
Identifying the "bottleneck"
According to Project Management Board 4, representing the investor (Vietnam Road Administration), the districts through which the project passes have handed over 62.2/71.38 km of land (over 87%). However, many sections have not been handed over continuously, causing difficulties in construction implementation.
Looking from Phuoc Son district, 22 out of 23.78 km of land has been handed over, but 16 sections totaling 1.35 km cannot be constructed. The Phuoc Son district authorities stated that the remaining 1.78 km has not been handed over because the compensation plan has not yet been approved. The district has directed Phuoc Hoa and Phuoc Hiep communes to complete the legal procedures regarding land. However, the development of the compensation plan remains difficult due to the lack of regulations from the Provincial People's Committee on land acquisition, compensation, support, and resettlement under the 2024 Land Law.

Hiep Duc district has the longest land clearance requirement among the three districts, with 30.2km. After a period of accelerated efforts, the district has handed over 26.6km to the investor. Similar to Phuoc Son, Hiep Duc district has 5 sections of land totaling 1.85km that, although handed over, cannot be constructed due to technical infrastructure obstacles and lack of access roads. The remaining land clearance bottleneck is located in Binh Lam commune, involving 14 households, including 6 households eligible for resettlement who have not yet been relocated. Que Tho commune still has 27 cases that have not been compensated for various reasons; 4 households have received compensation but are not allowing construction to proceed. Tan Binh town is facing issues with 113 households whose compensation plans have not yet been approved.
The biggest and longest-standing bottleneck in land clearance through Thang Binh is the construction site of the railway overpass in Binh Quy commune, affecting 59 households (63 plots). This section spans 399.12 meters, out of a total of 17.4 kilometers of land within the project's construction area. According to the investor, Thang Binh has handed over 13.6 kilometers of land, but 121 sections totaling 8.713 kilometers have only had drainage ditches and embankment widening constructed. Notably, 110 households have had their compensation plans approved but have yet to accept the money.
Find a way to resolve the issue.
The investor stated that time to complete the project is running out (within 2025), therefore, they requested the province to direct the electricity and telecommunications companies to urgently coordinate and relocate from the project's construction area. Immediately after the electricity company relocates, the telecommunications company should dismantle and relocate its equipment to clear the site for the contractor. Regarding Thang Binh district, the investor requested the district to prioritize land clearance for the railway overpass area; and to quickly resolve land clearance issues to connect the smaller sections so the contractor can complete the foundation and road surface.

To resolve land clearance issues in Hiep Duc, the investor requested the district to prioritize land clearance for 3 households located in Binh Lam commune. This would allow the contractor access to the 1.1km of land already handed over for the Viet An bypass section. They also urged the district to expedite land clearance for 39 households in Que Tho commune to complete the foundation and road surface construction. Finally, they requested a prompt determination of eligibility for compensation for the 29 land cases located in Tan Binh town.

Working with the Vietnam Road Administration, Project Management Board 4, and relevant departments and localities recently, Vice Chairman of the Provincial People's Committee Tran Nam Hung requested the Standing Committee of the District Party Committee, the People's Committees of Thang Binh, Hiep Duc, and Phuoc Son districts, and the entire political system of the districts to take decisive action, focusing on directing and organizing propaganda and mobilization of the people, and resolving each specific case. For compensation plans that have been approved, localities should strengthen propaganda and mobilization, organize final dialogues; and at the same time, develop plans to protect construction or enforce land acquisition in accordance with regulations to hand over the entire site before October 30, 2024.
For areas where compensation plans have not yet been approved, Vice Chairman of the Provincial People's Committee Tran Nam Hung requested that all relevant documents and procedures be fully completed, the plans finalized, and sufficient land for resettlement (if any) be prepared for approval immediately after the Provincial People's Committee issues regulations on compensation, support, and resettlement when the State recovers land according to the provisions of the 2024 Land Law. He emphasized the need to resolutely apply all measures to hand over the entire land area before December 31, 2024.
During the process of finalizing the compensation plan approval, public awareness campaigns were conducted to encourage people to support and hand over necessary land in advance to ensure continuous construction and facilitate the installation of drainage ditches and asphalt paving of the road surface.
Vice Chairman of the Provincial People's Committee Tran Nam Hung requested Quang Nam Power Company to focus on coordinating the handover of land and promptly direct the construction unit to complete the relocation of the remaining electrical infrastructure. Quang Nam Telecommunications and Viettel Quang Nam were instructed to urgently dismantle and relocate the remaining telecommunications cable system; Quang Nam Water Supply and Drainage Joint Stock Company was urged to actively coordinate with Thang Binh district and Project Management Board 4 to relocate the domestic water supply system to ensure synchronization and timeliness with the project construction.
