Acting together, continuing to promote the role of APEC
At the Gyeongju International Convention Center (South Korea), after the solemn welcoming ceremony for APEC leaders, President Luong Cuong attended and delivered a speech at the first session of the APEC 2025 Leaders' Meeting with leaders and heads of delegations from 21 member economies and invited guests including the Crown Prince of Abu Dhabi (United Arab Emirates) and the Managing Director of the International Monetary Fund (IMF).

With the theme “Towards a resilient, connected and far-reaching region”, the meeting discussed two major groups of issues: promoting trade and investment in the context of global uncertainty and enhancing public-private cooperation to unlock the potential of the private sector, towards inclusive and sustainable growth.
Speaking at the Conference, President Luong Cuong emphasized the urgent need to increase connectivity and enhance the resilience of APEC economies, especially developing economies, against external shocks and the adverse impacts of technology.

The President proposed three key areas that APEC should focus on.
First, APEC needs to address major bottlenecks in the region's supply chain and infrastructure through effective digitalization of customs clearance processes; upgrading and synchronizing transport, logistics, and information technology infrastructure; harmonizing cross-border data and payment regulations; and narrowing the technology gap between economies.
Second, it is necessary to promote trade and investment cooperation through efforts to realize the Asia- Pacific Free Trade Agreement, implement multilateral trade agreements of the World Trade Organization such as the Trade Facilitation Agreement, and reduce non-tariff barriers.
Third, it is necessary to support the private sector, especially small and medium-sized enterprises, in accessing capital, technology, markets, and improving management capacity to adapt and develop in the digital age.
The President stressed that in the context of macroeconomic instability, a solid microeconomic foundation plays a key role for long-term growth and regional development lessons have also affirmed the very important role of the private sector.
President Luong Cuong affirmed that, as host of APEC 2027, Vietnam will closely coordinate with economies within and outside APEC to strengthen economic connectivity, promote green growth, and create a favorable environment for cooperation and development for a peaceful, stable, and prosperous Asia-Pacific region.
At the 2nd Session of the APEC Leaders' Meeting, affirming the indispensable role of trade and investment in the development and prosperity of the region, APEC leaders pledged to continue promoting regional economic integration; enhancing connectivity in all three aspects: infrastructure - institutions - people-to-people exchanges; supporting the development of small and medium enterprises; promoting trade facilitation efforts, measures to enhance transparency and paperless trade, supporting efforts to ensure self-reliant supply chains in the region and globally. To prepare the region for digital transformation, the Conference agreed that achievements of science and technology and the application of artificial intelligence (AI) must aim to serve humanity.

At the Conference, President Luong Cuong stated that the world is changing rapidly due to remarkable advances in science and technology, along with profound changes in culture, society and the environment, requiring APEC economies to proactively adapt and strengthen cooperation to seize opportunities and overcome challenges.
To adapt to the rapid development of AI and shape a more inclusive, sustainable and humane growth model, President Luong Cuong proposed five major cooperation orientations for APEC. Accordingly, APEC members need to form a common strategic vision on developing an innovation ecosystem and promoting a pioneering role in digital economic governance and AI, especially building necessary standards and rules to ensure a balance between the development motivation of enterprises and the legitimate rights of people and social progress as well as equal opportunities among economies. In addition, APEC also needs to focus on building synchronous, sustainable infrastructure and a safe and reliable digital ecosystem for digital economic development in the region.
The President also affirmed the need for mutual trust - trust in cooperation to build a dynamic, modern, safe, happy and prosperous future for all people in the Asia-Pacific region.

Sharing Vietnam's viewpoint, President Luong Cuong emphasized that science, technology, innovation and digital transformation are the foundation for a new development stage associated with rapid and sustainable growth; and "innovation is the cause of all people, of the whole society, requiring the participation of all levels, all sectors, business communities of all economic sectors and all people".
At the end of the Conference, APEC leaders adopted the Gyeongju Declaration, affirming their strong commitment to jointly promoting new growth drivers, promoting the potential and strengths of the Forum, towards the goal of building an open, dynamic, resilient and peaceful Asia-Pacific community for the prosperity of all people and future generations. The leaders also agreed to adopt the APEC Artificial Intelligence Initiative and the APEC Framework for Demographic Change to promote cooperation in the face of new development trends in the region and the world.

At the APEC 2025 Business Summit, President Luong Cuong also delivered an important speech.
With the theme "Bridge-Enterprise-Reaching Out", this year's Conference includes more than 20 discussion sessions, focusing on issues of particular interest to the business community such as: the world economic situation, challenges and opportunities in the face of fluctuations in the international geopolitical environment, digital transformation, tax policies and multilateral trading systems, infrastructure and ecosystem for artificial intelligence development, cultural industries, global monetary and financial markets, energy security, opportunities for nuclear energy and liquefied gas development, supply chains, public-private partnerships.
At the conference, President Luong Cuong shared his views on lessons from industrial revolutions; the responsibility of Asia-Pacific towards the world; the role of the APEC business community; Vietnam's development path in the new era; and opportunities for cooperation with Vietnam.
The President emphasized that the world is entering the fourth industrial revolution with the fundamental difference being the outstanding breakthroughs of artificial intelligence at an unprecedented speed, with profound and global impacts. From the lessons of previous industrial revolutions, it is important to ensure that from the beginning, this industrial revolution is led by the spirit of cooperation, creating opportunities for all economies to participate, contribute and promote their capabilities.

The President also called on the APEC business community to work with governments to deploy responsible AI, promote open AI, and ensure inclusive AI.
The President affirmed that, in the face of profound changes, instability and uncertainty that the world is experiencing, Asia-Pacific has the capacity and responsibility to play a key role in ensuring global security and economic stability, promoting new growth drivers in science, technology and digital transformation.
To do this, the President said that APEC economies need to overcome differences, together find solutions to narrow differences, increase commonalities so that Asia-Pacific continues to be a region of peace, stability, dialogue and cooperation; a region of economic integration and linkage; a region of cooperation, knowledge sharing, technology transfer and a responsible community.
Sharing about Vietnam's development path in the new era, the President emphasized that after nearly 40 years of implementing the Doi Moi process, Vietnam has achieved important and historic achievements, creating a solid foundation for the country's breakthrough development to enter a new era with the world. That is an increasingly perfect system of institutions and policies according to international standards; a dynamic and deeply integrated economy; a stable socio-political system; and a network of international partners covering all five continents.

The President affirmed that these achievements were thanks to the correct policies, the hands, minds and tireless working spirit of all the people, and the valuable support and cooperation of international friends.
However, according to the President, Vietnam is well aware that, to achieve continuous double-digit growth, towards the goal of becoming a high-income developed country by 2045, there needs to be stronger and more drastic breakthroughs to break down all barriers, remove all bottlenecks, open up and maximize the resources and intelligence of all socio-economic sectors and transform the country's development model.
In addition to promoting three strategic breakthroughs in institutions, infrastructure and human resources, the President said that Vietnam is implementing a series of major reforms in law-making and enforcement, science and technology development, innovation and digital transformation; private economic development; improving and upgrading infrastructure, especially the energy system; investing in people through education and health. Along with that, Vietnam continues to promote deep international integration on the basis of internal strength playing a decisive role, increasing internal strength while taking advantage of external strength, shifting from a "participating" mindset to "proactively contributing".

The President emphasized that in a world full of instability, uncertainty, turmoil and disruption, Vietnam offers businesses stability, safety and opportunities for sustainable success. Accompanying Vietnam, businesses will have a safe and stable socio-political environment; a favorable and transparent investment and business environment; a large market of more than 100 million people; a dynamic, strongly growing and globally connected economy; a young, abundant and well-trained workforce; and an increasingly complete and synchronous infrastructure system.
The President's speech received enthusiastic response and support from the Conference. Delegates highly appreciated Vietnam's comprehensive and balanced viewpoint on the 4.0 industrial revolution, the important role of Asia-Pacific in the new era and especially the very practical proposals on APEC's development orientation and public-private cooperation in building a responsible, open and inclusive artificial intelligence ecosystem.
At the welcome dinner for APEC leaders who arrived in the ancient capital of Gyeongju, South Korea to attend the APEC Leaders' Meeting 2025, President Luong Cuong emphasized three key goals that countries need to coordinate to promote: peace, prosperity and sustainable development for all economies.

The President said that with an understanding of the value of peace and national independence, Vietnam is ready to participate in efforts to mediate, reconcile, end conflicts, maintain and build peace, as well as actively contribute to the international community's post-conflict reconstruction efforts; affirming that prosperity for all nations can only be achieved on the basis of sincere cooperation, equality, mutual benefit and mutual respect.
Sharing Vietnam's viewpoint on sustainable development, President Luong Cuong emphasized the long-term vision and comprehensive and balanced approach; affirming that Vietnam is ready to cooperate with partners to implement programs and projects on energy, digital economy, circular economy, knowledge economy, and high-quality human resource training.
The President stressed that Vietnam, as the host of APEC 2027, will closely coordinate with members to promote APEC's achievements, ensuring that the Asia-Pacific region is a land of opportunity and success. Vietnam looks forward to welcoming all APEC leaders to the APEC Summit Week in 2027 on the beautiful island of Phu Quoc.
Within the framework of APEC, the 36th Foreign and Economic Ministers Meeting (AMM 36) took place. The Vietnamese delegation led by Party Central Committee member, Minister of Industry and Trade Nguyen Hong Dien and Deputy Foreign Minister Nguyen Minh Hang as Co-Heads of the Delegation attended the Conference.

On the topic of connectivity, Minister Nguyen Hong Dien shared key contents to ensure free, open, sustainable and inclusive trade and investment in the Asia-Pacific region.
Accordingly, Minister Nguyen Hong Dien proposed that APEC members strengthen cooperation, share experiences and provide technical assistance in AI capacity building, especially in human resource training, connecting labor supply and demand and supporting people to access free or low-cost AI tools; continue to promote investment cooperation, provide green finance and technology transfer, and support developing economies in applying digital technology and AI in supply chain management, contributing to ensuring seamless and smooth regional trade flows; actively promote the WTO reform process, especially in the field of dispute settlement mechanisms, to improve the efficiency of the organization's operations.
At the Conference, Vietnam announced that it had ratified the Phase I Agreement on Fisheries Subsidies, participated in the Provisional Appellate Arbitration Mechanism (MPIA), and committed to continue supporting and actively contributing to the common effort to strengthen a fair, sustainable, and inclusive multilateral trading system.

On the topic of innovation and prosperity, Deputy Minister Nguyen Minh Hang proposed a number of major orientations that APEC should focus on to promote innovation and shared prosperity in the region.
Specifically, building a regional cooperation framework on emerging technologies to ensure AI and digital innovations serve people and promote inclusive growth; enhancing cooperation on labor mobility, human resource development and sharing experiences in responding to population aging; promoting digital capacity building so that all generations can adapt, contribute and benefit from the digital economy; promoting cross-border cooperation in creative fields to fully unleash the potential of people and communities; investing in creative ecosystems, supporting startups and micro, small and medium enterprises, encouraging the mobility of creative experts, turning innovation and culture into strong drivers for economic growth, job creation and enhancing mutual understanding in the region.
New momentum for Vietnam-Korea cooperation
President Luong Cuong held talks with President of the Republic of Korea Lee Jae Myung. Expressing his delight at welcoming President Luong Cuong, President Lee Jae Myung affirmed that the Republic of Korea always considers Vietnam a key partner in implementing foreign policies in the region; emphasizing that this working trip of President Luong Cuong is of important significance in common cooperation for peace and prosperity in the Asia-Pacific region.

President Luong Cuong was pleased to see that after more than 30 years of establishment, the Vietnam-Korea diplomatic relations have been continuously consolidated and developed; he affirmed that Vietnam consistently attaches importance to the relationship with Korea and hopes that the cooperation between the two countries will continue to have new, more substantial, effective and sustainable changes in all fields.
The two leaders agreed to continue promoting delegation exchanges and high-level and all-level exchanges through diverse channels, effectively coordinate the implementation of existing cooperation mechanisms and promote the substantive implementation of signed cooperation documents between the two countries, especially the agreements reached during General Secretary To Lam's State visit to the Republic of Korea in August 2025; committed to promoting mutually beneficial economic cooperation, in line with the development goals of both sides, creating a major and substantive shift in cooperation.
President Luong Cuong suggested that the two sides coordinate to implement practical measures to soon complete the target of bilateral trade turnover reaching 150 billion USD by 2030 in a balanced and sustainable manner; affirming that Vietnam will create favorable conditions for Korean enterprises to feel secure in investing long-term in Vietnam.

The two leaders agreed to make cooperation in science, technology, innovation, digital transformation and human resource development a new pillar in bilateral relations; and agreed to strengthen cooperation in education, culture and people-to-people exchange to create deeper connections and understanding.
President Luong Cuong asked Korea to continue to pay attention, have policies to protect legitimate rights, ensure security and safety, and create all favorable conditions for the Vietnamese community in Korea to feel secure in living, studying, and working long-term in Korea.
The two sides agreed to cooperate closely and support each other at regional and international forums of mutual interest; jointly promote the early upgrading of the ASEAN-Korea Free Trade Agreement and the implementation of the Mekong-Korea Summit in the coming time.
The two sides shared a common strategic vision on maintaining peace and stability in the East Sea, ensuring legitimate and legal rights in accordance with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).

President Luong Cuong and a high-ranking Vietnamese delegation attended the “Vietnam Day” jointly organized by Gyeongsanbuk Province, the Korean New Rural Development Foundation and the Vietnamese Embassy in Korea to mark the 20th anniversary of the internationalization of the Korean New Village Movement (Saemaul).
Speaking at the ceremony, President Luong Cuong expressed his pleasure to attend the event in an atmosphere of solidarity and friendship in Gyeongju - the leading cultural and tourist center of Korea, which houses world cultural heritage recognized by the United Nations Educational, Scientific and Cultural Organization (UNESCO).
The President recalled the special historical relationship between the two nations when, from the 12th to 13th centuries, descendants of the Ly dynasty of Vietnam came to settle and contributed to the construction of this land. The Ly Thai To Monument - the founder of the Ly dynasty of Vietnam in the 11th century, located in Bonghwa district, Gyeongsanbuk province, is a testament to the strong cultural and historical ties between the two countries.

President Luong Cuong emphasized that the “Vietnam Day” event is not only an opportunity to introduce the country, people, history and culture of Vietnam to Korean friends, but also affirms the close relationship and mutual understanding - the foundation to promote sustainable cooperation between the two countries and the cultural exchange and spiritual harmony become valuable materials to promote close cooperation and strategic connection between the two countries.
The President highly appreciated the role, potential and strengths of Gyeongju city, famous for thousands of cultural and historical heritages; energy centers, high-tech industries, modern transport infrastructure and being one of the industrial driving forces of eastern Korea; emphasized the similarities and development aspirations of Gyeongju city and Gyeongsanbuk province with many localities of Vietnam and the two sides can completely become reliable strategic partners on the path of sustainable development, for the benefit of the people of the two countries.
President Luong Cuong believes that the “Vietnam Day” event will open a new page in cooperation between localities of the two countries; and Gyeongju city deserves to become “The city connecting friendship - a hub for cultural-tourism-industrial cooperation between Vietnam and the southeastern region of Korea”, contributing to strengthening friendship and development cooperation between regions of Vietnam and Korea.

President Luong Cuong visited Busan city and received the city's Mayor Park Heong Joon.
President Luong Cuong suggested that Busan City continue to promote and expand cooperation with Vietnamese provinces and cities, especially in cooperation with Busan City's strengths in the fields of seaports and shipbuilding; thanked and hoped that the Busan City Government would continue to care for and support the Vietnamese community living, studying and working in Busan, thereby contributing to the city's development, as well as effectively promoting its role as a bridge of friendship between the two countries.

President Luong Cuong acknowledged the efforts of the KF Foundation in recent times, demonstrating its pioneering role in the field of cultural diplomacy, consolidating the humanistic foundation for the Vietnam-Korea Comprehensive Strategic Partnership.

The President suggested that based on the potential strengths and affection for the country and people of Vietnam, the KF Fund should continue activities to promote the culture and people of the two countries; promote its pioneering role in expanding cooperation with Vietnam; and step up cooperation in teaching Korean in Vietnam, especially in teacher training, curriculum development and professional exchange, to meet the increasing demand for learning Korean in Vietnam.
Along with that, the President hopes that the Fund will coordinate in organizing events to introduce and promote Vietnamese culture in Korea and Korean culture in Vietnam; support research, digitization and preservation of cultural heritage, especially cooperation projects between research institutes, museums and universities of the two countries as well as promote people-to-people exchanges...
Also at the reception, President Luong Cuong presented a souvenir to Chairman of the Korea Foundation Kim Ghee Whan and presented exhibits to the ASEAN Cultural Center.

President Luong Cuong, along with the high-ranking Vietnamese delegation and the Chairman of the Korea Foundation for International Exchange, also witnessed the signing ceremony of the Memorandum of Understanding (MOU) between the Vietnam Museum of Ethnology and the ASEAN-KF Cultural Center; and visited the installation art exhibition space “Vietnamese Folk Toys: Connection” organized by the Consulate General of Vietnam in Busan in collaboration with the Vietnam Museum of Ethnology (under the Vietnam Academy of Social Sciences) and the ASEAN-KF Cultural Center.
President Luong Cuong and the high-ranking Vietnamese delegation also met with officials and staff of Vietnamese representative agencies in Korea and the Vietnamese community in Southeast Korea. President Luong Cuong also presented Vietnamese books to the Vietnamese community in Southeast Korea.

On this occasion, President Luong Cuong received Chairman of Lotte Group Shin Dong Bin. The President affirmed that Vietnam always creates favorable conditions for foreign enterprises, including Korean enterprises and Lotte Group, to feel secure in long-term investment in Vietnam; at the same time, he asked the Group to continue expanding investment and consider Vietnam as a strategic market, taking advantage of the new generation free trade agreements (FTAs) that Vietnam has signed.
Along with that, the President said that in the process of implementing projects in Vietnam, the Group needs to pay attention to environmental protection, promote links with domestic enterprises, use raw materials that Vietnam can produce, ensure social security for workers, and at the same time create conditions for Vietnamese enterprises to participate in the value chain.
Enhancing Vietnam's relations with partners
Within the framework of the 2025 APEC Leaders' Meeting in Korea, President Luong Cuong met with General Secretary and President of China Xi Jinping.

The two sides highly appreciated the positive progress in the relationship between the two Parties and the two countries in recent times; agreed to continue to increase exchanges and contacts at high and all levels, consolidate political trust, enhance substantive cooperation, promote people-to-people exchanges, and promote the stable, healthy, sustainable and increasingly in-depth development of the Vietnam-China relationship.
President Luong Cuong affirmed that the Vietnamese Party and State always consider developing relations with China an objective requirement, a strategic choice, and a top priority in foreign policy; and suggested that both sides carry out high-level visits well, increase theoretical exchanges between the two Parties, and expand mutually beneficial cooperation in all fields.
Agreeing with the cooperation proposals of President Liang Qiang, General Secretary and President of China Xi Jinping stressed that China highly values its relations with Vietnam; suggested that the two sides continue to deepen the bilateral relations, promote the effectiveness of the theoretical workshop mechanism; and affirmed its readiness to strengthen cooperation in all fields with Vietnam.
The two sides also discussed maritime issues and international and regional issues of mutual concern, agreeing to continue to control and properly handle disagreements, and jointly maintain peace, stability and development in the region.

The two leaders expressed their pleasure at meeting again and highly appreciated the effective development of the Vietnam-Brunei Comprehensive Partnership; agreed to closely coordinate to further deepen the bilateral relationship, bringing benefits to the people of both countries, contributing to peace, stability and cooperation in the region and the world.
President Luong Cuong welcomed the Sultan of Brunei to visit Vietnam in 2025, agreed to continue promoting contacts and delegation exchanges at high and all levels; maintain the implementation of bilateral cooperation mechanisms; continue to effectively implement the Action Program to implement the Vietnam-Brunei Comprehensive Partnership for the 2023-2027 period; and strengthen cooperation in all fields, especially the four priority areas of oil and gas, chemicals, Halal food processing, tourism and people-to-people exchange.
Affirming the creation of favorable conditions for Bruneian enterprises to expand their investment and business in Vietnam, the President suggested that the two sides coordinate and soon sign a Memorandum of Understanding on cooperation in the Halal field; hoped that Brunei would support Vietnamese enterprises in production processes and certification for agricultural products and Halal products; create conditions for Vietnam's Halal products to be exported to Brunei and participate in the global supply chain of Halal goods and food.
The Sultan of Brunei expressed his appreciation and wish to further develop substantive cooperation with Vietnam, including in the fields of trade, energy, oil and gas, culture and people-to-people exchange.
The two leaders also agreed to strengthen solidarity, unity and maintain ASEAN's central role in the region; promote cooperation on regional and international issues of common concern, including the East Sea issue; and promote negotiations on a substantive, effective Code of Conduct in the East Sea (COC) in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

President Luong Cuong met with US President Donald Trump. The two leaders highly appreciated the positive results of the Vietnam-US Comprehensive Strategic Partnership in recent times; agreed to continue to closely coordinate to develop the bilateral relationship in depth, substance, stability and sustainability, in accordance with the interests of the two peoples, making active contributions to peace, cooperation and sustainable development in the region and the world.
President Luong Cuong congratulated the United States on its achievements under the leadership of President Donald Trump and highly appreciated the President’s role in promoting conflict resolution and peace restoration in some regions of the world in recent times. Vietnam is ready to act as a bridge, supporting the search for sustainable solutions to conflicts in accordance with international law.
President Luong Cuong suggested that the two sides soon complete negotiations on a reciprocal trade agreement in a mutually beneficial manner based on the recent Joint Statement, taking into account Vietnam's characteristics and the importance of the bilateral relationship, while promoting cooperation in the fields of politics-diplomacy, economics-trade, science-technology, national defense-security, people-to-people exchange, and overcoming the consequences of war. Vietnam welcomes the United States to make active and responsible contributions to the Asia-Pacific and Indian Ocean regions.
President Donald Trump affirmed that the United States attaches importance to the Comprehensive Strategic Partnership with Vietnam; highly appreciates Vietnam's increasing role and position as well as its efforts in reform, opening up, integration, and strong economic innovation.
President Donald Trump welcomed Vietnam to import key US products. The two sides also discussed regional and international issues of mutual concern. The US leader affirmed his support for ASEAN’s central role and highly appreciated Vietnam’s contributions to regional and international issues.

President Luong Cuong also had a brief meeting with the Prime Ministers of Canada, Thailand, Singapore, Australia and New Zealand. During the meeting, the leaders highly appreciated Vietnam’s development in all aspects in recent times as well as its increasing international role.
President Luong Cuong and other leaders affirmed the importance of promoting substantive and comprehensive development of bilateral relations in the coming time, as well as strengthening close coordination and actively participating in cooperation processes at multilateral mechanisms and forums, including APEC and ASEAN, contributing to stability, peace, cooperation and development in the region and the world.
On this occasion, President Luong Cuong also had a brief meeting with the Prime Minister of Japan; Heads of delegations from Papua New Guinea and Peru and Head of delegation from Hong Kong (China).
The partners all agreed to strengthen substantive and effective bilateral relations with Vietnam, prioritizing areas of each side's advantages and needs such as economics, trade, science and technology, digital transformation, green transformation, and cooperation to respond to common issues such as climate change, natural disaster prevention, food security, and cyber security.
Heads of APEC economic delegations congratulated Vietnam on being trusted to host APEC for the third time in 2027, affirming that they will actively support and closely coordinate with Vietnam to successfully organize APEC 2027.

Japanese Prime Minister Takaichi Sanae affirmed that Japan continues to attach importance to and wishes to strengthen the comprehensive strategic partnership with Vietnam to be increasingly effective and in-depth.
Malaysian Prime Minister Anwar Ibrahim and President Luong Cuong expressed their delight at witnessing the increasingly close, strong and substantial development of the Vietnam-Malaysia Comprehensive Strategic Partnership. Prime Minister Anwar Ibrahim affirmed that Malaysia considers Vietnam one of its top important partners and continues to give high priority to developing relations with Vietnam.
In a conversation with New Zealand Prime Minister Christopher Luxon, President Luong Cuong expressed his delight at witnessing the increasingly positive development of the bilateral relationship in all fields, especially the upgrading of the relationship to a comprehensive strategic partnership during the recent visit of the New Zealand Prime Minister.
The New Zealand Prime Minister expressed his wish to closely coordinate with Vietnam in 2026 when Vietnam chairs the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) Ministerial Council to promote links between CPTPP and its partners.

At a meeting with Deputy Prime Minister and Head of the Papua New Guinea delegation, John Rosso, President Luong Cuong affirmed that Vietnam always attaches importance to and wishes to strengthen the friendly and cooperative relationship with Papua New Guinea and is ready to act as a bridge between ASEAN and the South Pacific island nations and the Pacific Islands Forum (PIF).
In an exchange with the head of the Peruvian delegation, Peruvian Minister of Foreign Trade and Tourism Teresa Stella Mera Gomez, President Luong Cuong affirmed that Vietnam attaches importance to the friendship and multifaceted cooperation between Vietnam and Peru. Minister Teresa hopes that Vietnamese enterprises will increase investment in Peru.
At the meeting with Head of the Hong Kong (China) Delegation, Mr. Lee Ka-sieu, the two sides highly appreciated the positive progress in the cooperation between Vietnam and Hong Kong in recent times. President Luong Cuong suggested that the two sides effectively implement the commitments and agreements reached during Mr. Lee Ka-sieu's official visit to Vietnam (July 2024) and suggested that the Chinese side send a delegation to Vietnam to discuss cooperation in developing a financial center.

President Luong Cuong also received Secretary General of the International Chamber of Commerce (ICC) John Denton. Appreciating the Secretary General's comments and expressing satisfaction with the relationship between ICC and the Vietnam Chamber of Commerce and Industry (VCCI), President Luong Cuong affirmed that Vietnam always attaches importance to the cooperative relationship with ICC - the largest global business organization.
President Luong Cuong said that in the face of current global trade challenges, Vietnam is implementing many adaptive solutions such as: Diversifying markets, developing supporting industries, making the most of new-generation free trade agreements; Reforming institutions, simplifying administrative procedures, improving the investment and business environment; Promoting digital transformation - green transformation to increase the resilience of the economy.
In that process, the President asked ICC to continue to accompany and support Vietnamese small and medium-sized enterprises to improve their integration capacity and participate more deeply in the global value chain, through sharing ICC's tools, standards and practical experience.

Welcoming the ICC's desire to turn its determination and goodwill into reality, President Luong Cuong emphasized that Vietnam is ready to be an active and proactive partner with the ICC in regional and global initiatives, contributing to promoting an open, fair, and sustainable international trade system for peace, prosperity, and opportunities for all.
President Luong Cuong also received Ms. Ly Loi, founder of MEBO International Group of China. The President said that Vietnam is currently promoting economic restructuring, renewing the growth model, diversifying economic sectors, taking science, technology, innovation, and digital transformation as the main driving force for development in the new era.

President Luong Cuong affirmed that Vietnam always creates favorable conditions for foreign enterprises, including MEBO Group, on the basis of strictly complying with Vietnamese regulations and laws, to confidently invest and do business effectively, sustainably and long-term in Vietnam.
Within the framework of the Asia-Pacific Economic Cooperation (APEC) Summit Week in Gyeongju, South Korea, on October 30, Vietnam and Singapore signed a Memorandum of Understanding (MOC) on rice trade cooperation, marking a new step forward in efforts to strengthen economic cooperation and ensure regional food security.
