"3 no" model utilities in Thuong Xuan

(Baothanhhoa.vn) - The “3 no” model (“no need to declare information multiple times when performing public services”, “no need to use cash in some essential services”, “no need to contact the government directly”) brings convenience to people and businesses in daily life. Realizing these benefits, Thuong Xuan district has focused on leading and directing the effective implementation of the “3 no” model and digital transformation (DTS), aiming at the goal of building a digital government, digital economy and digital society.

Realizing that digital transformation is important to change the overall and comprehensive social life, Ngoc Phung commune has focused on leading and directing the effective implementation of Resolution No. 06-NQ/TU dated November 10, 2021 of the Provincial Party Standing Committee on "Digital transformation of Thanh Hoa province to 2025, with a vision to 2030", associated with the "3 no" model. Along with the issuance of the digital transformation implementation plan to 2025, with a vision to 2030, the commune has established a Digital Transformation Steering Committee and 7 community digital technology teams. Determining specific goals for modernizing the local administration, the Digital Transformation Steering Committee of Ngoc Phung commune has promoted its role and responsibility in directing and effectively implementing digital transformation tasks and solutions to build and develop e-government towards digital government, digital economy , and digital society.

Accordingly, the Commune People's Committee has used the province's common software such as: TD-Office, task tracking, electronic "one-stop shop", official email and implemented electronic signatures for documents issued on the network environment. At the same time, 100% of the commune People's Committee officers and civil servants perform management, direction, operation and implementation of tasks on the network environment through TD-Office software and electronic "one-stop shop". Through monitoring, every quarter, the rate of digital signatures of leaders and outgoing documents with digital signatures of the commune People's Committee agency reaches 100%. In addition, the commune's civil servants and civil servants proficiently and effectively use the electronic "one-stop shop" system, Thanh Hoa Provincial Public Service Portal, Online Public Services to receive and resolve administrative procedure records. The organization of receiving, resolving, monitoring administrative procedures according to the "one-stop shop" and "one-stop shop" mechanisms and returning results ensures quality and is on time as prescribed. In 2024, the "one-stop" department of Ngoc Phung Commune People's Committee received and processed 1,442/1,442 administrative procedure records on the electronic "one-stop" information system, reaching 100%. Of which, partially online public services had 1,195/1,195 records; fully online public services had 247/247 records. On the other hand, the commune applied digital technology platforms to establish zalo and facebook groups to create a diverse information network ready to receive all opinions, reflections and recommendations from the people. At the same time, support and promptly and legally resolve the thoughts, aspirations and legitimate needs of the people towards the goal of building a government that serves the people.

In order for the "3 no" model to enter social life, Ngoc Phung commune has promoted propaganda and dissemination of policies, laws, and strategies on information technology application and digital transformation implementation of the Party and State. Along with that, promoting the core role of community digital technology groups in popularizing digital technology and digital skills to each citizen. Coordinate with telecommunications units, banks, and district social insurance to open accounts and e-wallets for retirees, meritorious people, and all people in the area. Along with mobilizing businesses to make cashless online payments for administrative procedures that generate fees and charges, community digital technology groups also directly guide and support people to participate in activities in the digital environment in a broad way, by installing APPs on phones to make cashless payments for essential services, such as: Electricity, water, and environmental services. Through a review of the entire commune, there are currently 4,795/5,205 adults with electronic identification accounts, reaching a rate of 92.1%; 2,660/3,798 smart mobile phone subscribers using basic network information security software, reaching a rate of 70.2%; 4,575/5,648 citizens aged 15 and over have payment transaction accounts at banks and other licensed organizations, reaching a rate of 81%; about 30% of people have accessed the citizen data digital platform on identification management, vaccination, health insurance, social insurance; about 53.7% of people are supported by network operators VNPT and Viettel to provide free electronic digital signatures when using online public services.

Implementing digital transformation associated with the "3 no" model not only helps Ngoc Phung commune develop e-government towards building digital government, but also creates conditions for businesses, organizations and people to gradually access and apply digital technology to innovate production and business methods, expand markets, contribute to job creation, improve income and life.

Following the guidance of the Department of Information and Communications (old), in August 2024, Thuong Xuan district issued a plan to replicate the "3 no" model and digital transformation models in 16/16 communes and towns. In order to achieve the targets and tasks of the digital transformation model and plan, the Standing Committee of the District Party Committee assigned each member of the Standing Committee to be in charge of communes and towns on digital transformation work and the "3 no" model. At the same time, the implementation results of the "3 no" model were used as criteria to evaluate the capacity and completion level of communes and towns.

To start the implementation, the Steering Committee for Digital Transformation of Thuong Xuan district organized an online conference on the implementation of the "3 no" model with the participation of more than 640 members of the Steering Committee for Digital Transformation of communes, towns and community digital technology groups. At the same time, there were 16 working sessions with communes and towns on instructions for implementing the "3 no" model. The Steering Committee for Digital Transformation of the district also strengthened the dissemination of the roles and responsibilities of Party committees at all levels, authorities, the Fatherland Front and organizations in digital transformation associated with the targets and tasks of the "3 no" model.

With the participation of Party committees and authorities from the district to the grassroots level, the implementation of the "3 no" model in Thuong Xuan district has achieved outstanding results. Specifically, the number of people not having to declare information multiple times when performing public services increased from 35% to 90% in the 4 surveyed units. For people making non-cash payments when using some essential services such as electricity, water, shopping at markets, stores, online payments when performing some public services... increased from 22.7% to more than 96.5%. Some services such as online payment for electricity reached 100% and all stores use QR codes in non-cash payments. Or the fact that there is no need to directly contact the government, based on the services performed in the model, it is clear that transactions between people and businesses are mostly in the electronic environment. Notably, people's feedback and recommendations are made through zalo and facebook utility groups; 100% of state agencies in the area send and receive documents via digital platforms.

After nearly 1 year of implementing the “3 no” model, Thuong Xuan district has achieved encouraging results, with all target groups achieved and exceeded in all 3 pillars: digital government, digital economy and digital society. This is the foundation for the district to continue implementing Resolution No. 06-NQ/TU of the Provincial Party Standing Committee on “Innovation in Thanh Hoa province by 2025, with a vision to 2030”.
