Sir, what projects has Dak Lak province benefited from the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period and what outstanding results has it achieved?
According to Decision No. 90/QD-TTg dated January 18, 2022 of the Prime Minister approving the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025, there are 7 projects in the province, including: Project to support investment in developing socio -economic infrastructure in poor districts (Dak Lak province has 2 poor districts, Ea Sup and M'Drak); Project to diversify livelihoods, develop poverty reduction models; Project to support production development, improve nutrition; Project to develop vocational education and sustainable employment; Project to support housing for poor and near-poor households in poor districts; Project to communicate and reduce poverty in information; Project to improve capacity and monitor and evaluate the program. The total capital allocated for the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025 in the province is nearly 1,500 billion VND.
To effectively implement the program, all levels, sectors and localities of the province have promoted the propaganda of poverty reduction goals; received and effectively used the state's support policies and resources, such as: investing in infrastructure construction; supporting production development; building sanitation works; issuing free health insurance cards; vocational training, job creation, labor export... fully, promptly and to the right subjects. Thereby, contributing to reducing the average poverty rate in the whole province in the period of 2021 - 2024 by 2%/year, especially the poverty rate among ethnic minorities (EM) decreased by an average of 4.09%/year (meeting the targets set out in the resolution and plan), contributing to improving the material and spiritual life of the people and stabilizing the socio-economy in the province.
In addition to projects under the National Target Program for Sustainable Poverty Reduction for the 2021-2025 period, poor and near-poor households in the province also enjoy a number of state support policies such as: loans from social policy banks; support for agricultural and forestry extension; health insurance support; vocational training; job search... to escape poverty.
In the process of implementing the National Target Program on Sustainable Poverty Reduction, there must have been many difficulties and challenges. Could you share more specifically about this?
The National Target Program for Sustainable Poverty Reduction for the 2021-2025 period has many changes in terms of subjects, scope, and support content compared to the previous period, so the documents directing and guiding the implementation of the project are still slow and inconsistent. In the early stages of implementation, there were many amendments and supplements, leading to difficulties and obstacles in advising on the issuance of documents by the province and the organization of implementation by departments, branches, and localities; the allocation of capital to localities was also slow.
Currently, the province's sustainable poverty reduction work still has some limitations. That is, the rate of poor and near-poor households in ethnic minority areas in some localities is still high, mainly concentrated in communes, villages and hamlets with special difficulties. In 2024, the rate of poor households in ethnic minority areas in the province will be 13.71% compared to the total number of ethnic minority households and 70.52% compared to the total number of poor households. In addition, the level of lack of basic social services such as: hygienic toilets, jobs, housing... of poor households is still high.

To achieve the goal of reducing the poverty rate by 3% or more by 2025, and reducing the poverty rate among ethnic minorities by 4% or more, what do you think are the key solutions that the province needs to focus on implementing?
To achieve the set goals, localities need to closely coordinate between the Vietnam Fatherland Front Committee and the province's socio-political organizations, associated with promoting the role and responsibility of leaders. Specifically, heads of departments, branches and localities must identify sustainable poverty reduction and increasing people's income as important political tasks, top priorities. Strengthen propaganda, raise awareness and responsibility of all levels, branches and the whole society; arouse the will of self-reliance of the poor, proactively rise up to escape poverty, not expect or rely on the help of the state and society.
In particular, in addition to the central budget allocation, localities in the province need to mobilize maximum social resources to participate in poverty reduction work. At the same time, increase the sending of workers to work abroad under labor contracts; support poor and near-poor households to develop production, diversify livelihoods and replicate production models that bring high economic efficiency.
