Hanoi established two steering committees to remove institutional and planning obstacles.

On the afternoon of November 18, Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc chaired conferences to announce the decision to establish two steering committees: the Steering Committee for building and perfecting institutions and specific policies for the development of the Capital; the Steering Committee for deploying and implementing the Capital Planning for the 2021-2030 period, with a vision to 2050, and the Capital Master Plan to 2045, with a vision to 2065, to focus on removing obstacles in the Capital's institutions and planning.
