Along with stabilizing the new government model, local Party committees have also focused on organizing Party congresses at all levels, leading up to the 14th National Congress of the Party. During this crucial period, the system of goals and tasks for socio-economic development and ensuring national defense and security has been initially shaped and implemented in practice, in accordance with the new context in each locality. On August 1st, the Politburo and the Secretariat of the Central Committee requested a strong shift towards the grassroots level taking the initiative in managing socio-economic affairs and national defense and security.
The government is functioning smoothly.
One of the outstanding results after more than a month of operating the two-tiered government model is that the provinces, cities, and communes, wards, and special zones after the merger have quickly stabilized their operations, avoiding any gaps in management and providing better services to the people and businesses. Simultaneously, localities have reviewed and reassessed the current state, socio- economic characteristics, and national defense and security tasks based on the new administrative units, as a basis for establishing goals and tasks for the next term.
In a short period of time, a historical milestone has been set as the entire country simultaneously implemented a two-tiered local government model for the first time. In particular, all 3,321 commune, ward, and special zone Party committees will hold their first Party congresses for the 2025-2030 term. This marks the beginning of a new phase of development, of special significance to each locality.
Based on practical observations, many commune, ward, and special zone Party committees across the country have successfully held their congresses. A common denominator is that these commune-level Party committees have demonstrated a very high level of determination, clearly defining their viewpoints, goals, key tasks, and breakthroughs in order to join the rest of the country in entering a new era of development.
The development expectations for the new phase are groundbreaking, clearly demonstrating the potential and strengths of each locality. In Hanoi , city leaders attended and directed the Party congresses of communes and wards. Politburo member, Secretary of the Hanoi City Party Committee, and Head of the Hanoi City National Assembly Delegation, Bui Thi Minh Hoai, while attending the First Party Congress of Phuc Tho Commune, term 2025-2030 (July 23, 2025), emphasized: “The First Party Congress of Phuc Tho Commune is an important political event for the Party Committee, government, and people of the commune, and also a milestone that opens the way and inspires a new stage of development – where faith, aspirations, and responsibility converge to write more glorious chapters in the history of our homeland, making Phuc Tho an ecological urban area of the Capital.”
The Party Congresses at all levels, currently underway, are both important political events and historical milestones in each locality following the reorganization of administrative units. Therefore, local Party committees and governments need to fully and deeply understand this, thereby shaping a future development plan that ensures long-term, sustainable growth and strong, dialectical connections. This crucial issue has been repeatedly emphasized by General Secretary To Lam.
In his directive speech at the First Party Congress of Nghia Tru Commune (Hung Yen Province), term 2025-2030 (July 14, 2025), the Party leader clearly stated: “We must affirm the role of the commune in the new development space, and build a new development space that meets the conditions in terms of population size, has a larger natural area, and a diversified economic scale. The commune Party committee needs to build a team of cadres with sufficient dedication, vision, talent, and trustworthiness, ensuring that words are matched by actions, avoiding formalism, ostentation, and reluctance to innovate, promoting democracy within the Party, while strictly maintaining discipline and order.” The issues raised by General Secretary To Lam regarding Nghia Tru Commune are also particularly important considerations for localities nationwide after administrative unit reorganization.
In summary, the simultaneous operation of local governments at both levels, along with the organization of Party congresses at all levels, is creating many favorable conditions and a rare opportunity for Party committees and governments at all levels to demonstrate their capabilities, adaptability, proactiveness, and creativity in closely combining the building of a clean and strong Party and political system with leading socio-economic development and ensuring national defense and security in the locality.
Strengthening capacity at the commune level.
The Central Committee has always set very high standards for local government apparatuses operating under the new model. Exactly one month after its implementation, the Politburo and the Secretariat issued Conclusion No. 183-KL/TƯ (dated August 1, 2025) on actively implementing the two-tiered local government model, strongly shifting the grassroots level towards proactively managing socio-economic affairs, national defense, and security.
Thus, one of the requirements that the Central Committee particularly emphasizes for local governments at both levels after they have stabilized is to "strongly shift the grassroots level towards proactively taking control and managing socio-economic affairs, national defense, and security." In reality, the effectiveness of leadership, guidance, and management by local Party committees and governments ultimately depends on the results achieved in socio-economic development and ensuring national defense and security. In other words, the core requirements currently placed on local Party committees and governments are stable and smooth operation to serve the goals of socio-economic development and national defense and security. These requirements have a dialectical relationship aimed at realizing the ultimate goal of improving the material and spiritual lives of the people. This is one of the goals of socialism that we are striving to build.
Given its importance, the Politburo and the Secretariat of the Central Committee require Party committees and organizations at all levels, from the central to local, to continue ensuring the stable and smooth operation of local governments at both levels, serving the people and businesses even better. Along with this, grassroots Party committees and governments should focus on promoting socio-economic development and organizing Party congresses at all levels according to schedule.
In carrying out their assigned responsibilities and tasks, the current high demands on agencies, units, and localities are to be extremely proactive, creative, and not dependent on or reliant on higher levels. Accordingly, Party committees and governments of provinces and cities need to continue to urgently strengthen the capacity of the grassroots level, especially in terms of the staff, ensuring both quantity and quality. Along with that, they should promote decentralization and delegation of power; innovate the structure of budget allocation for grassroots governments, allocate budgets, and provide adequate facilities, conditions, and means of work. Another extremely important task is to train and improve the capacity of grassroots officials and civil servants, especially in areas related to socio-economic development in the new context, modern administrative management skills, information technology application, and administrative communication.
On a general level, the Party and State of Vietnam have always identified the central task as building an independent, self-reliant, and strong economy that develops rapidly and sustainably. In the new revolutionary period, our country has established a growth model that takes science, technology, innovation, and digital transformation as the main driving force, while simultaneously mobilizing all other resources to contribute to national development. In this context, local governments at both levels, especially at the commune level – the administrative level closest to the people – need to innovate their management thinking towards a development-oriented government. The organizational structure at the commune level needs to operate in a streamlined, efficient manner, in line with the two-tier model of working for the people and serving their needs. The staff of communes, wards, and special zones need to have comprehensive capabilities, the ability to apply digital technology, understand the people, be deeply involved in practical matters, and vigorously implement administrative reforms and digital transformation to serve the people and businesses in the best possible way...
In particular, along with successfully organizing the congress as planned, the newly elected Party committees at all levels in localities need to urgently concretize the congress resolutions into action programs and plans, with clear tasks and specific assignments for each cadre, civil servant, and public employee...
In the current context, local governments at both levels, especially at the commune, ward, and special zone levels, are overwhelmed with work. To successfully accomplish tasks ranging from socio-economic development and national defense and security to serving citizens and businesses in handling administrative procedures, the most important requirement is that the staff must be truly exemplary, honest, and courageous in their thinking, actions, and responsibilities. They must be willing to sacrifice personal interests and always prioritize the common good of their agency, unit, and locality.
