Promote highway and high-voltage power line projects to finish on schedule

Also attending were: Minister of Industry and Trade Nguyen Hong Dien, Minister of Transport Nguyen Van Thang, Minister of Natural Resources and Environment Dang Quoc Khanh; representatives of leaders of several ministries, branches and leaders of provinces where the project passes through.

* Deputy Prime Minister Tran Hong Ha and the working delegation inspected the construction of the Dien Chau - Bai Vot section of the North - South Eastern Expressway project in the 2017 - 2020 period.

Dien Chau - Bai Vot project has a length of 49.3 km (from Dien Chau district, Nghe An province to Bai Vot, Ha Tinh ), with a total investment of nearly 11,158 billion VND; is a BOT project that started construction in May 2021. After many difficulties and delays, the project was adjusted to complete construction and installation in May 2024. Up to now, the project has basically completed site clearance; the output value of contractors is 6,157/8,595 billion VND, equivalent to 72% of the contract value.

Visiting, giving gifts, and encouraging cadres, workers, and laborers at the construction site, Deputy Prime Minister Tran Hong Ha requested investors, contractors, and related units to strictly implement the Prime Minister's Directive, focus resources, and organize construction in "3 shifts, 4 shifts" to ensure the project is completed on schedule.

* On the same morning, Deputy Prime Minister Tran Hong Ha and the working delegation inspected the construction site and visited, presented gifts and encouraged cadres, workers and laborers who are constructing the 500kV power line circuit 3 extension project (Pho Noi, Hung Yen province - Quang Trach, Quang Binh province) at location 345 in Nam Thanh commune, Nam Dan district, Nghe An province and location 175 in Cam Thach commune, Cam Xuyen district, Ha Tinh.

The Deputy Prime Minister said that the 500kV Circuit 3 extension project is a key project, playing an important role in national energy security, especially in the Northern region. Therefore, Vietnam Electricity Group, relevant ministries, branches, agencies and localities need to continue to make efforts to overcome difficulties and focus on construction.

In particular, Deputy Prime Minister Tran Hong Ha requested ministries, branches and localities to coordinate closely and mobilize maximum human resources, material resources and on-site means to promote project construction to ensure quality, savings, safety and progress.

* On the same afternoon, in Ha Tinh province, Deputy Prime Minister Tran Hong Ha chaired a meeting with leaders of central ministries and branches and leaders of Nghe An, Ha Tinh and Quang Binh provinces to discuss solutions, especially to remove difficulties and promote project implementation.

The 500kV line 3 extension project (Pho Noi, Hung Yen province - Quang Trach, Quang Binh province) has a total length of about 519 km with a total investment of about VND 22,356 billion; expected to be completed and put into operation in June 2024.

The project consists of 4 component projects: Quang Trach - Quynh Luu; Quynh Luu - Thanh Hoa; Thanh Hoa - Nam Dinh 1 Thermal Power Plant and Nam Dinh 1 - Pho Noi Thermal Power Plant. The projects passing through Nghe An, Ha Tinh and Quang Binh provinces are mainly implementing the site clearance stage, the number of column foundation locations under construction is not much.

Meanwhile, in Nghe An, Ha Tinh and Quang Binh provinces, there are 6 expressway component projects of the North-South expressway project in the East, including: Dien Chau - Bai Vot; Bai Vot - Ham Nghi; Ham Nghi - Vung Ang; Vung Ang - Bung; Bung - Van Ninh; Van Ninh - Cam Lo. Most of the projects are being constructed smoothly, except for some difficult points due to weak ground. Investors and contractors are focusing on promoting construction, to reach the finish line as planned in 2024 and the end of 2025.

At the meeting, leaders of localities and relevant units reported on the implementation of projects; reflected on difficulties and obstacles; proposed solutions, and proposed adjustments to some related contents so that the projects could be implemented more smoothly and exploited more effectively.

In particular, for the 500kV Quang Trach - Pho Noi power line project, localities reported a number of difficulties and obstacles in site clearance, especially in compensation assessment and conversion of land use purposes; the construction of pile foundations, 500kV power lines in many difficult and dangerous locations, narrow construction sites...

After the leaders of ministries and branches discussed, answered the proposals and recommendations, and concluded the meeting, Deputy Prime Minister Tran Hong Ha acknowledged and highly appreciated the efforts, responsibilities, endeavors and achievements of ministries, branches, agencies, investors, project management boards, contractors and staff, workers and employees in removing difficulties and obstacles, promoting the implementation of expressway projects and the 500kV power line project, circuit 3 extension, especially the Party Committees, authorities and people of the three provinces of Nghe An, Ha Tinh and Quang Binh. In particular, the Deputy Prime Minister welcomed the localities and units that committed to achieving and striving to exceed the progress of project implementation according to the direction of the Government and the Prime Minister.

The Deputy Prime Minister assigned specific tasks and requested relevant entities to continue to seriously and effectively implement the Prime Minister's instructions on expressway projects and the 500kV line 3, in accordance with the spirit of "only discussing work, not backtracking", "eating quickly, sleeping urgently", "overcoming the sun, overcoming the rain", working "3 shifts, 4 shifts, through holidays, through Tet", ensuring the progress, quality, technique, aesthetics of the projects, ensuring safety, hygiene, environment, preventing corruption, negativity, and waste.

In the immediate future, relevant ministries and branches will coordinate and support localities to focus on completing site clearance and handing over to construction units to implement the project. This includes solutions and procedural instructions, especially advising the Government on appropriate legal documents to resolve problems related to land use targets, the use of forests and forest land for construction of public roads; the relocation of technical infrastructure works; continuing to implement the Government's instructions on ensuring filling materials for projects, etc.

Regarding the 500kV 3rd Circuit Power Line Extension Project, Deputy Prime Minister Tran Hong Ha requested the Electricity Group (Electricity Transmission Corporation - EVNNPT) to strictly implement the Prime Minister's direction on closely coordinating with local authorities to mobilize maximum human and material resources to urgently construct the projects; proactively respond to unusual impacts caused by weather, natural disasters, environment... determined to complete the project on schedule; promptly complete the detailed design and hand it over to the locality; ensure security, order, and environmental protection throughout the project implementation process.

Regarding a few problems and opinions in the construction of the expressway under the Eastern North-South Expressway Project such as environmental issues, visibility, drainage, site clearance, etc., the Deputy Prime Minister requested localities and units to coordinate in handling them.

Regarding the proposal of investors and localities related to investing in the left branch of Than Vu tunnel and building more intersections to open up new development space in the Dien Chau - Bai Vot component project of the North - South Eastern Expressway project, in order to maximize the efficiency of the project, Deputy Prime Minister Tran Hong Ha acknowledged and requested the subjects to carefully study, calculate the overall efficiency, ensure the factors and requirements, especially regarding the capital mechanism... and report to the Government and the Prime Minister for consideration and decision.

The Deputy Prime Minister hopes and believes that the expressway construction projects under the Eastern North-South Expressway Project and the 500kV power line extension project, circuit 3, will be completed as scheduled; achieving achievements to celebrate the 50th anniversary of the complete liberation of the South and national reunification (April 30, 1975 - April 30, 2025).

Deputy Prime Minister Tran Hong Ha and the delegation also visited, presented gifts, and encouraged officials, workers, and laborers at the Bai Vot - Ham Nghi project site, through Ha Tinh province.
