On the morning of November 25, in Quang Ninh, within the framework of the Vietnam - Japan Local Cooperation Forum organized by the Ministry of Foreign Affairs , Prime Minister Pham Minh Chinh received Mr. Takebe Tsutomu, special advisor to the Japan - Vietnam Friendship Parliamentary Alliance.

This is the first large-scale event to promote local cooperation between the two countries, concretizing the agreement between Prime Minister Pham Minh Chinh and former Japanese Prime Minister Ishiba Shigeru in April 2025, with the participation of 50 localities and hundreds of Vietnamese and Japanese enterprises.
The Prime Minister expressed his pleasure to meet again Mr. Takebe, "a close friend of the Vietnamese people and Quang Ninh province"; and highly appreciated his long-term support in promoting the Vietnam-Japan friendship, especially in the fields of people-to-people exchange, culture, education and local cooperation.
The Prime Minister emphasized that this Forum will create more substantial opportunities for connection between localities and business communities of the two countries, creating new momentum for the Vietnam - Japan Comprehensive Strategic Partnership.
The Prime Minister also informed about the recent meeting with Japanese Prime Minister Takaichi on the sidelines of the ASEAN Summit (October 2025), in which the two sides agreed to continue to coordinate closely to strengthen local cooperation in the spirit of "sincerity - trust - effectiveness".
Promote education, training and technology transfer
The Prime Minister emphasized that the education and training sector is the focus of cooperation. The head of the Government asked Mr. Takebe to continue supporting the Vietnam-Japan University project, especially in key fields such as semiconductors, artificial intelligence, and digital transformation, in order to create a model training facility for Vietnam and the Southeast Asian region.
The Prime Minister also proposed upgrading the Japanese language department at Ha Long University to develop it into a center for Vietnam-Japan cultural exchange in the North, while promoting connections between educational institutions of the two countries, expanding training programs and receiving Vietnamese technical interns to study and work in Japan.
In addition, the Prime Minister expressed his hope that Japan will continue to support Vietnam in developing renewable energy, AI, robots, smart logistics and high-tech industry - fields considered new growth drivers for Quang Ninh and many other localities.
Speaking at the reception, Mr. Takebe Tsutomu highly appreciated Quang Ninh, one of the most active localities in cooperation with Japan. Mr. Takebe affirmed that the Vietnam - Japan University is a passionate project, and will continue to promote the development of high-quality human resource training programs, especially in the fields of language, culture and technology. Japan will expand the reception of Vietnamese technical interns who have worked in Japan, creating a "human resource circulation" linking the two countries.
