Summary of the Party's inspection, supervision and discipline enforcement work in 2025 and the 13th Congress term

On the morning of November 24, in Hanoi, the Party Central Committee Secretariat held a national conference to review the Party's inspection, supervision and discipline enforcement work in 2025 and the 13th Congress term. Attending the conference in Hanoi were General Secretary To Lam; President Luong Cuong; Standing member of the Secretariat Tran Cam Tu; leaders of the Central Party Building Commissions; leaders of ministries, departments, branches and localities.

The conference was held in person and online to the provincial and municipal Party Committees. Comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee chaired at the Tuyen Quang Provincial Party Committee bridge.

Before the conference, Party and State leaders, along with delegates attending the conference at the conference points, observed a minute of silence to commemorate those who died due to storms and floods; at the same time, organized donations to support people to overcome the consequences of floods.

Regarding the Party's inspection, supervision and disciplinary work, during the 13th Congress term and 2025, there has been continued progress, achieving many important results. Notably: The awareness of Party committees and organizations at all levels, especially leaders, about the importance of inspection and supervision work has been significantly raised, considering this an important method to improve the effectiveness of leadership and direction in implementing political tasks as well as building and rectifying the Party.

The institution of inspection, supervision and enforcement of party discipline continues to be improved, which is an important basis for the synchronous and unified implementation of inspection, supervision and enforcement of party discipline from the Central to the grassroots levels. The working motto and working methods continue to be innovated to be more proactive and effective, in which the focus has been shifted from "inspection and handling" to regular supervision from the beginning, with an expanded scope, throughout and comprehensively covering all aspects of leadership, direction and implementation of political tasks of Party committees, Party organizations and Party members, ensuring that the Party's guidelines and policies are fully and seriously implemented; preventing and warning of violations early and from afar.

Many innovations in inspection and supervision work have been effectively applied; the application of science , technology, and digital transformation in inspection and supervision work has achieved initial results, laying the foundation for the implementation of inspection and supervision on data. The quality, effectiveness, and efficiency of inspection and supervision work have been increasingly improved and there have been breakthroughs in inspection when there are signs of violations in "hot spots", sensitive areas and fields, prone to negativity, and of particular concern to public opinion.

The Central Inspection Commission and Party Committees and Inspection Commissions at all levels have inspected and concluded many prominent cases that clearly demonstrate the spirit of "no forbidden zones, no exceptions", proposed reasonable and humane handling, with those handled being convinced, ensuring strict maintenance of Party discipline and order, strengthening solidarity and unity and consolidating people's trust.

Discussing at the conference, delegates highly agreed with the central report of the Central Inspection Commission on the outstanding results in the Party's inspection, supervision and implementation work, which has strongly innovated in thinking, methods, and ways of organizing and implementing, and has achieved very important results. Delegates also clarified and deepened new issues, and at the same time contributed comments and emphasized that the Party's inspection, supervision and discipline work must be the main leadership method, an important tool to maintain Party discipline; linking inspection and supervision with power control, quickly and strongly shifting the focus from consideration and handling to prevention and early warning from afar, right from the grassroots level to ensure going in the right direction, implementing the Party's major policies and guidelines correctly and effectively; leaving no gaps or dark areas. Party committees, party organizations, and inspection committees at all levels must step up inspection and supervision work with high determination and great efforts to contribute to the fight against, prevent, and push back degradation in political ideology, ethics, and lifestyle; resolutely fight against corruption, waste, and negativity, build our Party to be truly pure and strong, and consolidate and strengthen the people's trust in the Party.

Speaking at the conference, General Secretary To Lam highly appreciated the conference preparation work of the Central Inspection Commission; the outstanding results of Party committees and Inspection Commissions at all levels in the work of inspection, supervision and enforcement of Party discipline in 2025 and the 13th Party Congress term; and at the same time commended the spirit and sense of responsibility of delegates participating in the conference at the connecting points.

The General Secretary also pointed out a number of limitations: Some Party committees have not paid attention to inspection and supervision work and consider this the task of the Inspection Committee; regular supervision work is still weak, inspection staff are still weak; many cases are discovered but the remedial work is still slow...

The General Secretary emphasized that the country is entering a new stage of development, the volume of inspection and supervision work is increasing. To improve the quality and effectiveness of inspection, supervision and Party discipline enforcement in the coming term, the General Secretary suggested that Party committees, Party organizations and Inspection Committees at all levels focus on implementing five key tasks well; in which it is necessary to improve the quality and effectiveness of inspection and supervision right from each Party cell, and always remember Uncle Ho's advice: "To complete all tasks well, all Party members and cadres must strictly comply with the Party's guidelines and policies. And to do so, Party committees at all levels must strengthen inspection work". In addition, it is necessary to continue to comprehensively and effectively implement tasks according to the Party Charter and tasks assigned by Party committees, not to leave "gaps" or "dark areas" that the Party's inspection and supervision work cannot reach.

Strongly shift the focus of work to regular monitoring, proactive monitoring, early warning, and remote prevention; proactively monitor from the beginning and throughout all aspects of leadership, direction, and organization of implementation of resolutions, directives, conclusions, and decisions of Party committees at all levels, especially in implementing major breakthrough policies and decisions of the Party on national development in recent times.

The General Secretary also requested to focus on building a streamlined, strong, effective and efficient Inspection Committee at all levels. Building a team of truly courageous, honest, professional inspection officers, "clear as a mirror, sharp as a sword", absolutely loyal to the Party, steadfast in the face of all difficulties, not subject to any pressure, influence or temptation.

At the same time, promote digital transformation, apply information technology; promote connection, share data smoothly, accurately and promptly to effectively serve inspection and supervision work throughout the political system, towards "inspection on data, supervision on data".
