Head of the Economic - Urban Infrastructure Department of Kien Hung Ward Pham Nguyen Trong said that from July 1, 2025 to October 31, 2025, the Ward People's Committee has received 18 applications for the first issuance of land use right certificates (LURCs). Of which, the Ward People's Committee has issued 4 LURCs, is processing 3 cases, 1 case of a citizen requesting to withdraw and return 10 applications due to not meeting the conditions.

Regarding the results and progress of granting agricultural land use right certificates: The ward has granted 4,240/4,844 plots (not including the part received from Phu Luong ward with an area of about 25 hectares, not yet granted land use right certificates, belonging to Van Noi and Nhan Trach cooperatives); 604 plots have not been granted yet.

Regarding the results of reviewing and allocating service land: Currently, 3,884 cases have been reviewed and approved (of which 3,676 have been allocated land and 3,502 have been granted certificates); 430 cases have not been reviewed yet.

About the matter Review and summarize violations of agricultural land, public agricultural land and public land in the ward (after the merger) that still need to be handled and remedied are 730 cases, with an area of 7.56 hectares. As a result, 20 cases have been handled, with an area of 1.95 hectares. The total number of violations that need to be handled until October 1, 2025 is 711 cases, with an area of 5.61 hectares. These violations are mainly old ones from the period of Thanh Oai district (old) before merging with Phu La ward (old), now Kien Hung ward (new)...

Responding at the explanation session, Chairman of Kien Hung Ward People's Committee Chu Manh Ha analyzed the practical situation of land management in the ward and the direction to solve arising problems. Regarding the issue of service land, the view of the ward People's Committee is that cases that are correct and meet the conditions will be resolved immediately; currently, the Department of Economic Infrastructure and Urban Areas is reviewing and declaring according to the prescribed form. Regarding the issuance of residential land use right certificates, the ward is reviewing and dividing them into different types to create transparency in guiding people to complete the application documents...

"To solve the existing problems and issues arising in practice, in addition to the efforts of the staff, the Ward People's Committee hopes to receive the consensus and support of the People's Council delegates, residential groups and people" - Chairman of the Ward People's Committee Chu Manh Ha emphasized.

Concluding the explanation session, Party Secretary and Chairman of Kien Hung Ward People's Council Nguyen Tien Quyet said that 10 delegates had expressed their opinions, focusing on 7 major contents. Through discussion, questioning and answering questions, the Standing Committee of the Ward People's Council realized that land management has changed positively, but it is still necessary to continue to strengthen discipline, improve responsibility, promote propaganda, inspection, supervision, strictly and legally handle violations of land management, ensure land use according to planning, for the right purpose, serving the common interests of the community and sustainable development of the locality.

After the explanation session, the Standing Committee of the Ward People's Council will assign the Ward People's Committee to develop a specific plan to solve the 7 major issues raised today, in which it will select and prioritize issues that need to be resolved soon and immediately. The implementation plan must have a clear roadmap, clear deadline and specific results.

The Standing Committee of the Ward People's Council will synthesize, issue a notice of conclusions and make specific recommendations to relevant agencies and units for implementation. At the same time, it is requested that the Standing Committee of the Ward People's Council, Committees, Groups and People's Council delegates, and the Ward Vietnam Fatherland Front Committee strengthen supervision of the implementation of conclusions and recommendations after the explanation, ensuring the actual effectiveness of the explanation session activities.
