Prime Minister requests to organize the 2025 High School Graduation Exam safely and seriously

According to the Prime Minister 's Telegram, the 2025 High School Graduation Exam is more special than previous years, being the first year to organize the Exam and enroll students at the beginning of the school year according to the 2018 General Education Program with many innovations.

The exam was held in the context that the whole country was implementing the arrangement and organization of the two-level local government apparatus and changes in the arrangement of the inspection agency system, with a larger number of candidates; organizing for both students studying under the 2018 General Education Program and students studying under the 2006 General Education Program. Meanwhile, the use of high-tech devices to cheat in exams is increasingly sophisticated and complicated.

The 2025 high school graduation exam is more special than previous years, being the first year to organize the exam and admission according to the 2018 General Education Program with many innovations.

To organize the entrance exam and admission at the beginning of the school year safely, seriously, thoughtfully, smoothly, objectively, ensuring reliability and creating high consensus in society, the Prime Minister requests:

All levels, sectors and localities, according to their functions, tasks and authority, focus on synchronously and effectively implementing tasks and solutions, organizing exams and admissions at the beginning of the school year; strictly implementing the Prime Minister's Directive on strengthening the direction, coordination and organization of high school graduation exams and university and vocationaleducation admissions in 2025; promoting responsibility, being close in direction, being specific and thorough in organization and implementation, creating the most favorable conditions for candidates, families and educational institutions.

Propose that local leaders take full responsibility for the preparation and organization of exams and entrance exams in the locality; issue local implementation plans assigning specific tasks in the spirit of 6 clear principles: "clear people, clear work, clear responsibility, clear authority, clear time, clear results" in conjunction with the national roadmap for implementing the Party and State's policy on arranging 2-level local governments.

Directing local Party committees, authorities and relevant organizations to effectively coordinate with the Education sector to carefully prepare necessary conditions, have contingency plans for all unusual situations, and not allow any stage of the exam and entrance exam to occur without close management and supervision and without a responsible person.

Direct the provincial inspectorate to urgently develop inspection and examination plans at all stages and steps, especially the stage of assigning responsibilities to participating organizations and individuals.

Be careful of potential fraud risks

The Prime Minister requested the Ministry of Education and Training to preside over and coordinate with ministries, agencies and localities to continue reviewing directive documents and exam organization activities to provide specific and detailed instructions to localities and educational institutions to ensure close adherence to the practical situation in the context of restructuring and streamlining the apparatus; assigning specific tasks, clearly defining people, work, authority, responsibility, time and results for all stages and tasks throughout the organization process.

Closely monitor, proactively grasp the situation, promptly resolve difficulties and obstacles for localities and issues arising during exams and primary school admissions.

Continue to review, promptly direct and guide localities to have plans to inspect the preparation and organization work; focusing on stages with potential risks of negativity, fraud, and insecurity in exams and entrance exams at the beginning of the school year.

The content of the 2025 high school graduation exam ensures absolute accuracy, safety, and appropriate differentiation.

Actively coordinate with the Central Propaganda and Mass Mobilization Department to do a good job of communication work with the spirit of providing correct, complete, objective and timely information so that parents, students and the whole society can clearly understand and reach high consensus in organizing the Exam.

The Ministry of Public Security shall develop a specific plan and direct professional units to coordinate with the Education sector to organize the exam to ensure security, safety, consistency, and smoothness from the central to local levels; strengthen the work of grasping the situation, preventing, detecting, and handling violations of the law related to the exam.

The Government Inspectorate closely coordinates with the Ministry of Education and Training to direct and provide specific guidance to localities and relevant agencies on inspection work to ensure compliance with regulations, facilitating the preparation and organization of the exam.

The Prime Minister also requested the Central Youth Union to direct all levels of the Youth Union to participate in supporting candidates, their families, and ensuring order and safety during the exam.
