Prime Minister asks Ho Chi Minh City to strengthen capacity at commune level

The Government Office has Document No. 417/TB-VPCP announcing the conclusion of Prime Minister Pham Minh Chinh at the 6th meeting of the Southeast Regional Coordination Council and the 4th meeting of the Steering Committee for the implementation of Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

The Prime Minister assigned the Ministry of Finance to preside over and coordinate with localities in the Southeast region to focus on:

Review and remove institutional barriers for the region in the direction of increasing decentralization, delegation of authority, and reducing compliance costs.

Review and update regional planning in accordance with the rearrangement of provincial-level administrative units and new socio -economic zoning orientations in a scientific, effective, and constructive integration direction, based on practice rather than mechanical addition.

Identify the contents that need to be updated and adjusted in the Resolution of the Politburo on socio-economic development, ensuring national defense and security in the Southeast region, and report to competent authorities as prescribed.

Localities in the region urgently review and adjust provincial planning to suit and maximize the potential and advantages of the new development space after the rearrangement.

Regarding some key infrastructure projects, the Prime Minister requested:

Ho Chi Minh City Ring Road 4 Project: Localities in the region should soon complete investment procedures to implement the project, focusing on unlocking institutional resources to apply specific mechanisms and policies on mineral exploitation, bidding, and not having to appraise sources and capital balancing capabilities. Do not allow negativity, corruption, or waste to occur.

Can Gio international transit port project: Ho Chi Minh City People's Committee focuses on directing to soon organize the selection of investors to implement the project according to regulations.

Long Thanh Airport Project: The Ministry of Construction urges investors to direct decisively, mobilize maximum human resources and equipment and thoroughly resolve difficulties to ensure the overall progress of the entire project for inauguration on December 19, 2025.

International financial center in Vietnam: Ho Chi Minh City People's Committee and Da Nang City People's Committee proactively coordinate with relevant ministries and branches to urgently implement Resolution No. 222/2025/QH15 dated June 27, 2025 of the National Assembly.

The Ministry of Finance and relevant ministries and agencies, according to their assigned functions and tasks, shall draft Government Decrees guiding the implementation of Resolution No. 222/2025/QH15 dated June 27, 2025 of the National Assembly, and submit them to the Government in September 2025.

Regarding regional traffic connection projects, the Prime Minister requested the Ho Chi Minh City People's Committee to preside over and coordinate with the Dong Nai Provincial People's Committee, the Ministry of Construction and relevant ministries and agencies to urgently study and propose to the Prime Minister in the third quarter of 2025 policies and plans for traffic connection (railway, subway) between Tan Son Nhat and Long Thanh airports.

The Prime Minister requested Ho Chi Minh City to actively implement the two-level local government model, ensuring stable and smooth operation, serving people and businesses better and better.

Focus on promptly and effectively overcoming shortcomings, limitations and problems in the operation process; focus on training, coaching, guidance and capacity building for the commune level.

Synchronously deploy tasks and solutions to promote economic growth, including maximizing new development space, effectively utilizing land, infrastructure, and human resources, and attracting new investment.
