More than 200 Bailiff offices nationwide held a discussion on difficulties and obstacles in the process of building and perfecting the law on Bailiffs during the Vietnam Bailiffs Meeting in Tien Thanh ward ( Lam Dong province).

This is an annual activity to create conditions for Bailiff Offices to exchange and share practical experiences in practice and build a strong professional community.

Through 6 meetings, the event has become an annual forum, contributing to spreading the spirit of solidarity and enhancing the position of the Bailiff institution in the Vietnamese legal system.

After 15 years of implementation, the Civil Judgment Enforcement by Bailiffs has achieved positive results, but has revealed shortcomings, limitations, difficulties and obstacles. To ensure the rights and interests of the parties, civil judgment enforcement agencies must carry out many procedures, which takes a lot of time and costs, leading to many violations and shortcomings. Bailiffs support civil judgment enforcement agencies, reduce the burden on the court system, and contribute to building a public, transparent and people-friendly judiciary.

Many delegates contributed opinions, reflecting on the shortcomings and inconsistencies in the legal framework, and proposed solutions to improve the legal framework, helping the Bailiffs operate more effectively. Notably, the delegates will apply digital technology in the activities of making minutes, managing data and serving the people, opening up a new direction for the Bailiff profession in the digital transformation era.

In particular, the program has many delegates discussing the Draft Law on Civil Judgment Enforcement (amended), expected to be passed at the National Assembly session and take effect from 2026.

Many delegates agreed with the change of the name of Bailiff to Bailiff in line with the names of other judicial positions, affirming the legal status ; the name of the Bailiff's office changed to the Civil Judgment Enforcement Office in line with the reform process, ready to accept with a proactive and adaptive mindset to promote and continue the professional spirit and legal values.
