BHG - The Party cell is the cell of the Party, the place that directly brings the Party's guidelines and policies to the masses, the place to mobilize, gather,educate and persuade the masses to implement the Party's guidelines and policies. During his lifetime, President Ho Chi Minh affirmed: "The Party cell is the root of the Party", "It is the Party's fighting fortress among the masses", "It is the bridge between the Party and the masses", "A good Party cell means everything is good", "A strong Party cell means a strong Party". Therefore, to have good Party members and build a strong Party cell, Party cell activities are very important, this content has been stipulated in the Party Charter, Party cells have regular activities, once a month or suddenly when necessary.
Ha Giang Provincial Party Committee has 15 subordinate Party Committees (including 11 district and city Party Committees, 3 armed forces Party Committees and the Provincial Agencies - Enterprises Bloc Party Committee). As of January 2023, the whole province has 844 grassroots Party organizations (including 305 grassroots Party Committees, 539 grassroots Party cells); there are 3,743 Party cells directly under the grassroots Party Committee, with 73,551 Party members; of which there are 70,555 official Party members, 2,996 probationary Party members.
With 3,743 grassroots Party cells, in recent years, the improvement of the quality of Party cell activities has always been focused on by the Provincial Party Committee and has created many positive changes. In activities, the basic Party cells have implemented the contents according to regulations, closely following the practical tasks in each locality; promoting the spirit of democracy, having the participation of opinions, unification in the Party cell and associated with studying and following the ideology, morality and style of Ho Chi Minh; closely following the leadership and direction of superiors. On the part of Party members, they always strictly comply with the regulations on Party cell activity time, recording Party member training notebooks, as well as paying Party fees according to regulations; promoting the spirit of democracy, self-criticism and criticism, contributing to the drafting of monthly and annual resolutions of the Party cell; consciously practicing and improving political qualities, morality, lifestyle, consciously serving the people, gaining the trust of the people. These positive changes have contributed to building the Party Cell in particular and the Provincial Party Committee in general to be clean and strong.

However, through inspection, monitoring and grasping the reality, it is found that at the meetings of some grassroots Party cells, the spirit of self-criticism and criticism of Party members is not high, there is still a situation of Party members being indifferent and not interested in the work of the Party cell, attending meetings but not discussing, not having opinions, especially young Party members; there is still a situation of "appearing but not being satisfied", voting according to the majority, so there are still situations of petitions that go beyond the level, impersonation, and anonymity.
In some Party cells, especially Party cells of agencies, the time for activities is not guaranteed, often combined after the unit's meeting; the content of activities is poor, monotonous, business-like, and heavily specialized. In Party activities, there is sometimes a heavy emphasis on formality, listing tasks, the previous month is passed down to the next month, without assessing the results of the implementation of the resolution of the previous meeting; specific tasks are not assigned to each Party member, especially the resolution is not close to the actual situation in the locality or unit; thematic activities for each quarter are not fully implemented. The struggle for self-criticism and criticism in some Party cells is still weak, many key and urgent issues are raised but not thoroughly discussed, and conclusions are not clearly drawn; the vanguard and exemplary role of Party members, as well as the inspection and supervision of Party members in the implementation of political tasks, have not been promoted. And a limitation that many party cells are facing today is that the number of party members attending meetings is not enough, especially at grassroots party cells in villages, hamlets, and residential groups.
Through inspection, monitoring and grasping the reality, the above limitations come from many causes. The objective cause is that the Party cell, especially the Party cell secretary, holds many jobs concurrently, so the time for Party work is limited. The subjective cause is that many Party cell secretaries are still simple in Party cell activities, focusing more on professional work than Party work; have not studied deeply about the Party's principles and have not spent time investing in thinking and finding measures to innovate the content and improve the quality of activities. The work of inspection, supervision and orientation of the content of activities of the direct superior Party committee for the Party cell is not regular, so the Party cell activities are perfunctory. Young Party members are afraid of conflicts, as well as their theoretical level and practical experience are limited, so they have few opinions and have not received the attention of the Party cell...
From the above positive aspects and limitations, to continue to improve the quality of activities, the Party Cell, first of all the Party Cell Secretary must carefully prepare the content of the Party Cell activities; identify and select specific, essential tasks related to the implementation of the Party Cell's political tasks, the interests of Party members and the masses to discuss, discuss solutions and must be close to the political tasks in the locality. Organize activities seriously, flexible and adaptable meeting methods; it is necessary to arrange a secretary to honestly and fully record the discussion opinions of Party members and the conclusions of the presiding comrade, and pass the meeting resolution. Thematic meetings need to study and select appropriate topics, close to the actual situation of the Party Cell, creating richness and attraction.
One of the important contents in Party cell activities is to promote democracy; maintain the principle of democratic centralism, the spirit of self-criticism and criticism; discuss frankly, put the collective interest above all. Encourage and motivate the pioneering spirit of "dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties and challenges" of each Party member. From planning work to assigning work to Party members must be carefully analyzed, reasonable, emotional and must be discussed democratically.
For each party member, it is necessary to raise the sense of responsibility, study, self-cultivation, training, help each other progress, build a strong party cell; perform well the 4 party member tasks and specific tasks assigned by superiors and the party cell.
It can be affirmed that improving the quality of Party cell activities is an important content in the work of Party building and rectification according to Resolution 4 of the Central Committee (term XI, XII, XIII). High-quality Party cell activities will contribute to making the Party cell strong. Strong Party cells will have many good Party members. Having many strong Party cells and many good Party members will increasingly enhance the position, role, leadership capacity and fighting strength of the Party.
