"Staying Awake" – The Remedy to Prevent and Fight Bad and Toxic Information

According to statistics in early 2024, Vietnam has 78.44 million people (early 2023, 77.93 million people) using the internet, accounting for 79.1% of the total population. In addition, the number of social network users also reached 72 million (70 million in 2023), equivalent to 73.3% of the total population. The total number of active mobile connections is 168.5 million, equivalent to 169.8% of the total population. This shows that Vietnam is considered the country with the fastest internet and social network development speed in the world . Of which, 94% of daily internet users are students, young intellectuals, and youth.

When the world is at your fingertips

The positive role of the internet cannot be denied, especially in the role of storing, searching, sharing, and spreading information. A long time ago, I read an article quoting the saying of billionaire Bill Gates, architect of Microsoft Software Company, that: "The world is at your fingertips", his catchphrase spoke of the power of digital technology to dominate the world over the past decades.

However, on the contrary, information technology is also a means for hostile and reactionary forces to sabotage the revolutionary cause of the Party and our nation, deny the Party's leadership role, and reduce the people's trust in the Party's leadership and the State's management... (Vietnam currently ranks 3rd in Southeast Asia, after Singapore and Indonesia, in the number of cyber attacks).

Meanwhile, people's awareness of cyber security is still very limited, the importance of cyber security for business, finance and national security has not been properly assessed. Cyber security solutions are either not good enough or too expensive to access, causing many difficulties for cyberspace protection.

In that context, we see that, more than ever, the work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints is extremely important in the work of Party building and rectification.

Over the past time, overcoming many difficulties and challenges, our country has developed more and more strongly. As the late General Secretary Nguyen Phu Trong affirmed: “With all modesty, we can still say: “Our country has never had such a foundation, potential, position and international prestige as today” . However, the more the country achieves great development achievements, the more hostile and reactionary forces seek every way to sabotage it.

Taking advantage of advances in information technology, their methods and tricks for sabotage, propaganda, distortion, and denial of the Party's ideological and theoretical foundations have become more sophisticated and cunning. Their activities are sometimes quiet and hidden, sometimes open and blatant; they often focus on the time of domestic political events, important foreign affairs events of our Party and State, or when complicated and sensitive incidents and incidents occur.

The dangerous nature of these methods and tricks is that they create false, ambiguous, skeptical, confused, wavering perceptions, causing "self-evolution" and "self-transformation" within the organization, shaking the trust of cadres, party members and people in the leadership role of the Party and the management of the State, creating resentment and opposition in society.

They use foreign radio, press, and publishing systems, Facebook and YouTube channels, etc. to spread bad and toxic information in the form of "true as fake", "fake as real", "sensational headlines", and "view baiting" to appeal to the curiosity of many people.

In general, hostile forces have never given up on undermining the ideological foundation of our Party. Distorted information, false arguments, fabrications, distortions, misrepresentations of the truth, confusion of right and wrong, truth and falsehood, or partly true but reported with bad intentions, unverified information that affects individuals and organizations; information containing vulgar language, offensive content, insulting the honor and dignity of individuals, the reputation of organizations, violating ethical standards, culture, and customs; inciting depravity, violence... are becoming more and more sophisticated, diverse and difficult to deal with.

Although toxic information comes in many forms and manifestations, we can generally see it in the following “shapes”:

One, information that sabotages the ideological foundation of the Party and the Vietnamese revolution, aiming to deny Marxism-Leninism and Ho Chi Minh thought.

Second, distorting the Party's path of building socialism, the path of defending the Fatherland and the foreign policy, denying the achievements of the renovation cause.

Third, distorting national history, especially the history of resistance wars and wars to protect the Fatherland of our people.

Fourth, distorting the life and career of President Ho Chi Minh, denying his great contributions to the revolutionary cause of our Party and nation; Slandering, defaming, and impersonating senior leaders of the Party, State, and military generals, causing internal disunity and sowing doubt and distrust among the masses.

Five, taking advantage of hot spots to incite and call for protests, sabotage national and ethnic unity, cause internal division, religious division, ethnic division, promote "self-evolution" and "self-transformation" within the organization.

Six, spreading selfish, extravagant, debauched, violent and hateful lifestyles towards individuals and organizations.

Seven, destroying national cultural identity, propagating and imposing Western cultural values and lifestyles.

Eight, online fraud, stealing information, passwords, spreading viruses.

Nine, insulting the honor, dignity and reputation of organizations and individuals.

Responsibility for the “share” button

To prevent and combat bad and toxic information, first of all, each person needs to equip themselves with knowledge, skills and behavioral culture on social networks, not allowing online information to easily lead and manipulate their psychology. Social network participants, especially young people, need to be extremely alert in front of the information matrix so as not to become "puppets" spreading bad and toxic information of hostile forces. Be alert to identify information, verify the authenticity of information and select information to share on social networks.

On the side of the Department of Information and Communications, with the role of State management, we continue to implement the following contents:

Firstly, strictly manage information and communication activities according to the provisions of law. Monitor press and social media information to detect and handle false, distorted, and anti-Party and anti-State information.

Second, proactively coordinate to provide positive and official information on social networking platforms managed by the Department such as: Fanpage "Department of Information and Communications of Tay Ninh" with more than 2,300 followers, Fanpage "1022 Tay Ninh" with more than 1,900 followers, Zalo OA "1022" with 8,471 interested people, application "Tay Ninh Smart" with 143,109 installed users, mini app "Tay Ninh Smart" with 248,949 users to serve in propaganda work, grasp information, orient public opinion, spread positive information, contribute to the fight against sabotage plots of hostile and reactionary forces, fight against wrong, hostile views, bad and toxic information.

Third, strengthen information security at the provincial data integration center, proactively and promptly deploy preventive measures to prevent risks of attacks and information insecurity at state agencies of the province.

Fourth, regularly monitor and supervise information security to detect, handle and promptly warn of malicious codes that penetrate the network systems of State agencies and organizations and individuals in the province.

Fifth, strengthen inspection and examination of compliance with legal regulations in the field of information and communication to detect and prevent violations of the law, especially acts of propagating and disseminating toxic and reactionary information, thereby contributing to firmly protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints.

When detecting social network participants posting false information or reposting bad information; the authorities will base on the provisions of Article 101 of Decree 15/2020/ND-CP (amended by Clause 37, Article 1 of Decree 14/2022/ND-CP) on violations of regulations on responsibilities for using social network services; electronic information pages established through social networks as follows:

1. A fine of VND 10,000,000 to VND 20,000,000 shall be imposed for taking advantage of social networks to commit one of the following acts:

a) Providing or sharing fake information, false information, distorting, slandering, or insulting the reputation of an agency, organization, or the honor or dignity of an individual;

b) Providing and sharing information that promotes superstitions, obscenity, depravity, and is inconsistent with the nation's traditions and customs.

c) Providing and sharing detailed information describing acts of slashing, killing, accidents, horror, and horror.

d) Providing or sharing fabricated information, causing panic among the people, inciting violence, crime, social evils, gambling or serving gambling.

d) Providing or sharing press, literary, artistic works and publications without the consent of the intellectual property owner or without permission for circulation or with a decision to prohibit circulation or confiscate.

e) Advertising, propagating, and sharing information about prohibited goods and services.

g) Providing and sharing images of Vietnam maps that do not show or incorrectly show national sovereignty.

h) Providing or sharing links to information on the Internet with prohibited content.

2. A fine of VND 20,000,000 to VND 30,000,000 shall be imposed for disclosing information classified as State secrets, personal privacy secrets and other secrets that are not yet serious enough to warrant criminal prosecution.

3. Remedial measures: Forced removal of false or misleading information or information that violates the law due to violations specified in Clauses 1 and 2 of this Article.

In addition, more serious violations may result in criminal prosecution.
