Prime Minister: Rising from "hands, minds, land, sky, sea"

(Dan Tri) - Prime Minister Pham Minh Chinh noted the need to encourage internal resources, rising from "hands, minds, land, sky, and sea", and at the same time have appropriate support policies.

This morning (July 22), Prime Minister Pham Minh Chinh chaired meetings of the Government Standing Committee on a number of important issues, including draft regulations on build-transfer contract projects; application of additional corporate income tax according to regulations against global tax base erosion; and the project to build a startup nation.

The meeting discussed and gave opinions on the draft Decree detailing the implementation of build-transfer (BT) contract projects; the draft detailing a number of articles of Resolution No. 107 of the National Assembly on the application of additional corporate income tax according to regulations against global tax base erosion; the project to build a startup nation...

After listening to the reports and speeches of the delegates attending the meeting, the Prime Minister gave his concluding remarks and gave his opinions on each content so that the agencies could continue to complete the documents, drafts, and projects, and submit them to competent authorities to ensure progress and quality.

Regarding the Project on building a startup nation, the head of the Government requested research, proposals to supplement and clarify the content of innovation and digital transformation.

The Prime Minister emphasized the viewpoint of the entire population participating in startups, innovation and digital transformation under the leadership of the Party, management of the State, and promotion of the Vietnam Fatherland Front; associated with the rapid and sustainable development of the country; contributing to GDP growth and increasing labor productivity.

The Government leaders noted solutions to raise awareness; build and perfect institutions. Thereby, encouraging internal resources, subjects to promote the spirit of self-reliance, self-reliance, rising from their "hands, minds, land, sky, seaports", at the same time having appropriate support policies; training human resources, developing ecosystems;

Along with that, the head of the Government also proposed to summarize, reward, promote information, propaganda, build, and replicate advanced examples, good models, and effective methods; thereby creating a movement, a trend of startups, innovation, and unlimited digital transformation, with subjects overcoming their own limits.

Regarding the draft Decree detailing the implementation of build-transfer contract projects, the Prime Minister requested to thoroughly grasp the principle of promoting decentralization and delegation of authority along with resource allocation, improving implementation capacity and strengthening inspection and supervision; strengthening post-inspection instead of pre-inspection; ensuring harmonious benefits and risk sharing among relevant entities; being able to manage but having to create development; flexible payment methods, preventing corruption, negativity and waste.
