According to Ms. Bui Thi Minh Hoai, during the Politburo's working sessions with the Standing Committee of the Hanoi Party Committee on preparations for the Congress, the Politburo and General Secretary To Lam always emphasized: "The Hanoi Party Congress must be truly exemplary, model, demonstrating the spirit of innovation, creativity and aspiration to rise up."

The City Party Committee has focused on leading the work of building a clean and strong Party organization. The Hanoi Party Committee has been exemplary in streamlining the apparatus of the political system... The capital's economy continues to develop, with an average GRDP growth of 6.57%, 1.1 times higher than the whole country; the scale is about 63 billion USD, 1.4 times higher than in 2020, accounting for 12.6% of the whole country...

GRDP per capita reaches over 36,000 USD.

Implement 3 development breakthroughs

In the new term, according to Mr. Nguyen Van Phong, the Hanoi Party Committee will carry out three development breakthroughs: Building and perfecting the capital's development institutions; developing, exploiting and effectively using high-quality human resources and attracting talents; developing a modern, smart and connected infrastructure system.

The political report has proposed 10 groups of key tasks and solutions in the 2025-2030 period, including: Building and perfecting institutions and specific policies for the development of the Capital; establishing a new growth model, promoting industrialization, modernization, and strongly developing the private economy; strongly promoting science, technology, innovation, and comprehensive digital transformation in all fields; building a Smart City, taking people and businesses as the center, the subject, the main resource and driving force; implementing planning; managing and developing urban and rural areas; protecting the environment, exploiting and using resources effectively.

At the preparatory session on the afternoon of October 15, the Congress elected a Congress Presidium consisting of 16 comrades, including 4 Standing members of the City Party Committee, 11 members of the City Party Committee Standing Committee and the Commander of the Hanoi Capital Command.

The Secretariat elected by the Congress consists of 3 comrades, headed by Tran Thanh Ha, Chief of the City Party Committee Office. The Congress Delegate Qualification Examination Committee, approved by vote, consists of 7 comrades, headed by Hoang Trong Quyet, member of the Standing Committee of the City Party Committee, Chairman of the City Party Committee's Inspection Committee.

The Congress also approved the official working program and the working regulations of the Congress; listened to the dissemination of some contents on Party elections; and reported on the synthesis of opinions contributed to the draft documents to be submitted to the 14th National Congress of the Party...
