Promoting progress of key transport infrastructure projects

Developing transport infrastructure opens up new development space, reduces logistics costs, input costs, increases the competitiveness of goods, and brings benefits to localities, regions and the whole country. With this meaning, the Government pays close attention to directing, ministries and branches coordinate in handling procedures, guiding implementation, localities and investors strive to speed up the progress of project implementation.

Minister of Construction Tran Hong Minh inspected the progress of the Can Tho - Ca Mau expressway.

The whole country has 2,268km of highways.

According to Mr. Tran Hong Minh, Minister of Construction, in recent times, many difficulties and obstacles in key national transport projects have been resolved, and the progress of project construction has clearly changed. In particular, 19 projects/component projects (DATP) have been put into operation; notably, the completion and operation of 16 expressways, increasing the total number of expressways in the country from 1,327km to 2,268km, putting into operation the connecting route and T3 terminal of Tan Son Nhat International Airport; and the construction of 52 projects/DATPs is basically following the set schedule. Many expressway projects such as Cao Bang - Lang Son, Can Tho - Ca Mau , Dai Ngai bridge, Rach Mieu 2 bridge, etc. have been actively implemented, making efforts to shorten the time with new approaches.

Expressway projects are planned to be completed in 2025 to achieve the goal of having 3,000km of expressways nationwide. The Ministry of Construction and localities are implementing 28 projects/DATPs with a total length of about 1,188km. Of which, the Ministry of Construction is the managing agency of 17 projects/DATPs with a length of 889km; to date, 4 DATPs have been completed and put into operation (Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Bung - Van Ninh and 70km of Van Phong - Nha Trang section) with a total length of 208km of the North - South Eastern Expressway in the 2021-2025 period and 19km of the Ben Luc - Long Thanh project. It is expected to complete the exploitation of the main route: 2 DATPs (Vung Ang - Bung, Van Ninh Cam Lo) and the remaining 13km of the Van Phong - Nha Trang DATP by the end of June 2025; 2 DATPs (Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh) and Hoa Lien - Tuy Loan project by the end of September 2025. The remaining projects are being implemented with efforts, basically following the completion plan by the end of 2025. Localities are the managing agencies of 11 projects/DATPs with a length of 299km. Up to now, DATP 3 Bien Hoa - Vung Tau (20km) and DATP 7 Ring Road 3 Ho Chi Minh City (6km) have met and exceeded the set plan. The remaining 9 projects with a length of 273km (DATP 1, 3, 5 Ring Road 3 Ho Chi Minh City, DATP 1 Bien Hoa - Vung Tau Expressway, DATP 1 and 3 Khanh Hoa - Buon Ma Thuot, Tuyen Quang - Ha Giang Expressways, DATP 1 An Huu - Cao Lanh) are behind schedule...

In recent times, with the attention and direction of the Government, the participation of ministries, branches and localities, investors have made efforts, proactively implemented and overcome difficulties to speed up the construction progress of projects. However, there are still some difficulties and obstacles that need to be focused on and resolved. According to the Ministry of Construction, there is still a small area and the relocation of technical infrastructure that has not been completed according to the direction of the Prime Minister, affecting the progress of projects. Regarding construction materials, the provinces of Tien Giang, Ben Tre, An Giang and Soc Trang have not completed licensing procedures for some remaining mines, affecting the construction progress and completion plan of the projects. The progress of construction of some projects scheduled to be completed in 2025 due to the localities acting as the governing bodies is still slow and has not shown clear changes, posing a potential risk of not completing on schedule...

Stick to your goals

Recently, the whole country simultaneously held groundbreaking and inauguration ceremonies for 80 key projects and works on the occasion of the 50th anniversary of the Liberation of the South and National Reunification, creating excitement among the people. Of which, 208km of the North-South Expressway in the East, Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Bung - Van Ninh and Van Phong - Nha Trang sections, 19km of Ben Luc - Long Thanh section, and 10km of Bien Hoa - Vung Tau section were put into operation. In that spirit, on the occasion of the upcoming 80th anniversary of National Day, the whole country will continue to start and inaugurate 80 major projects and works; on the occasion of the 79th anniversary of the National Resistance War (December 19) and to welcome the 14th National Party Congress, the whole country will continue to start and inaugurate many other projects and works. At the same time, in 2025, complete the goal of putting into operation 3,000km of expressway; complete 1,000km of coastal road; resolutely implement the Lao Cai - Hanoi - Hai Phong railway project, ensuring conditions for construction to start at the end of 2025... At the 17th meeting of the State Steering Committee for important national and key projects of the Transport sector recently, according to their functions, tasks, and powers, ministries, localities, and investors are determined to ensure the progress of the projects...


Can Tho City leaders inspect the reality and remove difficulties on the Chau Doc - Can Tho - Soc Trang expressway phase 1.

Regarding the source of raw materials for the project, Mr. Le Van Phuoc, Vice Chairman of An Giang Provincial People's Committee, said: Regarding the source of stone, the province has strictly followed the direction of the Prime Minister and Deputy Prime Minister Tran Hong Ha, extending and adjusting the license for mineral exploitation of Dai Mountain stone mine, Chau Lang commune and Luong Phi commune, Tri Ton district, exploited by Antraco Joint Venture Company Limited, in order to mobilize the volume of stone with reserves of more than 2.9 million m3, which is being allocated to the projects according to the direction of the Prime Minister. The province has agreed that enough sand has been provided for exploitation by Truong Son Construction Corporation and the company has re-provided it to Phuong Thanh Transport Investment and Construction Joint Stock Company to serve the expressway project...

According to Mr. Tran Van Thi, Director of My Thuan Project Management Board, the Board has fully supplied sand and stone materials for the expressways within the scope of implementation. Regarding the project in preparation for the 80th anniversary of National Day, the Board is striving to ensure that Rach Mieu 2 will be completed and put into operation on the upcoming August 19th as directed by the Minister of Construction.

On the side of the Ministry of Construction, Mr. Tran Hong Minh said: The Ministry proactively grasps the implementation situation of expressway projects in the 3,000km list to coordinate with localities to resolve difficulties and obstacles within its authority, support and provide technical guidance (if any). At the same time, promptly report to the Government's inspection teams to organize field inspections, directly direct the removal of difficulties and obstacles, and urge the implementation progress. The Ministry urgently completes procedures to start the Dau Giay - Tan Phu project on May 19, 2025; coordinates with relevant agencies to submit to the National Assembly to adjust the investment policy of the Bien Hoa - Vung Tau project at the 9th session...

Prime Minister Pham Minh Chinh emphasized: Promoting transport infrastructure projects not only serves three strategic breakthroughs, meets development requirements, and brings benefits to localities; but also serves as a driving force to promote economic growth. The sooner projects are implemented, the more effective they will be, without cost overruns or delays, making people happy, society excited, and developing localities and the country. Localities need to participate more strongly, especially in site clearance, with the motto "locality decides, locality does, locality takes responsibility". The Mekong Delta provinces should promote the spirit of autonomy and self-responsibility, promptly remove obstacles, complete procedures with mines, and meet the requirements for construction materials of contractors, investors, and management boards. Regarding construction, it is necessary to work in the spirit of "overcoming the sun, overcoming the rain, not losing to the storm", "working during the day is not enough, working at night", "working in 3 shifts and 4 shifts"... to speed up progress, striving to complete ahead of schedule. Ministries and branches, according to their functions, tasks and powers, proactively inspect, supervise, review and remove difficulties and obstacles related to the projects...
