Expediting the construction of National Highway 14E

At the site where land has been cleared, contractors for the National Highway 14E renovation and upgrade project (section from km15+270 to km89+7000) are concentrating manpower and specialized machinery and equipment to accelerate construction and ensure the project's progress.

Expedite construction

Observations in Song Tra commune (Hiep Duc district) this weekend show that the consortium of contractors for package XD02, constructing the Hiep Duc - Phuoc Son section, is continuing to lay the remaining first layer of asphalt concrete.

Earlier this week, the construction unit laid an alternating left-right strip of asphalt concrete to ensure smooth traffic flow for vehicles on National Highway (NH) 14E.

According to the project management unit's executive officer (Project Management Board 4, Vietnam Road Administration), the contractor prioritizes asphalt paving through Song Tra commune, aiming to complete a continuous section of approximately 1.5km before April 1st.

Also in Hiep Duc district, a section of road that had already been paved with crushed stone but was damaged by rainwater after Tet is being repaired by the contractor before proceeding to the next stage.

Across the districts of Thang Binh, Hiep Duc, and Phuoc Son, workers are urgently installing drainage ditches in areas where the land was handed over in a "leopard skin" pattern, and carrying out many other tasks.

As part of the railway overpass project (Binh Quy commune, Thang Binh district), the construction unit has only drilled pile foundations for abutment M2 on the west side. Due to unresolved land clearance issues, pile drilling at the next location has been temporarily suspended.

The contractor is currently working on the girder casting platform, preparing formwork, and gathering materials. The Viet An bypass (Hiep Duc district) is also awaiting the local authorities to resolve land clearance issues before the contractor can resume work on the 1.2km section that was previously handed over.

Mr. Que Hai Trung, Deputy Director of Project Management Board 4 and Executive Director of the National Highway 14E renovation and upgrade project, said that the consortium of contractors is continuing to mobilize manpower and specialized machinery and equipment to the construction site. The team of engineers and workers are working even at night to ensure the project progresses according to the planned schedule.

"Upon inspection, we found that some units had not met the progress requirements. We have seriously reviewed the situation and requested prompt improvement; otherwise, we will resolutely take action in accordance with the signed contract," Mr. Trung shared.

Peak acceleration

Passing through the Thang Binh - Hiep Duc area, the consortium for package XD01 is implementing the project on schedule, despite the fact that many land handover locations are not continuous, and some critical points of the project (the time required to complete items that determine the project's completion progress) have not yet been fully cleared, especially the railway overpass area.

In the area where the project was handed over, Dong Thuan Ha Co., Ltd. (part of the consortium for package XD01) completed the asphalt paving of a total length of 3.6km before the 2024 rainy season, the section passing through Binh Dinh and Binh Tri communes.

On the construction site, engineer Dang Van Hoa - Team Leader of Dong Thuan Ha Co., Ltd. shared that the unit determined that the peak period for accelerating progress must be from April to July. If the work is not completed within this period, the set plan will be considered a failure.

Engineer Hoa said: “We are responsible for constructing 14km through Thang Binh. Besides the 3.6km already paved with asphalt, the unit aims to complete the asphalt paving of 8.4km by the end of June. If the site is handed over, we will complete the asphalt paving of 2km in July this year. The remaining time will be used to complete some auxiliary items.”

According to a representative from Project Management Board 4, if weather conditions are favorable, by the end of April 2025, the consortium of contractors will have completed the asphalt paving of the 12.4km section through Hiep Duc, the 7.2km section through Phuoc Son, and the nearly 9km section through Thang Binh. The biggest difficulty currently related to construction is the shortage of crushed stone aggregate for the road base and surface.

In addition, obstacles related to land clearance have also affected the project's progress. Specifically, Phuoc Son has basically handed over all the land; Thang Binh has handed over 15.048/17.4km (86.48%) of the land length; and Hiep Duc has handed over 26.83/30.2km (88.84%).
