DTO - This afternoon, June 5, the Ministry of Information and Communications held an online conference with 63 provinces and cities on promoting and improving the quality of providing and using online public services (DVC TT). Attending at the Dong Thap bridge point were Mr. Doan Thanh Binh - Director of the Department of Information and Communications and representatives of relevant departments and branches.

At the conference, delegates were introduced by representatives of the Ministry of Information and Communications about the criteria for evaluating the Public Service Portal; the results of the first evaluation of the Public Service Portals of ministries, branches and localities; discussed difficulties and obstacles in the implementation process; and identified tasks to improve the quality of providing and using public services.
To date, only over 43% of ministries, branches and localities nationwide have issued specific action plans to implement activities to improve the quality and efficiency of providing public services; over 92% of ministries, branches and localities have completed the implementation of the administrative procedure settlement information system at the ministerial and provincial levels on the basis of merging the public service portal and the electronic one-stop system.
Concluding the conference, Minister of Information and Communications Nguyen Manh Hung - Vice Chairman of the National Committee on Digital Transformation emphasized that it is necessary to change the way of doing public services, first of all the approach, improve the quality of public services, with the goal of having over 90% of records implementing public services by 2025. Ministries, branches and localities need to upgrade the software for implementing public services; urgently review administrative procedures and public services, prioritize 25 essential public services with many users to simplify and restructure the implementation process, eliminate unnecessary intermediate steps, and then simplify the remaining procedures.
At the same time, promote the implementation of receiving dossiers and returning results of handling administrative procedures via public postal services to support the implementation of public services; urgently ensure the readiness of the remote digital signature function on the Public Service Portal and encourage people to use it to perform public services; it is necessary to provide adequate, diverse and improve the quality of interaction channels to support people.
The Minister also requested sectors and localities to accelerate the completion of connectivity, strengthen monitoring and measurement effectively; regularly evaluate, check and cross-check information and data for accuracy; contact the focal point of the National Digital Transformation Agency - Ministry of Information and Communications whenever connectivity has problems or unusual issues occur, and strive to end the e-Government phase by 2025 to move to the digital Government phase.
