During the French colonial period, Thua Thien Hue province was called Thua Thien. In 1976, Thua Thien province merged with Quang Binh and Quang Tri provinces to form Binh Tri Thien province. Upon merger, Binh Tri Thien province covered approximately 18,300 km2 with over 1.8 million inhabitants in 1979. The province had 23 administrative units, with its center in Hue city, two towns (Dong Ha and Dong Hoi), and 20 districts.

Thua Thien Hue province twice submitted proposals to become a centrally-governed city, in 1996 and 2014. In 1996, the 9th National Assembly voted on the proposal, but only 48% of delegates approved it. Many delegates at the time were concerned because, besides Hue city with its basically complete urban infrastructure, there were still two mountainous districts, Nam Dong and A Luoi, and rural areas with difficult transportation.
After the initial setback, in 2014, Thua Thien Hue province continued to develop a proposal to submit to the Government and the Politburo before presenting it to the National Assembly. However, by this time, the criteria for becoming a centrally-governed city had already been clearly defined. The province's population size, average income, infrastructure, and budget revenue and expenditure did not meet the requirements. Therefore, the province missed its chance to become a centrally-governed city twice.

The resolution establishing Hue City as a centrally-governed city was passed by the National Assembly on November 30th. By 2025, Thua Thien Hue will become a centrally-governed city based on the preservation and promotion of the heritage values of the ancient capital and the cultural identity of Hue, with distinctive cultural, heritage, ecological, landscape, environmentally friendly, and smart characteristics.
The designation of Hue as a centrally-governed city was deemed appropriate given the local history and cultural traditions, and received overwhelming support from voters, reaching 98.67% of the total electorate in Thua Thien Hue province. Thus, from 2025 onwards, the country will have six centrally-governed cities.
