minister affirmed that Vietnam always creates favorable conditions for Russian oil and gas companies, including Zarubezhneft Company, to operate in Vietnam in the oil and gas sector.

On the afternoon of November 27, at the Government Headquarters, Prime Minister Pham Minh Chinh received General Director of Zarubezhneft Company, Russian Federation Sergei Kudryashov, who is visiting and working in Vietnam.

Welcoming General Director Sergey Kudryashov's visit and work in Vietnam, Prime Minister Pham Minh Chinh said that Vietnam always considers oil and gas cooperation with the Russian Federation as one of the main pillars of the Vietnam-Russia Comprehensive Strategic Partnership, in which the traditional and trustworthy cooperation between the Vietnam National Oil and Gas Group (PVN) and Zarubezhneft plays an important role.

Thanking Russia for always standing side by side and supporting Vietnam in the process of gaining national independence and building and developing the country, the Prime Minister said that the joint projects between PVN Group and Zarubezhneft Company not only bring economic efficiency but also contribute to strengthening strategic trust, enhancing energy security, training human resources and improving technological capacity for Vietnam.

The Vietnamese Government always cares about and supports the Vietsovpetro and Rusvietpetro Joint Ventures, as demonstrated through many Intergovernmental Agreements and Protocols on facilitating the operations of the joint ventures.

Affirming that the Vietnamese Government supports PVN Group and Zarubezhneft Company to continue researching and expanding investment activities on the principle of ensuring investment efficiency and harmonizing interests between related parties, complying with the provisions of Vietnamese law, the Prime Minister suggested that PVN Group and Zarubezhneft Company continue to discuss and seek measures to further improve the operations of joint ventures, promptly remove obstacles in the cooperation process in a constructive and friendly spirit, ensuring the interests of both sides.

Agreeing with the Prime Minister's opinions, General Director of Zarubezhneft Sergei Kudryashov sympathized with the losses suffered by the Vietnamese people due to natural disasters and floods in recent times; and thanked the Prime Minister for taking the time to receive the delegation.

Reporting to the Prime Minister on the results of cooperation between Zarubezhneft Company and PVN Group, General Director Sergei Kudryashov said that along with oil and gas cooperation with Vietnam - specifically with PVN Group, expanding projects, Zarubezhneft Company wishes to expand cooperation to other fields such as energy, minerals, and especially wishes to build an energy center in Vietnam.

The Prime Minister said that currently, Vietnamese ministries and branches are considering the proposals of PVN Group and Zarubezhneft Company to create more favorable conditions for the expansion of the Vietsovpetro and Rusvietpetro Joint Ventures' operations in Vietnam and the Russian Federation. He welcomed Zarubezhneft Company's desire to participate in new energy and oil and gas projects in addition to projects within the framework of the Vietsovpetro Joint Venture.

Believing that Russia-Vietnam cooperation in the oil and gas sector is limitless, from exploration, exploitation to processing, the Prime Minister affirmed that Vietnam always creates favorable conditions for Russian oil and gas companies, including Zarubezhneft Company, to operate in Vietnam in the oil and gas sector.

Believing that with the determination of the leaders of the two countries and the efforts of businesses, oil and gas cooperation will continue to develop strongly, bringing practical benefits to the people of the two countries, the Prime Minister suggested that the two sides actively implement the signed documents; maintain a regular working mechanism to remove difficulties and promote projects.

The Prime Minister suggested that Zarubezhneft continue to pay attention to and facilitate Rusvietpetro's operations in Russia, possibly expanding its operating area, acquiring new oil and gas fields and potential blocks near the Nhenhetxky area to make the most of existing infrastructure, technology and human resources, and improving logistics conditions and taxes and fees when necessary.

Improve Vietsovpetro's efficiency, ensure reasonable output, and invest in exploration in new potential blocks.

Along with that, promote cooperation in LNG, LNG supply chain, LNG port warehouse; transfer of depleted mine exploitation technology, deep drilling technology, difficult drilling technology; consider cooperation in the fields of renewable energy, hydrogen, new materials; cooperate in training high-quality human resources for Vietnam.

In particular, the two sides will study investment cooperation and deploy oil and gas services in third countries./.
