This circular replaces regulations issued many years ago, in the context of a profoundly changing educational environment. The development of social media, pressure for achievement, increasingly high expectations from parents and society, and the psychological changes of students are presenting educators with new challenges. Therefore, a systematic, updated, and specific code of conduct is an essential requirement.

A notable point in the Circular is the shift in focus from general ethical standards to specific, observable, and assessable behavioral requirements. Teachers are required to respect and accurately assess students' abilities; provide appropriate feedback, comments, praise, and criticism; and listen, advise, and support them promptly. This is not only a pedagogical skill but also a concrete manifestation of the student-centered educational philosophy.

In reality, many academic problems stem from inconsiderate comments, unconscious comparisons, or biased evaluations. When the Circular emphasizes the requirement for "accurate and truthful assessment," it also serves as a reminder of professional responsibility in every grade, comment, and daily interaction. A respectful glance can inspire motivation. An unfair comment can shatter a student's trust.

The circular also sets clear boundaries: No discrimination; no insults, violence, or abuse; no coercion of students to participate in voluntary activities; and no cheating in admissions and assessments. The specific regulations on "things not allowed" demonstrate a straightforward approach to existing shortcomings and limitations in the educational environment. This represents a shift from appealing to ethics to establishing behavioral norms, creating a basis for oversight and accountability.

The Circular not only limits teachers to disciplinary frameworks but also expands their social role. From building a safe and equitable learning environment to encouraging students to participate in research and community activities; from spreading humanistic values ​​to proactively refuting fake news about education. Therefore, the image of the teacher is not confined to the classroom but is linked to public spaces and civic responsibility.

The code of conduct is designed for the entire educational ecosystem: students, colleagues, administrators, parents, and the community. This approach reflects a reality: the quality of education is not formed from the solitary efforts of a teacher but from multi-dimensional interactive relationships. When teachers are required to cooperate and share responsibility with colleagues; be open to feedback from administrators; be transparent with parents; and be proactive with the community, this is precisely how we build organizational culture within the school.

For the code of conduct for teachers to be effective, it requires the proactive involvement of the head of the educational institution in disseminating, guiding, and supervising it; the exemplary conduct of the management team; and a transparent mechanism for receiving and handling feedback. At the same time, higher standards of conduct must go hand in hand with improving working conditions, reducing administrative burdens, and increasing professional psychological support for teachers.

When codes of conduct become a measure of the teaching profession's culture, the expectation is not only to reduce violations, but also to create a humane learning environment where each student is recognized for their abilities and each teacher practices their profession with respect and responsibility. This also forms a sustainable foundation for the goal of human development – ​​the ultimate destination of all educational policies.
