Prime Minister issues directive on teaching 2 sessions/day

The Prime Minister has just issued a Directive on organizing two-session teaching per day and organizing summer activities for children and students.

Regarding the organization of teaching 2 sessions/day, the Prime Minister assigned the Ministry of Education and Training to preside over and coordinate with ministries, agencies, and localities to issue documents guiding teaching 2 sessions/day.

In particular, organizing for students to self-study, study in groups, increase practice, improve the quality of comprehensiveeducation in terms of qualities and abilities; enhance educational activities in culture, arts, physical education, life skills, STEM education, and career education.

Develop English skills, digital skills, AI skills, personal talents in culture, art... to meet the needs, interests, and aspirations of students; promote socialization to improve the quality of education.

Urgently submit to competent authorities for approval the national target program to modernize and improve the quality of education and training according to regulations. Encourage and create conditions for organizations and individuals to contribute resources, build facilities, and purchase equipment for educational institutions.

Strengthen supervision, inspection, evaluation, promptly urge and rectify inappropriate and ineffective implementation of 2-session/day teaching in localities.

Arrangement of surplus facilities for education

The Prime Minister requested the Ministry of Home Affairs to preside over and coordinate with the Ministry of Education and Training to urge localities to recruit teachers according to the assigned payroll, ensuring the principle of "where there are students, there must be teachers in the classroom" in accordance with local realities, not wasting teacher resources...

The Ministry of Finance directs and guides localities to arrange state budget to organize teaching 2 sessions/day.

Provincial People's Committees must ensure conditions to improve the quality of general education, including conditions for teaching 2 sessions/day, from the 2025-2026 school year at general education institutions in the area.

There are solutions to recruit teachers according to the assigned number of positions, to avoid the situation of having positions but not recruiting.

"Sign teaching contracts to promptly supplement the number of missing teachers, do not arrange and organize the apparatus to cause a shortage of teachers, affecting students' learning," the directive stated.

Provincial People's Committees must have mechanisms to mobilize highly qualified human resources, artisans, artists, and professional athletes to participate in organizing educational activities in schools, especially in culture, arts, sports, and life skills; effectively promote cultural institutions in educational activities.

The Prime Minister also reminded localities not to let the arrangement of administrative units affect the direction of educational work in schools. There are additional facilities surplus due to the arrangement for the education and health sectors...
