The Prime Minister requested to urgently overcome the consequences of floods and soon stabilize people's lives.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 204/CD-TTg on continuing to synchronously and effectively deploy response measures, promptly overcome the consequences of floods, soon stabilize people's lives, and restore production and business in the Central region.

To effectively respond to unusual weather developments, promptly overcome the consequences of floods, and quickly stabilize people's lives, the Prime Minister requested the leaders of the provinces and cities of Hue, Da Nang, Quang Ngai, Quang Tri, Ha Tinh, Nghe An and the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade and relevant ministries and branches, according to their functions, tasks, and authority, to focus on leadership, direction, and proactively and promptly deploy appropriate measures.

The Prime Minister requested that by all means, information on the people's situation be gathered, and that soldiers, police, and experienced volunteers be sent to all areas that are still cut off and isolated due to floods and landslides to promptly supply food, drinking water, medicine, and necessities to households, and take the injured and sick to hospitals for treatment; review and compile the number of households in need of rice support to relieve hunger, and send it to the Ministry of Finance for processing and distribution; and arrange temporary accommodation for households that have lost their homes.

“Absolutely do not let people go hungry, cold, or without shelter,” the Prime Minister stated, while directing the maximum possible mobilization of forces, vehicles, equipment, and supplies to quickly repair landslide-affected traffic routes to clear the way for the transportation of relief goods and people's travel.

The Prime Minister also directed solutions to restore agricultural production immediately after the floods. The Minister of Industry and Trade has plans to ensure adequate supply of goods, strengthen market control, and prevent shortages or unreasonable price speculation.

The Minister of Education and Training directed the urgent cleaning of schools and classrooms, and the repair of facilities damaged by floods; directed the provision of teaching equipment, books and learning materials for damaged schools and educational establishments to create conditions for students to return to normal schooling soon.

The Minister of Construction directed to focus on quickly repairing key traffic routes to serve people's lives and transport relief goods.

The Minister of Finance directs the implementation of policies to extend, postpone, exempt, and reduce taxes, fees, charges, etc. for organizations, individuals, and businesses that suffered damage due to floods according to the provisions of law; requires insurance businesses to promptly compensate for losses to insurance buyers in a timely manner in accordance with contract agreements and legal provisions; promptly handle proposals for rice and food support when there are proposals from localities.

The Governor of the State Bank of Vietnam directed credit institutions and commercial banks to proactively review and summarize the losses of customers who are borrowing capital, promptly apply policies to support interest rates, defer debt, and continue lending so that people and businesses have conditions to restore production and business.

In response to the heavy losses caused by storm No. 12 in recent days, on October 30, the Central Relief Mobilization Committee continued to allocate VND20 billion in support to four localities: Quang Tri province, Quang Ngai, Da Nang city, and Hue - each locality received VND5 billion.
