In the congratulatory letter from General Secretary Nguyen Phu Trong to General Secretary and President of Laos Thongloun Sisoulith, there is a passage that reads: “On the occasion of the traditional Lao New Year, on behalf of the Party, State, and people of Vietnam, I affectionately send to you and the leaders of the Party, State, and people of Laos our warmest fraternal feelings and best wishes.”

Wishing Comrade Thongloun Sisoulith and all the leaders of the Lao Party and State, and their families, a new year filled with good health, happiness, peace, prosperity, and continued success.

The Party, State, and people of Vietnam congratulate Laos on the significant achievements it has made in various fields in recent times. We firmly believe that, under the leadership of the Lao People's Revolutionary Party headed by you, the administration of the Government, and the supervision of the National Assembly, the fraternal country and people of Laos will overcome difficulties and continue to achieve even greater successes in the process of reform, successfully implementing the Resolution of the 11th Congress of the Lao People's Revolutionary Party, and successfully organizing Party Congresses at all levels leading up to the 12th National Congress of the Party. Vietnam supports Laos in fulfilling its important responsibilities and roles as Chairman of ASEAN and Chairman of AIPA in 2024, contributing to enhancing Laos' position in the region and the world .

The Party, State, and people of Vietnam are extremely pleased with the great friendship and special solidarity between Vietnam and Laos, which is increasingly developing in depth, substance, and effectiveness in all fields, bringing practical benefits to the people of each country, and contributing to maintaining peace, stability, cooperation, and development in the region and the world.”

General Secretary Nguyen Phu Trong also sent a congratulatory letter and flower arrangement to the Chairman of the Cambodian People's Party and President of the Senate of the Kingdom of Cambodia, Hun Sen, on the occasion of the traditional Cambodian New Year and his election as President of the 5th Cambodian Senate. The congratulatory letter read: “On the occasion of the traditional Cambodian New Year, on behalf of the Party, State, and people of Vietnam, I wish Comrade Hun Sen and all the leaders of the Cambodian People's Party, State, and people of Cambodia a new year of good health, happiness, peace, prosperity, and continued success.”

We extend our special congratulations to Comrade Hun Sen on being elected President of the Senate of the Kingdom of Cambodia for the term 2024-2030. We are confident that he will successfully fulfill his noble duties.

The Party, State, and people of Vietnam congratulate Cambodia on the great and important achievements it has made in all fields in recent times. We firmly believe that, under the wise reign of King Norodom Sihamoni, the leadership of the Senate, the National Assembly, and the administration of the Government of the Kingdom of Cambodia, with the CPP as the core, the Cambodian people will continue to achieve many new and even greater successes in the cause of protecting, building, and developing the country, successfully implementing the Party's Platform for the 2023-2028 period, and successfully organizing the fourth term of the Capital/Provincial/City/District Council elections.

On the same day, Comrade Le Hoai Trung, Head of the Central Committee's Foreign Affairs Department, sent congratulatory letters to Comrade Thongsavanh Phomvihane, Head of the Central Committee's Foreign Affairs Department of the Lao People's Revolutionary Party, and Comrade Prak Sokhonn, Head of the Central Committee's Foreign Affairs Department of the Cambodian People's Party.
