Reading helps people acquire knowledge to improve themselves, think more correctly and have enough knowledge to experience life. In particular, reading not only brings intellectual benefits, inspires and stimulates creativity but also contributes significantly to the development and training of human personality. Nguyen Thu Thao, Tran Quoc Toan Secondary School (Ha Long City) shared: "For me, books are a friend, playing a very important role in life. Along with learning knowledge in class, I like to read more books every day to explore and see more about the beauty of the world around me through the pages of books". This is also the reason why Ms. Le Thanh Huyen, Hong Gai Ward (Ha Long City) builds the habit of reading books for her children from an early age. “I really like the saying: Open a book to open the world. Therefore, since my children were young, I bought books to read to them. When they went to school, I gave them books with stories related to learning about nature, society and family love so that they could learn…”.
To develop a reading culture in the community, since 2021, the Provincial People's Committee has issued the "Project on developing a reading culture in the community for the period 2021-2025, with a vision to 2030 in Quang Ninh province". In particular, in Resolution 17-NQ/TU dated October 30, 2023 of the Provincial Party Executive Committee "On building and promoting cultural values, human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development", there are 18 goals and 5 groups of solutions, including the following tasks and solutions: Encourage the development of a reading culture associated with library institutions. It can be seen that these directives are a deep concern as well as a specific assessment of the significance and important role of reading culture in contributing to the task of socio-economic development in the province.
From the set goals, Quang Ninh province has focused on implementing solutions, investing resources to encourage and develop reading culture in the community. Up to now, 100% of localities and schools in the province have libraries, over 80% of communal cultural houses have bookcases. On the other hand, with the determination to comprehensively transform digitally, the province has invested in building a synchronous cultural institution system of Libraries - Museums with the leading scale in the country. The province has continuously invested in and upgraded information technology infrastructure to improve the operational capacity of libraries, especially the construction of electronic libraries, digital libraries and information search for readers. Currently, the Provincial Library owns about 300,000 books, newspapers, magazines and more than 2 million digital documents, of which 200,000 pages of Quang Ninh local records have been digitized. In addition, the library also provides digital services such as online card registration, borrowing and searching for documents online; Connect with schools and cooperate with the website tailieu.vn to spread the reading culture... It can be seen that these are sources of documents and infrastructure that effectively serve the growing reading and learning needs of people of all walks of life in the province. According to statistics, on average, each year the Provincial Library serves over 200,000 readers and visitors, more than 1 million books and newspapers circulate on both electronic and traditional systems; circulate and donate 20,000 or more copies of books to public libraries and school libraries.

Not only stopping at traditional forms, many new and practical models have been born to meet the increasingly diverse reading needs of readers. Typical are book cafes and library cafes, combining reading, buying, selling, exchanging and donating books to provincial libraries or remote areas. In addition, to encourage reading, departments, branches, localities and units in the province have coordinated to organize many activities, competitions and events to promote the development of reading culture such as: Vietnam Book and Reading Culture Day, Quang Ninh Provincial Reading Culture Ambassador Competition; Quang Ninh Book Festival; Lifelong Learning Response Week... In particular, the implementation of the annual Reading Culture Ambassador Competition is considered one of the practical cultural and educational events to spread and arouse the passion for reading, promote the reading movement among the young generation, contributing to the development of reading culture in schools. From 2019 to present, in Quang Ninh, the contest has attracted hundreds of thousands of contestants and has become a familiar address, a useful playground for students. In addition, in the national finals of each year, surpassing millions of contestants nationwide, contestants from Quang Ninh province have been honored to receive high awards.
In the coming time, Quang Ninh province will continue to implement synchronous solutions to promote reading culture. In particular, strengthen leadership and direction in promulgating and implementing policies and support policies to promote reading culture, considering the development of reading culture as the responsibility of each sector, locality, agency, unit and the whole society. Launch and encourage the movement "All people read books" associated with the movement "The whole country competes to build a learning society, promote lifelong learning in the period of 2023-2030"; the movement "Digital learning", "Digital literacy" from the province to the grassroots with many specific and synchronous actions throughout the political system. At the same time, pay attention to investing in and upgrading the library system and reading spaces; Promote learning promotion activities, gradually promote the mass reading movement associated with lifelong learning through launching Reading Week, Reading Festival, book introduction, author-work exchange, story telling contest based on books.
