Expectations when merging Dak Nong - Lam Dong - Binh Thuan

According to Resolution No. 60-NQ/TW in 2025, Dak Nong, Lam Dong and Binh Thuan provinces will be merged into a new province, named Lam Dong. After the merger, this will be the province with the largest area, opening up a new direction for future development.

People escape "illegal living"

In March, information about the merger of Dak Nong - Lam Dong - Binh Thuan was spread by word of mouth among the people of Da K'nang commune, Dam Rong district (Lam Dong). At that time, although not yet official, the information ignited hope in the hearts of thousands of local people. Because when Dak Nong and Lam Dong merged, they would no longer have to live illegally in their own homeland.

Da K'nang commune has about 400 households living, building houses, and farming in the buffer zone of Ta Dung National Park, in Dak Som commune, Dak Glong district ( Dak Nong ). These are households that have lived stably since the 90s of the 20th century, most of whom are K'Ho people.

However, after the Dak Nong Provincial People's Committee issued Decision No. 1339 dated October 16, 2023, handing over a part of the land of Ta Dung National Park to Dak Glong district for management, the households living at the foot of Ta Dung mountain were officially identified as not residents of Dak Nong province. They are people with permanent residence in Lam Dong province but have assets on land in Dak Nong province.

Mr. K'Bat, head of Pang Dung village, Da K'nang commune, said that the whole village has about 100 households building houses, barns or having assets located on Dak Nong province's land. Previously, local people were worried because after Decision No. 1339, many households would not be granted land use right certificates.

However, according to Mr. K'Bat, after the two provinces merge, the previous natural boundaries will no longer exist, and the issuance of land use right certificates will be more convenient and simpler. "When we heard that the two provinces were merged, we were very happy. We believe that after the merger, land procedures and documents will be resolved, and people will feel secure doing business in their homeland," said Mr. K'Bat.

Mr. Le Dinh Manh, Vice Chairman of the People's Committee of Da K'nang Commune, said that for many years, people have built solid and stable houses but have not been granted land use right certificates. This situation has limited people's land use rights, affecting people's investment and economic development.

According to Mr. Manh, since the beginning of the year, cadastral officers of Dak Som commune, Dak Glong district have visited the commune many times to measure and determine the land area of ​​households. The two localities are actively coordinating to soon complete the procedures to issue land use right certificates to the people.

“In the near future, when the three provinces merge, people will be granted certificates by the new Lam Dong provincial government. This is what people are most looking forward to and excited about. I believe that after the merger, people in the province will feel secure in working, producing, and developing the economy,” said Vice Chairman of the People's Committee of Da K'nang Commune, Le Dinh Manh.

Tourism boom opportunity

The merger of the three provinces of Lam Dong, Dak Nong and Binh Thuan into a new administrative unit will create momentum for comprehensive development, including tourism. With distinct advantages in terrain, climate, culture and connected transport infrastructure, the new Lam Dong province will become a diverse, unique and attractive tourist province.

Mr. Nguyen Van Khoa, Chairman of Binh Thuan Province Tourism Association, said that tourism and services are gradually affirming themselves as a key economic sector in economic development. Binh Thuan owns 192km of coastline with the landscape of "blue sea - white sand - golden sunshine", famous for its high-class resorts and sea sports; Lam Dong has a cool climate, majestic mountain and forest landscapes and typical festivals such as the Da Lat Flower Festival; meanwhile, Dak Nong is rich in ethnic minority identity, notable for its UNESCO Global Geopark, where geological values, landscapes and unique culture converge.

The new Lam Dong province will have a long and beautiful coastline, pine forests, mountains and artificial lakes, providing a diverse and unique ecological experience. The "forest - sea" product chain becomes an advantage to attract a large number of domestic and foreign tourists.

“In terms of tourism brand, Da Lat – the city of thousands of flowers has long been a dream destination for domestic and foreign tourists. Mui Ne – Phan Thiet – Binh Thuan is known as the “resort capital”, with blue sea, white sand and golden sunshine. Meanwhile, Dak Nong is emerging as a destination for geological tourism, exploring the nature and culture of the Central Highlands.

When these three tourism brands are connected, they will create a chain of tourism products from the sea to the forest, from high-end resorts to unique cultural and natural exploration, extending the length of stay and spending of tourists," said Nguyen Van Khoa, Chairman of the Binh Thuan Tourism Association.

Assessing the tourism development opportunities after the merger of the three provinces, Ms. Khuc Thi Thoi, Deputy Director of the Department of Culture, Sports and Tourism of Dak Nong province, said that the newly formed tourist area from the three provinces promises to become a bright spot on the national and regional tourism map.

According to Ms. Thoi, the merger and consolidation will attract tourists, especially international tourists, by creating attractive tourism packages, combining all three destinations. In particular, the merger creates opportunities for localities to connect, build tours and tourist routes, creating conditions to attract investment in tourism facilities such as hotels, restaurants, and entertainment areas to meet the increasing needs of tourists.
