Focus on two pressing issues
At the national online conference to review the work of ensuring traffic order and safety in the first 9 months of the year, directions and tasks for the fourth quarter of 2023, organized by the National Traffic Safety Committee this morning, October 10, Minister Nguyen Van Thang gave instructions after a series of tragic accidents that have occurred recently.

Minister of Transport Nguyen Van Thang said that in recent years, the work of ensuring traffic order and safety has achieved encouraging results. Every year, the number of incidents, deaths and injuries has decreased, with each year's decrease being much greater than the previous year.
Traffic accidents continued to be controlled and reduced compared to the same period in 2022 in terms of the number of cases (down 90 cases) and the number of deaths (down 60 deaths). In particular, the number of traffic accidents caused by drivers violating alcohol concentration regulations during peak periods decreased sharply compared to previous years.
However, according to the Minister, in the past 9 months, there have been many places where tragic and regrettable traffic accidents have occurred, the most recent being 2 cases: a car accident in Dong Nai that killed 5 people due to the awareness of traffic participants, the initial conclusion of the police agency showed that the truck encroached on the lane leading to the tragic accident. The case of 3 underage children driving a motorbike in Ha Giang caused an accident, all 3 died. The accident in Dak Lak also involved a truck and a passenger bus, causing 13 casualties.
The Minister of Transport stated that traffic culture has not been clearly formed. The assurance of traffic order and safety is sometimes and in some places lax, some violations have not been completely resolved, traffic accidents have decreased but according to the assessment, it is not safe and not sustainable.
The Minister asked the conference delegates to look directly at the outstanding issues in the third quarter and the past nine months.
“Particularly focus on two pressing issues that are of public concern: ensuring traffic order and safety in automobile transportation business activities. Clarify which areas are weak, whether in legal regulations or enforcement, and if enforcement is in place, which areas and levels have not performed their functions well. In addition, the phenomenon of underage teenagers, without a driver’s license, driving motorbikes causes traffic accidents in some localities,” the Minister requested.

Reporting at the conference, Mr. Khuat Viet Hung, Vice Chairman of the National Traffic Safety Committee, said that with the strong direction of the Government and the Prime Minister , and the active participation of ministries, branches and localities, the traffic order and safety situation in the first 9 months of 2023 was basically ensured.
Accordingly, in the first 9 months of 2023 (from December 15 to September 14), there were 8,335 traffic accidents nationwide, killing 4,765 people and injuring 5,802 people. Compared to the same period in 2022, the number of cases decreased by 90 cases (-1.07%), decreased by 60 deaths (-1.24%), and increased by 216 injuries (+3.87%).
However, Mr. Khuat Viet Hung emphasized that the worrying thing is that there are still a number of particularly serious traffic accidents (22 cases), killing and injuring many people, causing outrage in public opinion.
Typically, in Quang Nam, there were 4 extremely serious traffic accidents that killed 19 people and injured 25 people, including a traffic accident in Nui Thanh district that killed 10 people; in Nghe An, there was 1 accident that killed 3 people and injured 1 person; in Hoa Binh, there was 1 accident that killed 3 people and injured 1 person; a traffic accident in Dien Bien that killed 4 people and injured 1 person; a traffic accident in Gia Lai that killed 2 people and injured many people; a traffic accident in Phu Yen that killed 4 people and injured many people; a traffic accident in Lao Cai that killed 3 people; a traffic accident in Khanh Hoa that killed 4 people.
Most recently, there was a traffic accident in Ha Giang that killed 3 people and in Dong Nai that killed 5 people.
The reason for these shortcomings is that the enforcement of laws on traffic order and safety in some localities is still limited; the coordination in performing tasks of ensuring traffic order and safety between agencies and forces is sometimes not tight, considering ensuring traffic order and safety as the sole responsibility of the Transport sector and the Police.
The awareness of compliance with legal regulations on traffic order and safety of a number of traffic participants, drivers and business owners is still weak. Party committees, authorities and functional forces in some localities are still lacking in determination in directing, and in some places, they completely rely on the functional forces./.
