The memorandum was given to Mr Trudeau in February, just days before searches for mysterious phenomena in the sky – known as Unidentified Aerial Phenomena (UAP) – were called off.
The classified document says the flying object shot down by US forces over the Yukon (Canada) was the 23rd UAP tracked across North America in the past few weeks in early 2023.
On February 11, Canadian Prime Minister Justin Trudeau said that a US F-22 fighter jet had shot down an unidentified object in the sky over Canada. Trudeau then announced the shooting down on Twitter, saying that the incident took place in the Yukon territory in northern Canada.
He said Canadian forces would retrieve and analyze the wreckage. However, Canada later called off the search due to weather difficulties and the remote location.

The Daily Mail recently reported that a memo dated February 15, which was obtained and carefully edited by CTV News (Canada), revealed that top officials of the Trudeau government admitted to being confused by the February 11 incident.
The Trudeau government now admits that while many UAPs are considered harmless, many details of “object 23” remain unverified.
"The North American Aerospace Defense Command (NORAD) numbers objects each year for ease of tracking. After cross-checking, most objects are found to be harmless," the memo states. In this particular case, the memo adds, Canadian intelligence is unclear as to what UFO #23 could be.
The February 11 incident comes as the United States is on high alert after a Chinese balloon entered its airspace. The United States shot down a Chinese balloon off the coast of South Carolina on February 4.
The balloon incident caused US Secretary of State Antony Blinken to postpone his visit to China at that time. On the Chinese side, the country's Foreign Ministry affirmed that the balloon had no spying function but was only a civilian weather balloon.

Following the February 11 incident, other flying objects were also shot down in the state of Montana and at sea off the coast of the US state of Alaska between February 10 and February 13.
US President Joe Biden said on February 16 that all three objects posed no threat to the public. At that time, Mr. Biden affirmed that "there is nothing to suggest that the UFOs are related to China's spy balloon program or that they are surveillance vehicles from any other country."
"The intelligence community's assessment is that these three objects are most likely balloons associated with private companies, recreational organizations, weather research or other scientific research," he added.
However, while US intelligence downplayed the significance of the UFOs, Canadian officials called for analysis of the debris before making any assessment.
