
When the policy of abolishing lump-sum tax and switching to accounting system was announced, many business households in Nghia Lo town (old) could not help but feel worried. Any big change brings with it worries, Mr. Dao Huu Thu, a business household in Trung Tam ward, also thought the same.
However, at the Conference for business households and individuals organized by Tax Department 8, the atmosphere became more open when Mr. Thu shared his own story.
He frankly said that at first he was afraid that the accounting would be complicated and time-consuming. But after accessing the guidance documents and listening to the tax officials explain in detail the benefits of eliminating lump-sum tax, the feeling of anxiety was quickly replaced by consensus.
He emphasized: “When I understood clearly, I realized that the transition from lump-sum tax to accounting should have been applied a long time ago. The new policy will help tax collection and payment activities become more public, fairer and more transparent, which is what any honest business person wants. We should support what brings common benefits, even though the transition process may cause some people initial difficulties.”
Mr. Thu's speech received the approval of nearly 500 delegates present at the conference. It is not only a personal consensus, but also a clear demonstration of the results that tax officials, especially the Tax Department of 8 Lao Cai provinces, have strived to achieve in the journey of putting the policy of eliminating lump-sum tax and switching to accounting into practice, a step towards a more transparent, civilized and sustainable business environment.

Comrade Duong Xuan Hung - Head of Tax Department 8 said: Tax Department 8 is assigned the task of managing budget collection in 22 communes and wards in 4 old districts and towns including: Van Chan, Nghia Lo, Tram Tau and Mu Cang Chai. This is a large area, with difficult traffic conditions in many places. Apart from Nghia Lo town and the district centers, where many production and business households are concentrated, in the remaining areas, the number of households and individuals doing business is not much, scattered far apart, causing many obstacles for propaganda and direct guidance work.
In addition, many businesses in remote areas have limited infrastructure and access to information. They mainly produce and do business based on experience, habit or learning from each other, so accessing new regulations requires closer support.
Recognizing these difficulties, we have developed specific and appropriate solutions for each target group. In particular, the motto of encouragement, sharing, and mutual support, along with the spirit of determination to excellently complete assigned tasks, is always identified as a key factor in the entire implementation process.

It is known that, immediately after Decision 3389/QD-BTC of 2025 of the Ministry of Finance and directive documents of the Provincial People's Committee, Tax Department, Lao Cai Provincial Tax on converting the tax management model for business households and eliminating lump-sum tax were issued, Base Tax 8 proactively and synchronously deployed many tasks. The unit organized for all officers and employees to study new regulations, fully participate in professional training courses; at the same time, established a steering committee and two implementation teams to ensure unified and effective implementation.
Based on the guidance from the superiors, the Tax Department 8 sent official dispatches to 22 communes and wards in the area and coordinated with local authorities to establish 22 grassroots steering committees. Propaganda work was deployed in a variety of ways through loudspeakers, printed materials, social networks, hotlines and especially through the tax staff, including: 3 leaders, 16 specialized staff and one-stop-shop staff.
Comrade Nguyen Huy Gioi - Professional - Budget Team, shared: "Every tax officer is a propagandist. We are ready to answer people's questions at any time, in line with the spirit of the tax industry's companionship. People's feedback on the abolition of lump-sum tax from January 1, 2026 is increasingly positive."

According to the reporter's records, the initial propaganda work has shown clear results. 7 conferences organized by Tax Base 8 attracted more than 5,000 attendees; many conferences in Cat Thinh, Van Chan, Mu Cang Chai... had over 400 participants. Particularly at the conference in Trung Tam ward, the number of delegates was so large that the organizing committee had to arrange two locations to meet the demand. Specialized officials continuously received and answered phone calls from people to answer questions about the new regulations.
“Regardless of the day or time, if people still have questions or do not understand, please call us and we are always ready to listen and patiently propagate and explain thoroughly until they understand. When people ask, it means they are still interested. When they understand, they will perform well and we will complete the task” - Comrade Le Giang Nam - Deputy Head of Tax Department 8 shared.
With the spirit of working without days off, Tax Department 8 is determined to complete the 2025 budget collection task and put the regulation on eliminating lump-sum tax into practice from January 1, 2026, towards a transparent, fair and modern tax environment.
