On the morning of September 30, the Forum on Technology Management Policy for Socio-Economic Development took place in Hanoi. The Forum is part of the Vietnam Technology and Innovation Connection Event 2024, co-chaired by the Ministry of Science and Technology and the Hanoi People's Committee, aiming to create a space for dialogue and in-depth discussion between managers, scientists, businesses and the creative startup community.
This is an opportunity for all parties to exchange and share experiences, ideas and visions on policies and support programs, promote application, technology transfer and innovation, towards sustainable socio -economic development.

Technology and innovation are the driving force for socio-economic development.
Speaking at the event, Mr. Hoang Minh, Deputy Minister of Science and Technology, said that in the context of the fourth industrial revolution taking place strongly, technology and innovation have become important driving forces for the socio-economic development of each country.
For Vietnam, promoting the application, transfer of technology and innovation is not only an inevitable requirement but also a strategic task to enhance national competitiveness and meet the requirements of deep integration.
Deputy Minister Hoang Minh suggested that experts and scientists focus on key contents such as: Technology management policies, discussing current technology management policies and difficulties and proposals of enterprises in accessing, applying and developing technology in practice.
Second, discuss the mechanism and policies on technology appraisal and transfer according to current laws and future directions to improve the legal framework on this activity, thereby enhancing competitiveness and sustainable development, helping businesses access advanced technology solutions, improve operational efficiency and increase product value.
Third, discuss mechanisms and science and technology policies to promote the development and application of green technology, reduce greenhouse gas emissions towards Net Zero, including supporting research, development and transfer of advanced technology, creating conditions for the private sector and the community to participate in the process of sustainable energy transition and mitigating the impact of climate change; National science and technology program for the period up to 2030 "Scientific and technological research to serve the goal of achieving net zero emissions in Vietnam".
Accordingly, this is an opportunity for scientists, research institutes, and universities to connect with businesses, together find practical technological solutions, contribute to solving challenges in the production and business process and move towards Net Zero in Vietnam.
"With the enthusiastic and dedicated participation of managers, scientists, businesses and participating units, the forum brought many practical ideas and solutions, contributing to promoting technology transfer and developing the innovation and technology ecosystem in Vietnam," Deputy Minister Hoang Minh emphasized.
Perfecting preferential regulations for technology transfer activities
Sharing about current legal policies related to technology transfer activities, Mr. Nguyen Hoang Linh (Ministry of Science and Technology) said that in recent times, the Party and the State have focused on technology transfer and have made timely resolutions on this content. The Law on Technology Transfer was issued and took effect in 2017. Along with that, many other related legal documents have also been issued.

Proposing a number of policies related to technology transfer activities to motivate domestic enterprises and FDI enterprises as technology recipients to receive technology transfer, and encourage transfer from partners, mainly enterprises, Mr. Nguyen Hoang Linh proposed amending and supplementing the Law on Corporate Income Tax to overcome the shortcomings of the preferential income tax policy for technology transfer activities in the past 10 years when the policy has not really come into effect.
In addition, continue to improve the preferential regulations for technology transfer activities in the law guiding the Land Law to synchronize with the regulations on subjects receiving investment incentives (investment projects with technology transfer that encourage transfer) and forms of land investment incentives of the Investment Law; propose to consider adding regulations on exemption and reduction of land rent according to the provisions of Clause 2, Article 157 of the Land Law, including preferential policies for investment projects with technology transfer that encourage transfer.
Regarding the technology appraisal activities of investment projects regulated in the Law on Technology Transfer, Mr. Nguyen Hoang Linh proposed that it is necessary to supplement regulations on technology appraisal for projects that are only subject to the issuance of investment registration certificates without having to carry out investment policy approval procedures. This could be a "loophole" in the state management policy on technology in recent times...
Regarding the identification of investment projects using outdated technology, posing a potential risk of environmental pollution and resource-intensive according to investment law, Mr. Nguyen Hoang Linh said that it is necessary to study and amend the provisions of Decree No. 31/2021/ND-CP dated March 26, 2021 of the Government detailing and guiding the implementation of a number of articles of the Investment Law to overcome the current situation of many different interpretations, leading to difficulties in identifying investment projects using outdated technology, posing a potential risk of environmental pollution and resource-intensive.
Specifically, there is a lack of clarity in the assessment of technology used in investment projects or technology used to create machinery and equipment; it is not suitable for practice to strictly stipulate that machinery and equipment older than 10 years are outdated, while not all machinery and equipment older than 10 years are outdated (especially machinery and equipment in fields with little rapid change in technology such as mechanics, manufacturing, etc.); it is not suitable for the specific type of project for projects using machinery and equipment that are interconnected into a technological chain or projects that do not have a technological chain but have machinery and equipment arranged in separate areas to create semi-finished products before creating final products.
At the Forum, representatives of leaders of central and local ministries, departments, branches, scientists and enterprises focused on discussing a number of contents on current technology management policies and difficulties and proposals of enterprises in accessing, applying and developing technology in practice; on mechanisms and policies on technology appraisal and transfer according to current laws and upcoming directions to improve the legal framework on this activity. Thereby, improving competitiveness and sustainable development, helping enterprises access advanced technology solutions, improving operational efficiency and increasing product value./.
