Attending the ceremony were Lieutenant General Bui Quoc Oai, Political Commissar of the Vietnam Coast Guard; Colonel Nguyen Duc Tang, Deputy Political Commissar of the General Department of Defense Industry, and representatives of functional agencies of the Vietnam Coast Guard, the General Department of Defense Industry, the Navy, etc.
Reporting at the ceremony, Lieutenant Colonel Mai Quoc Truong, General Director of Ba Son Corporation, stated: TT-400 is a type of ship with very high requirements on technology and engineering; the ship is capable of operating for long periods at sea; maximum speed of up to more than 34 nautical miles/hour, flexible turning and high stability, meeting the technical and tactical features for the Coast Guard to perform law enforcement tasks at sea and protect the sovereignty of Vietnam's seas and islands.

Immediately after receiving the task of building a new high-speed patrol boat TT-400, based on the technical design documents transferred by the Naval Technical Institute, approved by the Register according to regulations, Ba Son Corporation arranged and organized human resources, prepared the site, machinery, equipment, technological measures and purchased, received, and inspected the quality of materials to organize the construction. The Corporation committed to focusing all resources to construct the project to ensure safety, quality, and aesthetics as set forth by the investor; complete and hand over the product according to plan.
Speaking at the ceremony, Colonel Nguyen Duc Tang, Deputy Commissar of the General Department of Defense Industry, affirmed that Ba Son has experience in building many types of ships for the Vietnam Coast Guard with high quality and efficiency. Therefore, the Vietnam Coast Guard trusted and selected the company to build the 13th high-speed patrol boat TT-400. The Deputy Commissar of the General Department requested that Ba Son Corporation promote the application of science and technology; focus all resources, ensure safety in all aspects during the construction and building of the new TT-400 ship.
Lieutenant General Bui Quoc Oai, Political Commissar of the Vietnam Coast Guard, acknowledged and highly appreciated the careful preparation of Ba Son Corporation and the close coordination between relevant agencies so that the keel laying ceremony could take place as planned. Lieutenant General Bui Quoc Oai also expressed his confidence in the capacity of Ba Son Corporation to help the project of building the new TT-400 ship No. 13 achieve the set quality and progress, and soon complete and hand over to the Coast Guard to carry out the task of protecting the sovereignty of the sea and islands of the Fatherland.
