Speaking at the opening of the explanation session, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, stated: The organization of the explanation session aims to assess the situation and implementation results of all levels and sectors; clarify the advantages, limitations, and responsibilities of State management agencies and related organizations and individuals, thereby proposing recommendations and solutions to improve the effectiveness of management, conservation, restoration, and rehabilitation of historical and cultural relics in the province.
Through the explanation session, it contributes to improving the effectiveness of cultural heritage conservation in the province, actively contributing to the implementation of the important task of preserving, conserving and promoting cultural values, heritage and the formation of the Ancient Capital - heritage urban area associated with the smart urban area of Ninh Binh province in the coming time.
In order for the explanation session to achieve the set goals and requirements, the Chairman of the Provincial People's Council requested that the questions requested by the Provincial People's Council delegates and the answers from the representatives of relevant agencies and units should be concise, to the point, not evasive or shirking responsibility, aiming to resolve difficulties and obstacles, while at the same time proposing tasks, solutions, and roadmaps to overcome limitations in the work of preserving, restoring, and renovating historical and cultural relics in the province.
At the explanation session, with a frank and responsible spirit, the Standing Committee of the People's Council and the delegates of the Provincial People's Council reflected and requested the leaders of the Department of Culture and Sports to clarify: the implementation of information, propaganda, signs to promote relics associated with traditionaleducation and solutions in the coming time. At the explanation session, on behalf of the Provincial People's Committee, Comrade Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, discussed and clarified many issues that the Provincial People's Council delegates were interested in. In particular, he clarified many important results in the State management of historical and cultural relics in the province, especially archaeological excavations that have increased the cultural value of historical relics, affirming the position of Ninh Binh land in the process of national history.
Based on the recognition of the limitations mentioned by the Provincial People's Council delegates at the explanation session and the assessment of objective and subjective causes, the Standing Vice Chairman of the Provincial People's Committee also affirmed that immediately after the explanation session, the Provincial People's Committee will direct the focus on overcoming the limitations with the determination not to let the ranked relics degrade, continuing to demonstrate the responsibility of all levels, sectors and localities in the management, conservation, renovation and restoration of historical relics.
In his closing speech at the explanation session, Mr. Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, acknowledged and highly appreciated the seriousness and frankness of the leaders of the Provincial People's Committee and heads of agencies in explaining the related contents. At the same time, he affirmed that the selection of issues to be explained was correct, very necessary, and also a concern of voters and people.

He suggested that, immediately after the explanation session, the Provincial People's Committee, relevant levels, sectors, and localities focus on directing the management, restoration, and rehabilitation of historical and cultural relics to be better, demonstrating responsibility for the relics.
In particular, it is recommended that the Provincial People's Committee pay attention to directing the immediate overcoming of the shortcomings that the People's Council delegates have raised in the management, conservation, restoration and rehabilitation of historical and cultural relics. Pay attention to allocating budget funds for the restoration and prevention of relic degradation; prioritize investment in restoration and rehabilitation funds for severely degraded relics. Direct the review, synthesis, issuance of new certificates and exchange of land use right certificates for relics according to their current status.
Sharing the difficulties in the management work of the Department of Culture and Sports, he suggested that in the coming time, the Department should preside over and coordinate with sectors and localities to advise the Provincial People's Committee to direct and strictly implement legal regulations in the management, conservation, restoration and embellishment of relics; review and advise on the completion of legal documents on cultural heritage; organize and immediately implement Circular No. 04 of the Ministry of Finance on guiding the management and financial collection and expenditure for festival organization and donation money, sponsorship for relics and festival activities. Continue to do a good job of inspection, examination, training, dissemination and guidance for units in the field of management, conservation, restoration and rehabilitation of historical and cultural relics in the province.
The Department of Tourism presides over and coordinates with sectors and localities to invest in and improve the quality and effectiveness of tours and tourist routes associated with the existing relic system, promoting the value of the relics. Strictly and synchronously implement solutions to manage, protect and restore relics while participating in tourism activities at relics and heritage sites.
For the Department of Education and Training: Direct schools to organize traditional education activities for students through field trips, propaganda about the value of relics; register, care for, preserve, protect and promote the value of local revolutionary historical relics.
The provincial police preside over and coordinate with relevant agencies and units to strengthen measures to ensure security and order in areas with historical and cultural relics, and ensure fire and explosion prevention and control at the relics. Strengthen inspection, prevent and strictly handle violations in the conservation and promotion of the value of relics, artifacts and antiquities according to the law.
The People's Committees of districts and cities continue to perform well the State management function in the area; focus on propaganda, promotion, and promotion of the value of historical and cultural relics; security, order, environmental sanitation, fire prevention and fighting at relics. Direct the People's Committees of communes, wards, and towns to raise awareness and sense of responsibility in management work in the area. Pay attention to allocating local funding sources, and at the same time do a good job of socialization to have investment resources for the conservation, restoration, and prevention of degradation of relics.
The Chairman of the Provincial People's Council emphasized: The work of managing, preserving, renovating and restoring historical and cultural relics requires the participation and close coordination of many levels and sectors, in which the key and core role belongs to the cultural sector and the role of the district and commune authorities.
