Prime Minister Pham Minh Chinh expressed his pleasure at meeting Speaker of the Swedish Parliament Andreas Norlen and thanked the Swedish Parliament and people for their warm and thoughtful reception for him and the high-ranking Vietnamese delegation. The Prime Minister respectfully conveyed the greetings of General Secretary To Lam, President Luong Cuong and National Assembly Chairman Tran Thanh Man to Speaker of the Swedish Parliament Andreas Norlen and other high-ranking Swedish leaders.

The Prime Minister stressed that Vietnam always values ​​and wishes to strengthen the friendship and multifaceted cooperation with Sweden. He recalled the anniversary of Prime Minister Olof Palme holding a torch to march against the war and support Vietnam, and stressed that Sweden's decision to establish relations with Vietnam was a courageous decision, based on justice and conscience.

The Prime Minister shared that the Party, State and people of Vietnam always remember the noble gesture of Sweden when it provided Vietnam with non-refundable aid of about 3 billion USD, the most in Northern Europe. The aid was used very meaningfully, serving healthcare, education and people's lives with many symbolic projects such as the Central Children's Hospital, Bai Bang Paper Factory, many Swedish universities have trained about 200 experts for Vietnam, the people-to-people exchange between the two countries is very close, a natural connection.

The Prime Minister affirmed that this visit will contribute to creating momentum to promote cooperation between the two countries, bringing the relationship to a new height. The two sides will act as a bridge for each other to develop relations with ASEAN and the EU.

In the context of profound, complex and unpredictable changes in the world, with challenges that are global, national and comprehensive, and that no country can solve on its own, the two leaders agreed that Vietnam and Sweden need to strengthen solidarity and cooperation on the basis of good traditional friendship, through Party, Government, National Assembly and people-to-people channels, contributing to promoting multilateralism and international solidarity.

The Prime Minister assessed that Swedish enterprises still have much room for cooperation and investment expansion in Vietnam in areas of strength such as artificial intelligence, information and communication technology, semiconductors, etc., especially in the context of Vietnam having just implemented new policies, especially the four pillars of institutions, science and technology, private economy and international integration, promoting the removal of bottlenecks to increase foreign investment attraction, rapid and sustainable development.

The Prime Minister also asked the Swedish Parliament to help mobilize the remaining EU member states to soon ratify the EU-Vietnam Investment Protection Agreement (EVIPA) and for the EC to soon remove the IUU yellow card for Vietnamese seafood exports. Vietnam will also encourage its high-tech enterprises to invest in Sweden.

In response to the concerns of representatives of political parties in the National Assembly about the situation in Vietnam, Prime Minister Pham Minh Chinh emphasized that national independence, freedom and people's prosperity and happiness are always the goals of the Party and State of Vietnam. Vietnam shares the view with Sweden that ensuring a prosperous, free and happy life and the pursuit of happiness is the highest democracy.

On this occasion, the Prime Minister thanked Sweden for creating favorable conditions for the Vietnamese community in Sweden to integrate into the locality, making positive contributions to the local socio-economy and the relationship between the two countries.

The Speaker of the Swedish Parliament assessed that the relationship between the two countries has developed well, including dialogue and cooperation between the two parliaments; emphasized that Sweden is the first Western country to recognize and establish diplomatic relations with Vietnam; and is ready to cooperate to help Vietnam realize the 100-year goal of becoming a high-income developed country by 2045.

The two sides discussed a number of international and regional issues of mutual concern, including the East Sea. As two maritime nations, Vietnam and Sweden affirmed the importance of maintaining peace, stability, security, freedom of navigation and aviation on the basis of the rule of law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982), peacefully resolving disputes on the basis of international law, and not using or threatening to use force.

Responding to the request from Swedish businesses for their assessment of the world situation, Prime Minister Pham Minh Chinh said that the world is changing rapidly, unpredictably, and hard to predict, with global, national, and comprehensive issues such as climate change, resource depletion, strategic competition, non-traditional security, cyber security, population aging, and the gap between rich and poor. Discussing Vietnam's socio-economic development policies, especially foreign policy, which has helped Vietnam develop remarkably and maintain good relations with other countries, in the context of complex strategic competition in the world, the Prime Minister said that Vietnam is steadfast in its foreign policy of independence, self-reliance, multilateralization, and diversification; being friends with all countries; being a reliable partner of the international community; proactively and actively integrating internationally; implementing the "4 no's" defense policy...

Thanks to that, from the ruins of war and embargo, Vietnam has put the past behind and looked to the future; respected differences, exploited commonalities, limited differences, and become a strategic partner and comprehensive strategic partner with most major countries in the world, especially countries that were once "former enemies".

Regarding the viewpoint of choosing partners to develop digital infrastructure, facing the risk of affecting information network security at the national level, Prime Minister Pham Minh Chinh said that technology, including information technology development, has two sides, positive and negative, such as the issue of information network security and safety.

Therefore, Vietnam prioritizes and wishes to cooperate with partners with high technology level, traditional friends and high trust such as Swedish enterprises; wishes Swedish enterprises to continue to expand investment in Vietnam's information technology infrastructure, especially in remote areas, in the spirit of "trust to cooperate and cooperation to trust each other more".

In response to concerns raised by Swedish businesses about limitations in processes, regulations, administrative procedures, and decision-making processes for investment projects, the Prime Minister said that Vietnam is synchronously implementing major strategies to turn around the situation, transform the state, and try to fundamentally remove institutional bottlenecks by 2025.

In particular, implementing a "revolution" in the arrangement of the apparatus and organization of the 2-level government, reducing the number of intermediate levels, changing the state from passive to creative, proactive in serving the people and businesses; abolishing at least 30% of investment and business conditions, reducing at least 30% of the time to handle administrative procedures, and 30% of the cost of complying with administrative procedures.

Vietnam has established a One-Stop Investment Portal, a National Legal Portal, etc. to handle procedures online to reduce time, costs, and inconvenience for people and businesses. Therefore, the Prime Minister believes that the concerns of Swedish businesses will soon be resolved.

At the same time, Vietnam will establish an international financial center in Ho Chi Minh City and Da Nang with policies superior to current financial centers in the world; and is continuing to amend the Law on Credit Institutions.

Regarding the opportunity for Swedish businesses to participate in clean electricity production and the development of the power transmission network in Vietnam, Prime Minister Pham Minh Chinh said that Vietnam has issued the Power Plan VIII, the Electricity Law, the Resolution on private economic development and related resolutions and laws to develop electricity and mobilize and create conditions for the development of the private economy. Vietnam has proactively participated in the ASEAN power transmission network, initially supplying clean electricity from Vietnam to Malaysia, Singapore, etc. Therefore, Swedish businesses have great opportunities to invest in Vietnam in these fields.

Responding to questions from Swedish businesses about opportunities for cooperation and investment in research and development, and the production of robots and semiconductor chips in Vietnam, Prime Minister Pham Minh Chinh said that these are all areas that Vietnam focuses on and calls for investment and development; he hopes that Swedish businesses will invest capital, transfer technology, management experience, and train human resources to develop these industries in Vietnam.

The Party, National Assembly, and Government of Vietnam have issued resolutions related to breakthroughs in science and technology development, innovation, and digital transformation, with clear directions, open and transparent mechanisms, and at the same time, ensuring the legitimate rights and interests of investors; ensuring property rights, freedom of business, handling economic and civil relations with civil and economic measures, etc. The Prime Minister affirmed that in the coming time, businesses will feel the new way of doing things, the new atmosphere, and the changes in Vietnam towards creating more favorable conditions for investors so that both sides can win.
