This morning, October 31, the National Center for Hydro-Meteorological Forecasting updated the warning: Due to the strengthening of cold air combined with high-altitude easterly wind disturbances, the area from Nghe An to Quang Ngai is likely to have moderate rain, heavy rain, locally very heavy rain and thunderstorms.
Previously, in the afternoon of October 30, the meteorological agency determined that the heavy rain area was mainly concentrated from Nghe An to Hue . Thus, the area of rain, wind and bad weather is expanding in the Central region.
Due to the direct impact of cold air, the weather in the Northeast region is currently very bad. According to the National Center for Hydro-Meteorological Forecasting, early this morning, October 31, cold air has completely affected the Northeast region, causing scattered rain. At Bach Long Vy station, gusts of wind of level 6 were recorded.

The meteorological agency said that on land, during the day and tonight, October 31, the cold air will continue to strengthen, expanding its influence to the North Central region, then spreading to the Northwest and North Central regions.
Today, the Northeast region has rain in many places due to the combined impact of cold air and disturbances in the East wind zone. The North and North Central regions are cold, some mountainous areas are cold. Hanoi has rain, cold weather, the lowest temperature is 19-21 degrees Celsius, some high mountainous areas in the North are below 17 degrees Celsius.
