The reorganization of this branch system is carried out in sync with the new administrative management model of 34 provinces and cities after the merger, implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the Central Committee and Resolution No. 60-NQ/TW dated April 12, 2025 of the 13th Party Central Committee on the arrangement of provincial-level administrative units.
The State Bank affirmed that the streamlining of 63 branches into 15 regional State Banks will not create new organizations, maintain the same number of focal points, reduce overlap, save operating costs and facilitate direction and management. Each regional State Bank will undertake the function of state management of currency, banking and foreign exchange in the provinces and cities.
During the reorganization process, the State Bank pays special attention to ensuring the rights and stabilizing the positions of its staff. The streamlining of the apparatus is carried out according to the principle of minimizing the impact on personnel, not increasing the number of departments of the current regional State Banks compared to the old model.
At the same time, regional State Banks will also coordinate with localities to establish Party organizations in accordance with the direction of the Secretariat in Conclusion No. 151-KL/TW dated April 25, 2025, ensuring the Party's comprehensive leadership role in vertical management organizations.
Previously, the State Bank issued 14 Decisions amending and supplementing the Decision on establishment, regulating the functions, tasks, powers and organizational structure of 14 Regional State Banks (except for the State Bank of Region 1 - Hanoi ), ensuring a synchronous, unified and effective operating system, in accordance with the administrative management model of 34 provinces and cities after the merger. This is a key step, demonstrating the determination to reform administration, improve the capacity of state management of currency, banking and foreign exchange activities at the local level.
15 regional State Banks are located in key economic and administrative centers in each region. This arrangement ensures the inheritance of the old model and helps improve the coordination between the banking sector and local authorities in economic and financial management.
The detailed structure of 15 regional State Banks is as follows:
- State Bank Region 1: Hanoi City area.
- State Bank Region 2: includes 2 provinces and cities: Ho Chi Minh City (Ho Chi Minh City + Ba Ria - Vung Tau + Binh Duong), Dong Nai (Dong Nai + Binh Phuoc). Headquarters in Ho Chi Minh City.
- State Bank Region 3: includes 3 provinces: Son La, Dien Bien , Lai Chau. Headquartered in Son La province.
- State Bank Region 4: includes 3 provinces: Phu Tho (Phu Tho + Hoa Binh + Vinh Phuc), Tuyen Quang (Tuyen Quang + Ha Giang ), Lao Cai (Lao Cai + Yen Bai). Headquarters in Phu Tho province.
- State Bank Region 5: includes 3 provinces: Thai Nguyen (Thai Nguyen + Bac Kan ), Cao Bang, Lang Son. Headquartered in Thai Nguyen province.
- State Bank Region 6: includes 2 provinces and cities: Hai Phong city (Hai Phong + Hai Duong ), Quang Ninh. Headquarters in Hai Phong city.
- State Bank Region 7: includes 2 provinces of Ninh Binh (Ninh Binh + Nam Dinh + Ha Nam ), Thanh Hoa. Headquartered in Thanh Hoa province.
- State Bank Region 8: includes 3 provinces: Ha Tinh , Nghe An, Quang Tri (Quang Tri + Quang Binh). Headquarters in Ha Tinh province.
- State Bank Region 9: includes 3 provinces and cities: Da Nang city (Da Nang + Quang Nam), Quang Ngai (Quang Ngai + Kon Tum), Hue city. Headquarters in Da Nang city.
- State Bank Region 10: includes 2 provinces: Khanh Hoa (Khanh Hoa + Ninh Thuan), Lam Dong (Lam Dong + Binh Thuan + Dak Nong). Headquartered in Khanh Hoa province.
- State Bank Region 11: includes 2 provinces: Dak Lak (Dak Lak + Phu Yen), Gia Lai (Gia Lai + Binh Dinh). Headquarters in Dak Lak province.
- State Bank Region 12: includes 2 provinces: Hung Yen (Hung Yen + Thai Binh), Bac Ninh (Bac Ninh + Bac Giang ). Headquartered in Hung Yen province.
- State Bank Region 13: includes 2 provinces: Dong Thap (Dong Thap, + Tien Giang), Tay Ninh (Tay Ninh, Long An). Headquarters in Dong Thap province.
- State Bank Region 14: includes 2 provinces and cities: Can Tho city (Can Tho + Hau Giang + Soc Trang), Vinh Long (Vinh Long + Ben Tre + Tra Vinh). Headquarters in Can Tho city.
- State Bank Region 15: includes 2 provinces: An Giang (An Giang + Kien Giang), Ca Mau (Ca Mau + Bac Lieu). Headquarters in An Giang province.
