The conference to review 1 year of implementing the Memorandum of Understanding on development cooperation between the three provinces of Thanh Hoa - Nghe An - Ha Tinh created new momentum and opportunities to promote linkage and development cooperation between the three provinces to new heights.

On the morning of December 10, in Nghe An , the Standing Committee of the Provincial Party Committees of Nghe An, Thanh Hoa, and Ha Tinh provinces jointly organized a conference to review 1 year of implementing the Memorandum of Understanding on development cooperation between the three localities.

Comrades: Thai Thanh Quy - Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province; Do Trong Hung - Secretary of the Provincial Party Committee, Chairman of the People's Council of Thanh Hoa province; Hoang Trung Dung - Secretary of the Provincial Party Committee, Chairman of the People's Council of Ha Tinh province chaired the conference.

Deputy Secretary of Nghe An Provincial Party Committee Hoang Nghia Hieu delivered a welcome speech at the conference.

Specifically, the provinces regularly share and exchange experiences in promoting and attracting domestic and foreign direct investment; solutions to improve investment efficiency and manage investment projects after licensing; improve the investment and business environment, enhance provincial competitiveness; attract and manage infrastructure development projects in economic zones, industrial parks and industrial clusters. Coordinate in the implementation of key infrastructure projects of inter-regional nature. Promote investment attraction in key coastal economic zones with investment priority associated with the development of deep-water ports in the region such as Nghi Son Economic Zone (Thanh Hoa), Dong Nam Economic Zone (Nghe An) and Vung Ang Economic Zone (Ha Tinh)...

The industry and trade sectors of the three provinces have gradually promoted cooperation in developing industries in which each province has advantages; exchanged and provided information on policies and orientations for import-export development; coordinated and connected, calling on businesses of the three provinces to participate in trade promotion activities, improving the capacity for international economic integration; and connected the e-commerce trading floors of the three provinces.

The agricultural sector regularly coordinates in advising on the development of crop development plans and inter-regional investment projects. Regularly exchange information and provide lists of fishing vessels at high risk of violating regulations on combating illegal, unreported and unregulated fishing to coordinate inspection, control and handling of violations.

Regarding tourism connection, the provinces have formed and connected tours to experience Ho Dynasty Citadel - Kim Lien relic site - Thien Cam beach tourist area; source tour combined with exploring ecological, community and adventure tourism in Pu Luong - Pu Xai Lai Leng peak - Hai Thuong Lan Ong eco-tourism area; self-driving tours (caravan) along the Ho Chi Minh trail, East and West branches, through the provinces of Thanh Hoa - Nghe An - Ha Tinh.

The three localities have participated in many conferences to promote and advertise tourism, display tourism publications, introduce scenic spots and typical OCOP products, and local specialties, such as: Tourism promotion conference: Thanh Hoa - Nghe An - Ha Tinh in 2023 in Thanh Hoa province with the theme "Three localities - One destination - Many experiences"; Tourism promotion conference: Ninh Binh - Thanh Hoa - Nghe An - Ha Tinh in Hanoi (April 2023) with the theme "One journey - Four localities - Many experiences" to connect the strengths of each locality, build a competitive product chain, and develop together.

In addition, the fields of culture, sports, education, health, etc. also carried out many cooperation activities and achieved initial results. Security and defense cooperation continued to be promoted.

At the conference, leaders of the three provinces focused on discussing experiences and development cooperation between the three provinces in the coming time.

Chairman of Thanh Hoa Provincial People's Committee Do Minh Tuan gave a speech on the topic : "Solutions to promote development linkage, building the Thanh Hoa - Nghe An - Ha Tinh region to become a major center of energy industry, processing and manufacturing of the region and the whole country".

Comrade Do Minh Tuan - Chairman of Thanh Hoa Provincial People's Committee proposed that solutions for regional linkage development need to arouse and promote the potential and advantages of each province in particular and the strengths of the region in general. In the coming time, it is necessary to focus on attracting investment from large industrial corporations with leading technology in value chains, production, partners with high technology, new technology such as: the United States, Japan, Korea, European countries... Strengthening coordination to attract investment, gradually forming industry clusters, specialized product groups and creating large-scale industrial complexes, focusing on attracting investment in post-petrochemical projects, forming clusters of post-petrochemical product industries; clusters of marine economic sectors with two bridgeheads being Nghi Son Economic Zone and Vung Ang Economic Zone linked to deep-water ports of Thanh Hoa and Ha Tinh; Developing renewable energy to create a complete renewable energy industrial ecosystem, linked to production, manufacturing and ancillary services;...

Along with that, it is necessary to continue to speed up the progress of selecting investors to soon implement gas-fired power projects; encourage and create conditions to attract investment in wind power projects (onshore and nearshore) and implement projects to build new 500 kV power transmission grids through the three provinces.

Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung gave a speech on the topic: " Attracting foreign investment in Nghe An: seizing the golden opportunity - becoming a "favorable - reliable - effective" investment destination .

Comrade Nguyen Duc Trung - Chairman of Nghe An Provincial People's Committee said that to promote FDI attraction from the perspective of linking 3 provinces and regions, it is necessary to link to develop infrastructure to serve socio-economic development. Comrade Nguyen Hong Linh - Permanent Vice Chairman of Ha Tinh Provincial People's Committee said that, along with natural advantages, the 3 provinces have a long cultural tradition with many tangible and intangible heritages. This is a valuable resource for localities to promote and link cultural values ​​​​in combination with tourism exploitation.

To promote the potential and advantages of each locality; preserve and promote cultural values, contributing to promoting socio-economic development, the Standing Vice Chairman of the People's Committee of Ha Tinh province suggested that the provinces should propose to the Central Government to issue strong enough policies to develop regional tourism and culture. Continue to promote heritage values, cultural celebrities, historical traditions, especially titles honored by UNESCO. Together promote cooperation with provinces of Laos and Northeastern Thailand. Comrade Nguyen Dac Vinh - Chairman of the National Assembly's Committee on Culture and Society highly appreciated the cooperation results of the three provinces of Thanh Hoa, Nghe An and Ha Tinh in recent times. These are localities with outstanding people, long-standing historical and cultural traditions; the three provinces are in a period of strong development, with large economic scale and rapid growth rate. Comrade Hoang Trung Dung - Secretary of Ha Tinh Provincial Party Committee: The achievements in socio-economic development, ensuring national defense and security, Party building and political system building in recent times of localities demonstrate dynamism and flexibility in direction and administration. Based on the orientation of Resolution 26 of the Politburo and suggestions on cooperation and regional development linkage, including Thanh Hoa, Nghe An and Ha Tinh provinces by Deputy Prime Minister Tran Hong Ha at the Conference of the Coordination Council of the North Central and Central Coast regions (October 2023) and similarities in history and culture, the three provinces need to continue to cooperate to develop tourism, build tours and tourist routes connecting the three provinces; link with localities with large seaports to share import and export goods sources, develop seaport services and logistics. Continue to cooperate in exploiting and developing tourism as well as linking the development of the East-West economic corridor and the Northeast region of Thailand; propose to Laos to remove obstacles and build mechanisms and policies commensurate with Vietnam. Particularly for Nghe An and Ha Tinh, it is necessary to continue to propose strong solutions to develop the economies of localities along the Lam River; coordinate with the Central Government to call for resources to build more bridges across the Lam River to facilitate trade. Requesting the relevant departments and agencies to continue to specify the contents that the 3 provinces have signed. At the same time, hoping to continue to receive the attention of the Ministry of Planning and Investment and Military Region 4 so that the cooperation contents can be implemented more synchronously and effectively.
