On the afternoon of December 16, in Hanoi , the Central Organizing Committee held a conference to review the work in 2024 and deploy tasks for 2025.

At the Conference, Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission, stated that 2025 is the last year of the term, which is of decisive significance in successfully implementing the resolutions of the Central Committee and the Resolution of the 13th National Party Congress; the year of organizing Party congresses at all levels towards the 14th National Party Congress, along with the drastic implementation of the arrangement and streamlining of the political system's apparatus to operate effectively and efficiently.

Reality places higher demands on the work of organizing and building the Party and the political system to prepare the country to enter a new era, an era of national growth.

The tasks set for Party building and organization are very heavy, requiring the Central Organizing Committee to proactively follow reality, have high political determination, make great efforts, and take drastic actions; at the same time, strongly innovate working methods, practices, and styles, and continue to effectively and synchronously carry out tasks.

Specifically, the Central Organizing Committee advises on the completion and progress of projects and tasks according to the 2025 Work Program, especially projects and tasks according to the 2025 Work Program of the Politburo and Secretariat.

Regarding the preparation for party congresses at all levels, especially personnel work and streamlining the apparatus, the Central Organizing Committee needs to closely follow the work programs of the Politburo, Secretariat and Central Executive Committee to ensure progress and quality.

The Committee focused on providing advice on the quality completion of the draft Report on the Summary of Party Building Work and the Implementation of the Party Charter to be submitted to the 14th National Party Congress for early submission to the Central Executive Committee.

Emphasizing the direction of General Secretary To Lam at the Conference summarizing the Party Organization and Building sector held on the morning of December 16, comrade Le Minh Hung clearly stated that the task groups on Party building work, especially regimes and policies, the advisory units of the Organization Committee must proactively develop plans immediately.

Along with streamlining and reorganizing the apparatus, Directive No. 35-CT/TW on Party congresses at all levels towards the 14th National Party Congress also needs to be amended soon for localities, levels and sectors to implement.

Stating that this is a very important task, comrade Le Minh Hung suggested that the Central Organizing Committee proactively seek opinions from local Party committees and Party committees.

Along with that, it is necessary to supplement and perfect the direction of personnel work for the 14th Party Congress in the direction of streamlining the organizational apparatus; proactively propose solutions and provide timely advice on personnel work; continue to review and supplement planning; review and evaluate the source of cadres of ministries, branches, Party committees and localities to prepare for party congresses at all levels.

The Central Organizing Committee coordinates with the Ministry of Home Affairs to amend and supplement Decree No. 26/2015/ND-CP of the Government regulating the regime and policies for cadres who do not meet the age requirements for re-election or re-appointment to positions and titles according to their terms in agencies of the Communist Party of Vietnam, the State, and socio-political organizations; review to promptly resolve issues arising from practice.

With the upcoming issuance of the policy on streamlining the apparatus, the Central Organizing Committee will coordinate with the Ministry of Home Affairs to review and, if there are any "inconsistencies", handle them to apply a unified policy for consistency and synchronization.

Regarding the summary of the implementation of Resolution No. 18-NQ/TW of the Central Executive Committee on reorganizing the apparatus, streamlining the payroll associated with restructuring the team of cadres, civil servants and public employees, emphasizing the spirit of "very drastic", comrade Le Minh Hung clearly stated the request for the Central Organizing Committee to urgently advise and promptly complete the summary report to the Politburo and the Central Executive Committee on contents such as ending the operations of a number of units, advising on amending and supplementing the promulgation of regulations on organizational and personnel work; amending regulations on functions, tasks, powers, apparatus organization, working relationships of new Party Committees, etc.

Stating the requirement to resolutely not maintain the general department model, comrade Le Minh Hung said that when amending and supplementing the functions and tasks of the Ministries, they must review very carefully, ensuring that the requirements are met for one agency to perform many tasks, and that one task is assigned to only one agency to preside over and take responsibility. Streamlining must be very concise, and functions and tasks must be clear.

The Central Organizing Committee guides Party committees at all levels in organizing congresses at the four newly established Central Party Committees; Party committees at all levels, ministries, branches, district and local levels; ensuring the maintenance of the Politburo's direct leadership and direction with the strategic advisory body.

Along with performing regular tasks, comrade Le Minh Hung requested the Central Organizing Committee to focus on carefully and successfully preparing the 9th Golden Hammer and Sickle Award Ceremony - 2024.

This is the opening event to celebrate the 95th anniversary of the Party's founding and a series of other important political events of the country.

Implement coordination regulations well

In 2024, the Party Committee of the Central Organization Department will well implement the coordination regulations with the Board's leaders in leading and directing the completion of political tasks and organizational and personnel work, contributing to building a clean and strong Party organization, Party cell, and important agency.

Regarding professional work, in 2024, the Central Organizing Committee completed 13/13 projects (100%); bringing the total number of projects and tasks completed since the beginning of the 13th Congress term to 79 projects and tasks; advised on the issuance of 72 documents of the Politburo and the Secretariat, contributing to concretizing and institutionalizing policies and guidelines and implementing the Resolution of the 13th Congress in the direction of synchronization, unity, comprehensiveness, and connectivity in the political system, standardization, tightening discipline and order, ensuring strictness, democracy, objectivity, and meeting practical requirements; advised on the contents submitted to 9/9 Central Conferences, which were highly recognized and agreed upon by the Central Committee.

The Committee actively advised on the preparation of Party Congresses at all levels towards the 14th National Congress of the Party, ensuring synchronization and comprehensiveness in terms of content, personnel, organization and service for the Congress; advised on the issuance of a system of guiding documents on Congress work; completed the Summary Report on Party building work and implementation of the Party Charter to be submitted to the 14th National Congress of the Party, which was highly unanimously approved by the 10th Conference of the 13th Party Central Committee, to be sent for comments to Party Congresses at all levels.

Along with that, the Central Organizing Committee presides over advising on summarizing the personnel work of the 13th Congress and building the direction for personnel work of the 14th Party Congress with guiding viewpoints, principles, goals, requirements, standards, age, structure, quantity, process and methods of implementation to ensure strictness and effectiveness; advising the Politburo to consider, approve the review and supplement of the planning of the Central Executive Committee; the planning of the Politburo and Secretariat for the 14th term, 2026-2031 term and organizing classes of reserve cadres for the planning of the 14th Party Central Committee members to ensure the required quality and progress.

The staff organized the drastic, active, comprehensive and effective implementation of resolutions on Party building and rectification work, and building the political system; in which, promptly advised on the early summary of Resolution No. 18-NQ/TW with a spirit of urgency and drasticness but still ensuring scientific, methodical, cautious, certain, upholding principles, comprehensively covering the work; being proactive, creative and having many innovations./.
