Regularly propagate to raise people's awareness of protecting and not encroaching on the corridors of rivers, streams, canals, ditches and public lakes; not littering in sewers and manholes causing blockage of the drainage network. Propaganda and mobilize people around canals to support and agree on site clearance when implementing urban flood prevention infrastructure projects.

The overall project to prevent flooding in Tay Ninh city and Hoa Thanh town for the periods 2019-2020, 2021-2025 and 2026-2030 has identified locations, areas, and points of frequent and local flooding and proposed solutions, remedial measures, and proposed drainage projects (including 5 main projects) as a basis for shaping the overall drainage control framework in Tay Ninh city and Hoa Thanh town in the past time.

People must raise awareness of protecting urban drainage canal corridors.

In Tay Ninh city, there are 7 main points flooded when there is prolonged heavy rain (flooding during and after the rain) in wards 1, 2, 3, 4, Hiep Ninh ward, Ninh Thanh ward area, the north of Tay canal and some roads flooded locally when there is heavy rain (intersection of Hoang Le Kha street and 30.4 street; in front of Tay Ninh Forestry Department; CMT8 street section from The Hien gas station to Nguyen Trai street intersection; Alley 99 CMT8 street and Hiep Ninh ward People's Committee section connecting Ly Thuong Kiet and Lac Long Quan streets; area behind Ward IV market; Dry Vang stream area, Thanh Tan commune, Tan Binh commune).

In Hoa Thanh town: The largest flooded area is concentrated around Ca Na lake area down to Tan Huong culvert, Kieu culvert; 4 points of prolonged flooding in residential areas in Hiep Tan, Long Thanh Bac, Long Thanh Trung wards, Truong Tay commune and the remaining areas are mainly flooded locally….

In the past, 4 projects invested by the provincial level and 14 projects (including drainage items) invested by the district level have contributed to solving the flooding situation in Tay Ninh city and Hoa Thanh town. In addition, there are also combined projects implemented in Tay Ninh city and Hoa Thanh town. In general, the implemented projects have brought about effective drainage as per the set goals.

Basically, the flood prevention projects according to the project (4 projects invested by the provincial level) together with the implementation of combined projects at the local level (14 projects invested by the district level) and the periodic dredging of ditches, sewers, and drainage manholes have effectively promoted flood prevention in 2 urban areas (Tay Ninh city, Hoa Thanh town). In general, the flooding situation in Hoa Thanh town, flood points No. 2, No. 4, 140 ha flood point in Ninh Thanh ward and basically part of flood points No. 3, No. 5, No. 6 in Tay Ninh city has been resolved, the rate of flood reduction reached about 68% compared to the project's target.

The urban drainage project of Tay Ninh city and part of Hoa Thanh town has been effective after implementation.

Regarding the remaining flooding points in Tay Ninh city, through monitoring and reviewing the urban flooding situation in the province when there has been prolonged heavy rain in the past time, it has been noted that flooding is frequent in some areas in Tay Ninh city. The common cause is climate change, extreme weather, sudden and prolonged heavy rain, occurring more and more frequently, along with high tides, rainfall exceeding the design frequency causing flooding; the drainage infrastructure system in some places is not synchronous, there is no rainwater drainage system; many sewers have been formed for a long time, through many periods, although they have been renovated and upgraded, they are still patchy, lacking connectivity between the new and old drainage systems, not keeping up with the speed of urbanization; maintenance and dredging work has not been carried out promptly and regularly; Some projects are slow to deploy or have been deployed but have not ensured the investment scale according to the approved project objectives; infrastructure has not been connected, drainage systems have not been cleared; budget capital for investment in drainage systems is still limited.

In addition, some roads do not have drainage systems (Boi Loi; DT.784, DT.793; Tran Van Tra; Tran Phu; Nguyen Van Rop...) and the drainage system is overloaded (CMT8; 30.4...). Most of the alleys in Tay Ninh city have not been invested in a synchronous drainage system, there is no main drainage system to connect to the drainage systems collecting each area, and the reservoir projects have not been implemented according to the plan, so drainage and drainage connections are also difficult.

Currently, projects are being implemented and prepared for investment, in Tay Ninh city: CMT8 road improvement project (section from Quan bridge to Dien Bien Phu street, expected to start construction in 2024; Nguyen Van Rop street project; drainage system repair project on DT.784 street; preparing to invest in alleys on Nguyen Van Rop street, alley 9 on Trung Nu Vuong street, alley 19 on Tua Hai street; research, survey, propose feasible solutions to improve Tay Ninh canal. In Hoa Thanh town: Ton Duc Thang Street Expansion and Drainage System project (from Thuong Thau Thanh street to National Highway 22B), expected to be completed in 2026.

Continue to review and implement solutions, deploy investment in construction projects to thoroughly resolve the identified flood points, study investment in expanding the canal bed (solidifying) the main drainage canals and ditches; regularly monitor the resolved flood points and promptly propose solutions, treatment plans, and synchronous and effective investment to avoid the recurrence of flooding when it rains.

The Provincial People's Committee requested that each urban area develop a plan to maintain the drainage network and regularly dredge and clear the main urban drainage canal system. Focus on investment capital to build drainage systems in urban areas; prioritize investment in urgent projects to solve serious environmental pollution in concentrated residential areas that directly affect people's health and lives. Integrate capital sources into the medium-term investment plan of the Central Government and the province for each period until 2025 and the period 2026-2030.

Comply with the protection corridor of the main drainage routes of the urban area and issue regulations on management and use of corridors on the banks of rivers, streams, canals, ditches and public lakes in urban areas in Tay Ninh city and Hoa Thanh district.

The Provincial People's Committee also requested to regularly propagate to raise people's awareness of protecting and not encroaching on the corridors of rivers, streams, canals, ditches and public lakes; not to litter in sewers and manholes causing blockage of the drainage network. Propaganda and mobilization of people living around canals to support and agree on site clearance when implementing urban flood prevention infrastructure projects.
