Removing obstacles and speeding up the progress of the infrastructure project of Que Vo Industrial Park 2 expansion

BAC NINH - On the afternoon of November 19, comrade Pham Hoang Son, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Bac Ninh province chaired a conference to review the progress of the implementation of the Que Vo Industrial Park Expansion Project 2. Also attending were comrade Pham Van Thinh, member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation, and representatives of relevant departments, branches and localities.

The Que Vo Industrial Park Expansion Project 2, invested by Kinh Bac Urban Development Corporation - JSC, was approved in principle and by the Provincial People's Committee in Decision No. 333/QD-UBND dated April 28, 2025.

Comrades Pham Hoang Son and Pham Van Thinh attended the conference.

The project is implemented in Chi Lang commune and Phuong Lieu, Bong Lai and Que Vo wards with a scale of about 140.34 hectares, with a total registered investment capital of more than 1.8 trillion VND.

After the meeting on September 28, 2025 on the progress of the project, departments, branches, localities and investors actively participated, urgently completed documents and procedures for land recovery and compensation in accordance with legal regulations. Payment and compensation work was implemented from November 1, 2025. As of November 18, 2025, the land area for which compensation and support payments had been made reached 62.3/92.9 hectares of agricultural land, equivalent to about 67.06%, with a total payment of about VND 268.34 billion.

Representatives of Bong Lai ward leaders reported the results and proposed some solutions for implementation in the coming time.

However, there are still some households that have not agreed to receive compensation, causing difficulties in the work of land ownership, land origin verification, asset counting and conversion.

At the conference, representatives of Chi Lang commune leaders affirmed that they will continue to coordinate with the Gia Thuan Land Fund Development Center Branch and the investor to propagate and mobilize households and party members of Yen Gia village to receive compensation and support, and strive to complete site clearance before November 30, 2025.

Investor representative clarified some project implementation contents.

A representative of Bong Lai ward said that in the coming time, they will coordinate to pay compensation for contracted land, assets and graves in Mo Dao residential group, and at the same time, mobilize 11 households in Mo Dao area (nearly 11,000 m²) and 4 households in Vu Duong area (more than 2,600 m²) to receive compensation and support. Phuong Lieu and Que Vo wards are also coordinating to review and develop a preliminary compensation plan, publicly post it at the cultural house and implement payment according to regulations.

In addition, some delegates suggested that communes and wards continuously maintain propaganda teams, mobilize the remaining households to agree to receive compensation money, notify households that have received money to stop farming, and request localities to agree to temporarily hand over the site so that investors can drill, survey, and construct leveling on the compensated area.

Concluding the meeting, comrade Pham Hoang Son affirmed that the Que Vo Industrial Park 2 expansion project is very important in the province's high-tech industrial development strategy. He praised the efforts of relevant departments, branches, and People's Committees of communes and wards in the past time, and the site clearance work has achieved certain results.

However, the completion of site clearance in some important areas within the project scope still has many shortcomings and problems, failing to meet the set requirements.

Faced with difficulties and problems, he suggested that it is necessary to continue promoting propaganda and mobilization work, first of all, cadres and party members must be exemplary to spread the spirit of consensus among the people. Ensuring people's lives, planning cemeteries, and choosing the most optimal solution to meet the people's legitimate aspirations is an urgent requirement.

He emphasized the need to implement a synchronous policy of compensation for crops and people's property in a satisfactory manner, in accordance with the law. The role and responsibility of the secretaries and chairmen of communes and wards need to be promoted, clearly demonstrating the role of leaders, closely following the grassroots, and closely coordinating with other sectors to speed up the implementation progress.

Regarding specific problems, he requested relevant departments, branches and agencies to closely coordinate to promptly resolve them, continue to speed up progress, and put the project into operation to attract secondary investors.

He also assigned the Provincial Police to urgently direct the police force to grasp the situation, clearly identify and take resolute measures to combat bad elements, who show signs and acts of inciting and inciting people to not comply with the State's policies, and deliberately oppose and violate legal regulations during the implementation of the Que Vo Industrial Park Expansion Project 2.

Collectives, individuals and households with outstanding achievements in site clearance work were awarded Certificates of Merit by the Chairman of the People's Committee of Bac Ninh province.

On this occasion, the Chairman of the Provincial People's Committee awarded Certificates of Merit to 2 collectives, one household, and 3 individuals with outstanding achievements in site clearance for the Que Vo Industrial Park 2 expansion project. Specifically, the 2 collectives include: Officials and People of Bong Lai Ward; Officials and People of Mo Dao Residential Group, Bong Lai Ward; Mr. Nguyen Van Nghi's household, Mo Dao Residential Group, Bong Lai Ward; individuals including Mr. Nguyen Van Tho, Chairman of Bong Lai Ward People's Committee; Nguyen Van Thanh, Vice Chairman of Bong Lai Ward People's Committee; Nguyen Van Oanh, Head of Economic - Infrastructure and Urban Department of Bong Lai Ward.
